 On the current moment of time one of most important strategic tasks of modernization of the system of higher education inUkraineis the education of high quality provided to the pharmacists in order to satisfy the worldwide needs. Therefore, the improvement of higher education system and formatting of new conceptual directions of its development on the basis of analytical marking and strategic approaches are very important for studying of pharmaceutical courses, namely Toxicological chemistry. Nowadays people live in the conditions of toxicological strain; therefore, we have an important task to give the complete, systematic and accessible knowledge of Toxicological chemistry to the future pharmacists. The purpose of this work is the implementation of new pedagogical, psychological, statistical, chemical, analytical and biochemical methods into the studying of Toxicological chemistry in the conditions of Bologna System inUkraine. Testing control is the first most important modern diagnostic and control instrument used for the evaluation of students’ activities in the conditions of credit-modular system. The second most important instrument is a complex of principles used during the studying of this course such as "general-to-specific and specific-to-general" and “from simple to complex, from complex to simple”, “synthesis and analysis of information”, “visualization of toxicological processes on the new schemes”, work “on-line”. The third important instrument is the connection with modern sciences. All these instruments are provided by credit-modular educational system.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.

Article is an outcome from writer’s reflection from his reading on Homo Sacer, Sovereign Power and Bare Life, a book by Giorgio Agamben, an Italian 20th century philosopher. The reading concerns with the three chapters which are Homo Sacer, The Ambivalence of The Sacred, and The Sacred Life, and also the preface of chapters. Generally, this article proposes two main things. First, Agamben’s description on Western modern political practice, developed from the Greek until today. Second, writer’s reflection on educational system in Indonesia, especially the higher education level in nowadays, through Agamben’s perspective. Structurally, article is divided into three parts. First, the Preface, is a general view to Agamben’s political thought which will stand as a background to the second part from this article, Homo Sacer. On the third part, Education as Bare Life, is writer’s reflection on higher education system in Indonesia borrowing the political perspectives from Agamben.

This study describes how the Intranet of a higher education institution can be used as a quality manual. The study is based on process management. The process architecture can be used as a structure for the Intranet. This Intranet also includes detailed process descriptions and makes them available for management, personnel, and students. The flow charts and process cards provide managers with more awareness and control over their responsibilities and ensure that the objectives and high quality can be achieved. The results of this study are useful for those who want to develop quality manuals for higher education institutions.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. The article analyzes the reasons for the current state of development of the system of professional higher education of Ukraine; analyzed the global challenges of the beginning of the 21th century for the air defense system of Ukraine; and providing insights into international best practice of using external management models in higher education. On the basis of system approach, the analysis of a range of international conceptual, analytical and statistical documents as well as methods of empirical research, the effects of modern challenges on reforming the higher education system have been explored. An emphasis is made on the need to build an attractive and competitive system of professional higher education in Ukraine that will be integrated into the European Higher Education Area (EHEA) and the European Research Area (ERA). The key directions to respond to challenges are offered: 1) ensuring the constitutional rights of citizens to free professional higher education on a competitive basis and equal access to high-quality professional higher education; 2) reorganization of the system of management of professional higher education, red tape reduction, decentralization, ensuring the autonomy and responsibility of higher education institutions; 3) the transformation of universities into centers of independent thought that are able to prepare professionals and generate ideas for accelerated modernization of the country; 4) ensuring fair competition between higher education institutions as a guarantee of high quality of professional higher education; 5) establishing an appropriate linkage between the labor market and the system of professional higher education; 6) integration of Ukraine’s professional higher education into the world and European education and research communities on the principles of human-centeredness, scientific substantiation, readiness for systemic changes, realistic strategy and step by step action; 7) ensuring fair competition in the educational services market through objective higher education quality assessment; 8) a combination of collegial and managerial approaches in higher education institutions management along with wide stakeholder engagement.

The Covid-19 pandemic has caused restrictions and shutdowns affecting all industries worldwide. The scope of the steps taken to prevent the spread of the pandemic, universities in Turkey also began to provide distance education in March 2020. This process has provided an important experience in which the education system is questioned on the basis of educational infrastructure, lecturers and students. The experience of a nationwide transformation in such a short period of time in the education system is considered to be unique. In this study, it is aimed to create a decision support document by compiling this valuable experience and suggestions for further improvement of the higher education system. In this context, the opinions and recommendations of teaching staff regarding the distance education process were taken with the help of surveys which were responded by 744 lecturers from 84 universities of Turkey. As a result of the study, it was seen that factors such as the type of university, distance education experience, and age make a difference in the views of the lecturers towards distance education. In addition, the determinations and suggestions of the instructors that they stated by openended expressions were compiled under main headings. This process experienced offers an important opportunity to question the current educational structure and to improve it further. As also stated in the survey results, it is predicted that the weight of distance education in higher education will also increase at post-pandemic term. Therefore, it is thought that the necessary steps should be taken in the light of the experiences in order to make the next process more efficient

The relevance of the problem stated in the article is due to the fact that the role and functions of higher education institutions is fundamentally changing nowadays. It happens thanks to breakthrough IT solutions in various areas of human life, the development of online learning technologies, and the increased need for fast and highly specialized education. This is primarily due to the demands of the time – the transformation of the modern world economy towards digitalization. The purpose of the work was to obtain objective information about the effectiveness of the use of innovative forms in the educational process of higher education. The implementation of the priority project in the field of education "Modern digital educational environment in the Russian Federation" allowed us to deploy a national Internet platform with the possibility of integrating mass open online courses (MOOCs) into the educational process. This approach has opened up new opportunities for universities to implement online educational programs and use Internet technologies to form individual educational trajectories of students. A priori, the high quality of moocs was declared and, as a result, the high quality of students educational results. However, there were no separate studies on the quality of students' competence formation. The article considers models for organizing the educational process in higher education using mass open online courses, describes the experience of the Bashkir state pedagogical University named after M. Akmulla as a specialized pedagogical university, considers private methods for online and offline training in the higher education system, and presents experimental data on the introduction of online lectures as an element of MOOCs in the educational process of a pedagogical university. The authors as well studied the students' opinions about new forms of education.

One of the most important areas of the educational system today is the widespread use of e-learning methods based on advanced information and telecommunication methods, modern pedagogical technologies The article discusses the relevance of e-learning, its possibilities in the formation of a large number of students skills necessary for their successful professional development. The necessity of using the e-learning management system in order to provide high-quality education is shown in the example of the developed e-course Foreign language for students future engineers. Besides the article shows the possibilities of LMS (Learning Management System) of the Moodle educational content management system for implementing the priority goal of the higher education system. Moreover, both positive and negative sides of using LMS are summarized in the paper. Then it gives practical suggestions for high-quality integration of e-learning in the process of teaching and learning in the educational institution of higher education Samara State Transport University on the basis of effective management of the e-learning process and good management.

Strong links between universities, and companies can play crucial role in promoting taking into practice of ideas that drive the knowledge society, and in raising competitiveness and living standards. In academic terms of IP management, all activities aimed at sharing knowledge generated in research institutions as a knowledge transfer including scientific publishing, conference presentations, collaborative research with external partners, and contract-based clustering activities, such as licensing and spin-offs. In a narrower sense, the IP management means technology transfer is aimed at placing a given technology on the market, and includes any process by which the recovery partner becomes able to produce new products or services. IP with traditional university mission, values, and activities primarily focusing an active university role in entrepreneurship and contracts with private sector for IP commercialization. This paper gives a comprehensive overview about IP management in universities of the European Higher Education System including the following aspects: partnerships (licensing, industry collaborators); IP invention (disclosures, patenting); proof of concept research bridging the gap between lab discoveries and market application (highly innovative R&D to solve practical problems and commercialization research aiming patented technologies towards business exploitations) and commercialization (start-up incubators and strengthening the entrepreneurial attitudes and competencies). The methodology based on secondary research analysing EU, OECD, on-line literature sources and relevant, up-to date statistical data as well. The conclusions and recommendations based on this „desk research” work reflects the authors.
