Perguruan tinggi merupakan satuan penyelenggara pendidikan tinggi sebagai tingkat lanjut jenjang pendidikan menengah di jalur pendidikan formal. Kualitas perguruan tinggi, khususnya perguruan tinggi di Indonesia diukur berdasarkan 9 standar utama. Salah satu aspek yang berpengaruh ialah mahasiswa dan lulusan. Ketepatan waktu studi mahasiswa adalah hal yang penting dalam perguruan tinggi. Ketepatan waktu mahasiswa dalam menyelesaikan studi menjadi salah satu penunjang penilaian kualitas perguruan tinggi. Metode Naïve Bayes dapat digunakan untuk memprediksi ketepatan lama studi. Klasifikasi Naïve Bayes dalam penelitian ini menggunakan beberapa variabel yang sangat erat kaitannya dalam menyelesaikan studi khususnya pada aspek sosial ekonomi mahasiswa. Adapun variable dari sisi sosial dan ekonomi tersebut diantaranya jenis kelamin, nilai IPK, tempat lahir, tipe sekolah, jumlah keikutsertaan organisasi, tingkat ekonomi, dan dukungan orang tua. Pada penelitian ini, metode Naïve Bayes diimplementasikan pada kasus prediksi lama studi mahasiswa menggunakan 200 data set. Hasil penelitian menunjukkan tingkat rata-rata akurasi sebesar 80,5% dengan menggunakan K-Fold Cross Validation diperoleh standar deviasi 3,02%.   Higher education is a higher education provider unit as an advanced level of secondary education in the formal education pathway. The quality of tertiary institutions, especially tertiary institutions in Indonesia, is measured according to 9 main standards. One influential aspect is students and graduates. Timeliness of student studies is important in higher education. Timeliness of students in completing their studies is one of the supports for assessing the quality of higher education. The Naïve Bayes method can be used to predict the accuracy of the study duration. Naïve Bayes classification in this study uses several variables that are very closely related in completing studies, especially on the social economic aspects of students. The social and economic variables include gender, GPA, birthplace, type of school, number of organizational participations, economic level, and parent support. In this study, the Naïve Bayes method is implemented in the case of prediction of student study duration using 200 data sets. The results showed an average level of accuracy of 80.5% using K-Fold Cross Validation obtained a standard deviation of 3.02%.

Today, private universities are required to have competitiveness, independence, sustainable reach, integrated information network, in order to maintain the quality of higher education. In fact, not all tertiary institutions have plenty of qualified resources to meet these demands. The emergence of changes in meso policy on higher education standards (SN Dikti) became a substantial influence for private tertiary institutions. Private tertiary institutions are urged to be able to adjust even beyond the standards of tertiary institutions that have been prepared by the central government. The external environment and any amendments to regulations for higher education meso policies may affect the choice of actions and institutional decisions in the operational process of higher education in terms of adapting with and adopting institutions. Exploration of sundry field findings of this study has revealed several aspects to view, it’s how the regulations become a highly influential elements, organizational culture and work culture of other institutions, national, regional and global insights, the influence of inter-institutional cooperation, and assessment of international accreditation.

Starting from the fact that higher education is an activity of special social interest and the initiator of the development and improvement of society, in theory and teaching practice questions are often asked regarding the quality of higher education and the possibility of its improvement. The quality of higher education in terms of the increase in its effectiveness is one of the shared aims of the Bologna convention, that is, the current reform process in European countries. It is determined by the quality of the study programs and the quality of the teaching process, which requires a competent teacher, prepared for the process of innovating teaching plans and programs, and the realization and improvement of the teaching practice. Considering the social importance of education and teaching, research into the social group which performs work-related tasks in the educational process, as well as into the quality of the teaching itself, is of special importance. The paper presents the results of research regarding student perceptions of the characteristics of teachers manifested during the course of educational practice in higher education institutions, which were based on the following: the human, professional and pedagogical qualities of teachers, the quality of the university education/teaching process and learning outcomes/learning achievements (the prevalence of theoretical knowledge, practical application of knowledge, etc.). The aim of the paper is to, on the basis of three empirical studies, from a sociological standpoint evaluate the perception of the social role and competencies of teachers and the quality of university education from the viewpoint of the student youth(in 2009, 985 students from 30 colleges in Serbia were surveyed, in 2012, 2208 students of the University of Niš (818), University of Bitolj (804) and the University of Veliko Trnovo (586), and in 2019, 374 students from 13 faculties of the University of Niš). The empirical findings indicate that teachers are qualified professionals who lecture clearly, comprehensively and are able to emphasize the most important points, but that their lectures are still insufficiently interesting, and that they are often unjust and biased. Considering the noted differences between the competencies of teachers working in higher education settings, and the quality and outcomes of the teaching/learning, “models” of teaching/learning have been proposed in this paper for each of the countries included in the study (Serbia, Macedonia, Bulgaria). Based on noted disparity between theory and teaching practice, the paper points to the need for new scientific research in the context of reform processes in higher education, with the continued redefinition of its goals and tasks with the aim of improving the quality of the teaching process and teaching practice.

The existence and quality of higher education nowadays can be influenced by the high and low levels of scientific work owned by lecturers and students. This scientific work becomes very important in the existence and quality of tertiary institutions because it's ranking at the national and international level is calculated on the ownership of the scientific work. So it is not surprising that BAN-PT as an external quality assurance institution which also has the task of assessing the accreditation of higher education also includes its assessment on this matter. Thus higher education that is technically operational at the study program level also pressures lecturers and students to be productive, which is to produce as much scientific work as possible. Even some lecturers provide requirements for students to write a scientific paper when they want to propose a thesis session. However, the number of scientific works owned by lecturers and students will not mean anything when not published in a journal that uses an open journal system. This emphasis lies in the open journal system, where the meaning will be far different from online journals. In general, not many students understand how to submit scientific papers in the form of articles to the open journal system there are still many lecturers who do not understand the process in the open journal system. For this reason, knowledge transfer in the form of technical training to submit articles in the online journal system is carried out. The main goal is to provide knowledge and insight into submitting articles. The results of the activity show the progress of understanding and knowledge, this is proven by simulations through the application of OJS version 2 which is used for the training process by the participants.

In addition to influencing students’ knowledge base, thinking abilities and skills; university education offers the opportunity to promote other aspects of students’ growth as people. University education has an important role in shaping our future society because today’s university students will be tomorrow’s doctors, engineers, business managers, teachers, faith leaders, politicians, citizens, activists, parents and neighbours. While they need to be able to demonstrate key skills and knowledge to enact those roles effectively, they must also demonstrate personal and social responsibility in carrying them out. While much of the current political discourse about higher education is instrumental and economic, this paper aims to lay the foundation for a discourse based on student development. Data was collected through focus group discussions with students in the various colleges in Evangel University, Akaeze - Nigeria, in-depth interviews with lecturers, administrative staff and document analyses of conference papers and journal articles. Findings reveal that the quality of tertiary education is influenced by socio–cultural, academic, economic, policy, political and administrative factors all of which are inextricably interwoven. In this case, the argument is for leadership of teaching and learning for the purpose of promoting students’ holistic development. The discussion of the findings is based on the findings on a wide range of related literature on learners’ challenges in other universities in Nigeria. The paper concludes that the quality of higher education in tertiary institutions is influenced by factors that have their roots in commercialization, general funding, and human population growth. It was recommended that appropriate policies and indigenous professionals (both academic and administrative) are necessary for improving the quality of higher education in tertiary institutions.

Introduction. The article actualizes the problem of monitoring the qualitative indicators of higher education in modern Russian universities. The opportunities for monitoring to identify the levels of university graduates’ satisfaction with the obtained education considering the rapidly changing socio-cultural and economic conditions are disclosed. Goal: substantiation of heuristic possibilities for monitoring the quality of higher education in accordance with the social demand. Methods. At the basis of the study methodology lies the systemic approach allowing the authors to conduct a comprehensive analysis of the specific features of monitoring. The analysis, generalization, and classification of the main indicators constituting the foundation for the study of university graduates’ satisfaction with the quality of education are conducted. Results. The article presents the results of monitoring studies and proposes a classification of methodological and methodical approaches to the study of the topic. Scientific novelty. The topic of monitoring university graduates’ satisfaction with the quality of education allows the authors to explore the main relevant problems of modern universities and disclose the potential of higher education. Practical significance. The acquired study results can be used in further research, scientific and methodical developments, and project activity aimed at improving students’ satisfaction with the educational process and promote the quality of pedagogical work.

Salah satu komponen penting yang menentukan kualitas pendidikan tinggi dan mendapat perhatian yang sangat besar oleh Menristekdikti adalah dosen, karena dosen adalah subjek terpenting yang menentukan mutu proses pembelajaran di perguruan tinggi, dan pada gilirannya merekalah yang dapat menentukan kualitas lulusan yang dihasilkan. Di tingkat pendidikan tinggi upaya untuk meningkatkan kualitas proses dan manajemen pendidikan serta kualitas output pendidikan itu sendiri telah dilakukan dengan berbagai cara. Salah satu masalah utama yang dihadapi dunia pendidikan tinggi adalah masalah peningkatan kualitas dosen perguruan tinggi swasta pada khususnya dan perguruan tinggi perguruan tinggi di Indonesia pada umumnya. Untuk meningkatkan kualitas dosen salah satunya ditentukan oleh kemampuan mereka didalam mengajar. Oleh karena itu seorang dosen perlu menguasai berbagai kemampuan, baik kemampuan di bidang ilmu maupun kemampuan mengajar. In the GBHN it has been determined that the government is determined to improve the quality of education, starting from primary level education to higher education. One important component that determines the quality of higher education and receives very high attention by Menristekdikti is lecturers, because lecturers are the most important subjects that determine the quality of the learning process in higher education, and in turn they are able to determine the quality of graduates produced. At the tertiary level, efforts to improve the quality of the process and management of education and the quality of the output of education itself have been carried out in various ways. One of the main problems facing the world of higher education is the problem of improving the quality of lecturers of private tertiary institutions in particular and tertiary tertiary institutions in Indonesia in general. To improve the quality of lecturers, one of which is determined by their ability to teach. In college, teaching is a professional job that requires special education and training. Therefore, a lecturer needs to master a variety of abilities, both abilities in the field of science and teaching ability. All of these abilities need to be integrated into a complete insight when a lecturer teaches in front of the class.

This study employed a descriptive, empirical and suggestive approach. The purpose of this study is to determine whether the character of institutional leadership is central to the management of higher education (HE). First, the study x-rayed the role of character in institutional leadership and management of HE. Second, it highlights the character of institutional leadership in combination with values, morals, principles and ethics in the management of HE, and third, the implication of the character of institutional leadership on the quality of HE. To address the descriptive part of this study, this article reviewed literature on the relationship between the character of institutional leadership with particular focus on values, morals, principles and ethics, and the quality of HE management. The empirical part of this article included the collection of data from 250 respondents through a structured questionnaire, and data were analyzed using the statistical package for the social sciences (SPSS) version 21. While the suggestive part portrayed the study's findings, which redolent that the neglect of the role of character in institutional leadership as being central to HE management might possibly explain the dysfunctional and poor quality state of HE particularly in Nigeria and perhaps many sub-Saharan Africa countries. Therefore, appointment of institutional heads should be based on technical qualification and character of institutional leaders, and must be a continual effort towards the integration of positive thoughts, both in words and in actions. The target audiences for this article include educational managers and planners, researchers, academics, professionals, students, and leadership practitioners.

Until the logical ryles aboat a strategic partnership between the Iraqi higher education establishments and their international equivalent ones Strategic windows should be invested for the purpose of enhancing the quality of higher education in a sustainable way. This forms a challenge before the international education leaders on the social, operational and establishment's level to determinte knowledge gap, observing, diagnosing and processing in the present and future, expecting and targeting. Then, choosing the strategic partnership depends on the leadership awareness of the idea and philosophy of partnership as bases to engineer methods of applying and activate its future rules, in continuous improvement in the quality of higher education and putting back the trust to participate in building the knowledge mind workers. Until their survival became a basic request for their sustainability as a result of losing their civilized pioneer role in serving their strategic partnership through managing alliances and  networks I Cloud systems
