Bike-Share Systems: Accessibility and Availability

The cities of Paris, London, Chicago, and New York (among many others) have set up bike-share systems to facilitate the use of bicycles for urban commuting. This paper estimates the impact of two facets of system performance on bike-share ridership: accessibility (how far the user must walk to reach stations) and bike-availability (the likelihood of finding a bicycle). We obtain these estimates from a structural demand model for ridership estimated using data from the Vélib’ system in Paris. We find that every additional meter of walking to a station decreases a user’s likelihood of using a bike from that station by 0.194% (±0.0693%), and an even more significant reduction at higher distances (>300 m). These estimates imply that almost 80% of bike-share usage comes from areas within 300 m of stations, highlighting the need for dense station networks. We find that a 10% increase in bike-availability would increase ridership by 12.211% (±1.097%), three-fourths of which comes from fewer abandonments and the rest of which comes from increased user interest. We illustrate the use of our estimates in comparing the effect of adding stations or increasing bike-availabilities in different parts of the city, at different times, and in evaluating other proposed improvements. We study customer preference for the bike-share system in the city of London. We estimate a structural demand model on the station network to learn the preference parameters and use the estimated model to provide insights on the design and expansion of the bike-share system. We highlight the importance of network effects in understanding customer demand and evaluating expansion strategies of transportation networks. In the particular example of the London bike-share system, we find that allocating resources to some areas of the station network can be 10 times more beneficial than others in terms of system usage and that the currently implemented station density rule is far from optimal. We develop a new method to deal with the endogeneity problem of the choice set in estimating demand for network products. Our method can be applied to other settings in which the available set of products or services depends on demand. To clarify the relationship between changes in photochemical oxidants’ (Ox) concentrations and their precursors in Kawasaki, a series of analyses were conducted using data on Ox, their precursors, nitrogen oxides (NOx) and volatile organic compounds (VOCs), and meteorology that had been monitored throughout the city of Kawasaki for 30 years from 1990 to 2019. The trend in air temperature was upward, wind speed was downward, and solar radiation was upward, indicating an increasing trend in meteorological factors in which Ox concentrations tend to be higher. Between 1990 and 2013, the annual average Ox increased throughout Kawasaki and remained flat after that. The three-year moving average of the daily peak increased until 2015, and after that, it exhibited a slight decline. The amount of generated Ox is another important indicator. To evaluate this, a new indicator, the daytime production of photochemical oxidant (DPOx), was proposed. DPOx is defined by daytime averaged Ox concentrations less the previous day’s nighttime averaged Ox concentrations. The trend in DPOx from April to October has been decreasing since around 2006, and it was found that this indicator reflects the impact of reducing emissions of NOx and VOCs in Kawasaki.

New York City launched a restaurant sanitation letter grade system in 2010. We evaluate the impact of customer loyalty on restaurant revisit intentions after exposure to a sanitation grade alone, and after exposure to a sanitation grade plus narrative information about sanitation violations (e.g., presence of rats). We use a 2 (loyalty: high or low) × 4 (sanitation grade: A, B, C, or pending) between-subjects full factorial design to test the hypotheses using data from 547 participants recruited from Amazon MTurk who reside in the New York City area. Our study yields three findings. First, loyal customers exhibit higher intentions to revisit restaurants than non-loyal customers, regardless of sanitation letter grades. Second, the difference in revisit intentions between loyal and non-loyal customers is higher when sanitation grades are poorer. Finally, loyal customers are less sensitive to narrative information about sanitation violations.

This paper develops and tests a model of the labor mediation process using data from a sample of negotiations involving municipal governments and police and firefighter unions in the State of New York. The test of the model also incorporates an estimate of the impact of a change in the statutory impasse procedures governing these groups. The model examines the impact of (1) alternative sources of impasse, (2) situational characteristics, (3) strategies of the mediators, and (4) personal characteristics of the mediators on the probability of settlement, percentage of issues resolved in mediation, movement or compromising behavior, and the tendency to hold back concessions in mediation. The results indicate that the change in the impasse procedure had a marginal affect on the probability of settlement in the small to medium cities in the sample but little or no effect on the larger cities. Furthermore, a number of other measures of the sources of impasse and mediator strategies and characteristics had a stronger impact on the effectiveness of the mediation process than the nature of the impasse procedure.

This article examines the impact of transit migration from the Russian and Austro-Hungarian Empires on Berlin and Hamburg between 1880 and 1914. Both cities experienced massive growth during the last three decades of the nineteenth century, and both served as major points of passage for Eastern Europeans travelling to (and returning from) the United States. The rising migration from Eastern Europe through Central and Western European cities after 1880 coincided with the need to find adequate solutions to accommodate a rapidly growing number of commuters. The article demonstrates that the isolation of transmigrants in Berlin, Hamburg (and New York) during the 1890s was only partly related to containing contagious disease and ‘undesirable’ migrants. Isolating transmigrants was also a pragmatic response to the increasing pressure on the urban traffic infrastructure.

Most cities in the United States lack comprehensive or connected bicycle infrastructure; therefore, inexpensive and easy-to-implement solutions for connecting existing bicycle infrastructure are increasingly being employed. Signage is one of the promising solutions. However, the necessary data for evaluating its effect on cycling ridership is lacking. To overcome this challenge, this study tests the potential of using readily-available crowdsourced data in concert with machine-learning methods to provide insight into signage intervention effectiveness. We do this by assessing a natural experiment to identify the potential effects of adding or replacing signage within existing bicycle infrastructure in 2019 in the city of Omaha, Nebraska. Specifically, we first visually compare cycling traffic changes in 2019 to those from the previous two years (2017–2018) using data extracted from the Strava fitness app. Then, we use a new three-step machine-learning approach to quantify the impact of signage while controlling for weather, demographics, and street characteristics. The steps are as follows: Step 1 (modeling and validation) build and train a model from the available 2017 crowdsourced data (i.e., Strava, Census, and weather) that accurately predicts the cycling traffic data for any street within the study area in 2018; Step 2 (prediction) use the model from Step 1 to predict bicycle traffic in 2019 while assuming new signage was not added; Step 3 (impact evaluation) use the difference in prediction from actual traffic in 2019 as evidence of the likely impact of signage. While our work does not demonstrate causality, it does demonstrate an inexpensive method, using readily-available data, to identify changing trends in bicycling over the same time that new infrastructure investments are being added.

My reflections are at least partly those of the child of an emigré who grew up to beome an economist. Since my father was an engineer from Germany's Barmen-Elberfeld textile city—also the city of Friedrich Engels—he clearly is not among the first generation of German scholars who were deprived of their professional positions as the Hitler regime came into power. Indeed, somewhat like Joseph Schumpeter, he came to America to grasp an opportunity rather than to avoid a threat. Like many of educated men of his generation, he was fluent in five languages and an ardent student of philosophy, history, and political economy. His move to America, after three or four trial visits, preceded my birth, because in those days before international air travel the seven day ocean voyage between Bremerhaven and New York was so daunting for a woman approaching childbirth that I was close to a year old before our arrival in America. My early childhood was uneventful except for the arrival of two siblings, and the only negative I recall from those early days was that I hated my first name, Ingrid (so carefully chosen by my parents), and longed to be called Jane, Anne or anything other than Ingrid.

Given the resurgence of cities as consumer centers and the importance of amenities, we revisit the differences in tipping in taxis between tourists and locals in New York City. Taxi service is an endogenous service; however, taxis also contribute to the demand and provision of other amenities. We compare locals and tourists who are theatergoers to control for education and income, as these factors are likely to affect tipping behavior. Using data from the New York City Taxi and Limousine Commission on yellow taxis, we identify tourists as those trips leaving from or going to a hotel and theatergoers as trips where the drop-off or pickup is near Broadway within thirty minutes of the beginning or end of a show. We find that tourists and theatergoers tip more than locals and nontheatergoers, and tourists who are theatergoers tip even more. These differences between tourists and locals may affect the allocation of taxis throughout the city and hence the provision of other amenities.

In 1825 there was published in Liverpool a pamphlet of 59 pages entitled The present state of Ireland, with a plan for improving the position of the people. Its author was James Cropper, a quaker merchant of that city and senior partner of the firm Cropper, Benson and Co. As a young man he had been apprenticed to the firm of Rathbone, Benson and Co., living and working in the small circle of liberal radicals in the city, of whom the Rathbones, the Binns and the Roscoes were perhaps the most famous. In 1799 he had set up business on his own account, and later joined in partnership with another quaker, Thomas Benson, son of Rathbone's partner, as Cropper, Benson and Co. The firm engaged in a wide variety of commission trading, but increasingly specialized in cotton imports from the United States of America, acting also as the Liverpool agent for the Black Ball line of packets which from 1818 provided the first regular passenger sailings between New York and Liverpool. As an ‘ American ’ merchant in Liverpool, Cropper helped to form the American chamber of commerce in the port, serving as treasurer and later as president. Besides his trading activities Cropper was a founder-director of the Liverpool-Manchester Railyway and he also invested heavily in the New York State canal system.

This study examines the impact of drugs on the criminal justice system of the greater Rochester (New York) metropolitan area. Although discussed widely, there has been little investigation of the effects of the “war on drugs” at the local level. This research considers patterns of arrest and case processing and includes an examination of drug treatment. Increases in arrests, particularly for possession of drugs, have occurred in the city but not the suburbs and have had a disproportionate effect on African-Americans. Many cases are processed as misdemeanors and result in minor sanctions. The implications for traditional order maintenance concerns in a metropolitan community are discussed.
