The present work was developed from the review of published articles on the subject addressing the relationship between university-industry-government, Triple Hélix. It is observed that the incentive of the cooperative establishment links between the Triple Helix has been showing a growth, after the implementation of public policies through "Innovation Law". However, there are still several barriers that discourage this interaction, therefore it is necessary to seek ways to encourage the establishment of new ties, in a view of how much cooperation betweenthem is important for economic growth and social development based in knowledge.

Everyone This paper aims to present the social and cultural side in Albania, intertwined with the economic aspect, based on the analysis of the changes occurred recently in our country. Considering the happiness as a key daily factor this paper will give an overview of the public policies, including public and family costs. The purpose of this paper is to analyze if the welfare is provided only in conditions of an environment characterized by the economic, political and social stability. The research is based on the data collected by the public institutions regarding the social policies, economic growth, challenges of tourism, as well as the different cultures that exist in Albania. Our goal is to propose the ecological footprint as the first growth restriction that currently faces the Mexican economy. To capture the attention of both orthodox and heterodox economists, we will analyze three restrictions on growth, namely, on the supply, demand, and biocapacity side. Our first recommendation highlights the need for Mexico to fully redesign its public policies in order to substantially improve its results in terms of environmental sustainability hand in hand with a much better distribution of income and wealth. A limitation lies in the review of only the neoclassical and post-Keynesian growth theories, involving a personal selection from the literature. As far as we know, this document represents the first study that incorporates within the theories of economic growth the restriction linked to biocapacity and the ecological footprint in Mexico. The main conclusion constitutes a local echo of world literature −the immediate challenge facing Mexico and other societies is to make any economic-social result compatible with a single earth planet.

Public policies aimed at incentivizing the birth and growth of start-up ecosystems in developed countries have so far produced mixed results, and the vast majority have resulted in wasting taxpayers’ money. This failure is the result of mechanically importing policies that have worked in other countries without understanding (1) the real economic goal of start-up policies and (2) how to adopt strategies that have worked elsewhere to the local context. Countries should promote start-ups not because they are a “nice to have” but because, if done right, start-ups can boost the innovation content of an economy and spur economic growth. Governments indeed have a role to play but must target innovation, or they are wasteful. Applying this framework to the Italian 2012 Startup Act, the author finds the effort has not yet produced good results and propose some solutions.

Innovation is an important source of economic growth and a key to the competitiveness of firms, which are the main agents of innovation systems. The main objective of this chapter is to analyze entrepreneurial innovation in Extremadura (Spain), exploring, specially, the barriers that firms find and the actions (public policies) that firms demand from Government to reduce such obstacles. To do this, the authors have elaborated an ad hoc survey with some specific questions and focused on issues not covered by other Spanish or international surveys about innovation. Data were collected in 2013 from a representative sample of manufacturing and KIBS companies in Extremadura. Results show that although innovation is considered an essential source of competitiveness, there is an important unwillingness to innovate in non-innovative firms. Both innovative and non-innovative firms detect the presence of barriers to innovation highlighting the perceived lack of support from government.
