Comparative studies indicate that innovation activity in Poland is, in general, significantly below that of EU and in North-east it is below that of other parts of Poland. There is peripheral region with traditional structure of production and employment. The North-east remains one of the least innovative regions of Poland and enlarged EU. This is probably the result of the obsolete institutional setting, which doesn’t reflect the requirements of modern international competitiveness. It is the heritage of past times, where creation of the innovation system wasn’t considered a priority factor of economic development. Additionally, Poland is still undergoing intensive modernization of its technology capabilities. The capital and production structure are way outdated and don’t meet the demands of the international trade competition, most of all the non-price competition. That is why it seems that creating conditions for innovation system might become a crucial factors determining the nature and dynamics of development processes as well as influencing the North-east future innovation capability. Creating a new regional innovation structure and transfer of technologies should support modernization processes in companies and the creation of development opportunities for the national economy as a whole and especially in peripheral regions. Those processes will accelerate technological convergence of regions and the economy.

In recent years, great attention has been paid to the problems of developing innovation activities in the Kyrgyz Republic. They became the most discussed in the country, and modernization and industrialization are the main directions of the current state policy of Kyrgyzstan. The objective need for the implementation of scientific and other innovations in the country, taking into account regional particularities, determines the relevance of the research chosen. The article considers the possibility of implementing an effective regional innovation system based on the so-called “smart” specialization in the Kyrgyz Republic. The economy of the republic is extremely important constantly developing innovation process, and it should not end only on the acquisition of expensive innovative equipment. It is necessary to develop the whole system with the obligatory involvement of the regions. This is the only way to rely on the successful development of innovations. The paper analyzes the main directions of innovation development at the regional level. The problems of promoting the innovation ecosystem in Kyrgyzstan in general, and innovation processes in agriculture, in particular, have been identified.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

Introduction. The subject of the research is public-private partnership (PPP), which contributes, through funding and incentives, to the spatial development of innovation in the United States. As an economic phenomenon, PPP is seen as an effective mechanism for integrating investors, business (primarily venture capital) and the state aimed at implementing the innovation process at the meso-spatial level – states and regions (subregions) of the United States – within the framework of regional innovation systems (RIS), contributing to territorial differentiation. Theoretical analysis reveals the factors and mechanisms of public-private interaction in the space of the corresponding RIS states and sub-regions of the country, characterized by the institutional and functional role of American forms of PPP in the implementation of innovative projects at the regional level. A hypothesis is formulated about the heterogeneity and unevenness of the united innovation space in the United States, one of the foundations of which is the differential nature of state financing of innovation activities at the regional level. Empirical analysis. A correlation is shown between indicative indicators reflecting the level of innovative potential and characterizing the innovative activity of the RIS of the states and subregions of the United States as a whole, on the one hand, and the degree of development of the innovative potential of PPP within the RIS of the corresponding territory, on the other hand. The carried out typological grouping of RIS states based on the lognormal distribution reflects the statistical commonality of the analyzed indicators. Results. Based on the available values of the indices characterizing the innovation activity of the RIS of specific states and subregions of the United States, as well as the calculation of integral indicators that make it possible to assess the interaction of PPP subjects, which are at the same time the institutional and functional elements of the corresponding RIS, a hypothetical statement about the unevenness of the US innovative development has been confirmed. In this case, the territorial differentiation of innovation in the United States and its impact on the spatial aspect of the development of an innovative economy, and, consequently, on economic growth, is determined by the intensity of the use of innovative potential by forms of PPP, which involves proactive financing and stimulation of innovative business projects at the expense of budgetary funds in the RIS of specific groups of states and sub-regions of the United States.

<em>The main aim of the paper is analysis of the innovation and knowledge in creation of European Union global competitiveness and social security from regional perspective. To the particular goals of the research belong the presentation of the knowledge-based-growth (KBG) theory, the concept of innovation system, the innovation system and innovation process, constructed advantage, the Triple Helix model, Europe 2020 strategy and Innovation Union and Horizon 2020 as the financial instrument implementing the Innovation Union. The important results of the research is the conclusion that in the innovation process also in the European Union very important are the connection between science (universities), market (industry) and government at the regional level. There is positive dependence between innovation activity and effectiveness of the innovation process. The more interaction and cooperation also the creation of enterpreunership it can observe on the regional level than on the state. The new programme of the scientific and innovation research Europe 2020 and Innovation Union are very important factors of the economic growth, social security and global competitiveness of the European Union. The new economic narrative of the European Union is built around three main strands–boosting investments, pursuing structural reforms and fiscal responsibility. </em>

The purpose of this paper is to outline the climate responsive innovation process within the agricultural innovation system of the North West Province, South Africa. The focus was on the embedded curriculum and learning activity system and its responses to social-ecological and earth system changes influenced by climate change. It outlines the barriers and processes hampering curriculum and learning innovations towards climate-smart responsiveness, and also examines the processes required to initiate micro and macro innovations. This paper focusses on how actors within the system can initiate curriculum innovation and climate responsiveness through micro innovations when supported and how this can lead to macro innovations. The system experienced various barriers during the innovation process and overcame many challenges during the journey towards climate-smart responsiveness through the identification of contradictions within the system, developing tools to assist in the transitioning process and expansion in the social-spatial dimension by establishing a learning network within the surrounding communities. The research indicated that the catalysing of the curriculum and learning system required specific tools, time and the understanding of the importance of micro-level innovation. Keywords: curriculum innovation; climate-smart agriculture; agricultural training institutes

Currently, there is a tendency to evaluate the innovation system at the national level. Qualitative inter-country comparison requires quantitative and qualitative assessment of the factors influencing the innovation activity of the region. The purpose of this work was to justify quantitatively the impact of science and business on the innovation activity of the region. International patent applications are selected as an indicator reflecting the result of innovation activity in the region. Statistical hypothesis testing is carried out in this paper. The dependence between the results of innovation activity and innovation space of the region is confirmed by the methods of econometric modeling. The innovation space of the region is described in the work as a set of potential links between business and organizations that create new knowledge. The study used the official statistics of the regions of such countries as Russia, Switzerland, USA, China and Japan. Estimates of parameters of national and regional innovation systems of the Russian Federation, Switzerland, the USA, China and Japan are received by methods of econometric modeling. It is shown that the assessment of elasticity and technical efficiency of the innovation space of the region indicate the development of the innovation system. In the considered time range it is established that the Pareto-optimality property is possessed by the parameters of innovation systems of Japan, China and Switzerland. Estimates of the technical efficiency of the innovation space for a total of 190 regions according to 2012, a comparative analysis of the countries on the basis of the estimates. The paper provides a rationale for the use of parametric descriptions of national and regional innovation systems. This description can be used for cross-country comparison of the impact of science and business on the results of innovation activity, clustering of national innovation systems.

Innovations are seen as an important factor of regional growth, but what influences the innovation activity of enterprises? In the regional innovation system, the set of actors interacting with each other is surrounded with a specific socio-economic environment. In the present research, the following economic and social features in a region – human capital, social capital, the level of economic development, and the existence of FDI – are analysed as possible factors of the innovation activity undertaken by enterprises. Two types of innovation activity are analysed: in-house R&D and the acquisition of machinery, software and equipment. The analysis was conducted for the years: 2004-2006, 2006-2008, 2008-2010, 2010-2012, 2012-2014, and the 16 Polish NUTS-2 regions. Based on the results of econometric panel models, innovation cooperation was found to be significant and positively related with both types of innovation activity. Moreover, public financial support and the level of foreign capital involvement were found positively related with the in-house R&D activity.
