The article examines the processes of professional adaptation of graduates of specialized universities in the labor market of the service sector. Based on the analysis of core competency orientation of the service sector´s activities it is concluded that more meaningful and effective for successful professional activities of graduates in the service sector is not fragmented knowledge but generalized competences, manifested in the ability to solve social, professional and life goals. The main features of professional activities of the service sector are related to the availability of the necessary professional functions, the significance of which is that the professional activities of the service sector are carried out in direct contact with the consumer. This implies the need to make the formation of knowledge, abilities, and features of training in the service sector initially humanistic and socially significant orientation. To solve the problem of effective professional adaptation of graduates in areas of training of the service sector defined are the following basic vectors of professional education: the integration of the national high school in the international educational space, ensuring the close connection of the education system and the labor market, the creation of conditions for effective interaction with employers and professional communities. The paper defines the nature and significance of the competency approach, allowing to objectively assess the suitability of each graduate to future activities (whether work or further education), as well as to develop clear criteria for the quality of these activities, allowing organizations to implement targeted educational training for graduates to meet the requirements of the employer. In the same context, the competence model is defined as the system of requirements for the training of graduates to specific educational level and profile of the educational program.

The article presents an alternative model for updating curricula in the College of Tourism, in accordance with the requirements of the labor market. The main purpose of the model is to achieve a level of professional education necessary for and adequate to socio-economic needs of the society, the state educational requirements and European standards. The article characterizes a number of measures and procedures to improve the quality of training and qualifications for future tourism personnel in the service sector. For this purpose the author proposes permanent development and implementation of educational concepts in the following areas: updating curricula with practical application of cases of different academic disciplines; setting tasks that involve creativity when there is a decision-making process in unusual situations; development of students´ ability to work in a team; improving the quality of the theoretical training of students; a wider integration in the educational process of information and communication technologies; higher quality of teaching which include the use of interactive methods that provide the cognitive activity of students in the learning process; an active use of the material and technical basis in order to increase the effectiveness of training; use of the library fund, computers and Internet connections in order to improve the students´ activity during lessons. In line with the model updating educational programs is conducted annually and is associated with the need to achieve compatibility between the requirements of the labor market in the face of employers and the skill level of students graduating from educational institutions. Essential component of the model is obtaining professional qualifications for students through the use of practical experience, obtaining specific professional knowledge, practical skills and betterment of skills.

Background.Question about the quality and format of postgraduate education of doctors raises increasingly in recent years. Development of professional standards and transition to a system of continuing professional education have allowed professional communities to raise issues of the quality of modern education but there is no clear evidence of the dependence of the level of education and the quality of medical care in the accessible literature. Experts of Research and Practical Center of Medical Radiology carried out the identification of dependence of post-graduate education length for radiologists and the quality of their work that can serve as a rationale for amending the system of doctors training.Patients and methods.The data on education and actual work of 85 radiologists of out-patient and in-patient units of medical organizations of the Moscow Healthcare Department have been analyzed. According to the results of the audit of diagnostic studies, carried out in the “Unified Radiological Information Service” system by the specialists of the Research and Practical Center of Medical Radiology, the final assessment of the work of each radiologist was formed, which reflects the presence or absence of diagnostic discrepancies.Results.Parameters of diagnostic errors depending on the age of doctors, the general length of service and the length of service as radiologist, the duration of postgraduate education in the clinical specialty and the specialty “radiology” have been compared.As a result of the analysis, it was found that the increase in the proportion of diagnostic differences is directly related to the increase in the age of the doctor and does not depend on either the length of service or the time of work in the specialty. Differences between the groups of physicians with the largest (professional retraining after clinical residency) and the smallest (clinical education + radiology) percentage of clinically significant discrepancies are statistically significant (p = 0.05, at the normative value of the Student's test score of 2.16).Conclusion.The inverse relationship between the duration of training of the radiologist in the specialty and the proportion of diagnostic errors, which can serve as a significant justification for making proposals for the exclusion of professional retraining within 576 hours for admission to professional activities of radiologists.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

The conditions of modern labor market dictate the need for highly qualified specialists who creatively approach the performance of their professional activities, independently making competent productive decisions. In search of a solution to this problem, higher education institutions resort to the use of modern educational technologies. The article presents the forms of implementation of discussion technologies, their peculiarity, considers their importance and specificity of use in the conditions of personality-centered training and defines the goals of discussion technologies implementation in the course study. The study revealed an increase in the level of students’ training. The use of discussion technologies allowed them to study the topics of the course more deeply.

The topicality of the study is caused to the contradiction that arises due to the separation of new types of information activities in the digital environment against the background of the uncertainty of the specialties that correspond to them and for which the training of higher education. The purpose of the article is to substantiate the correlation between the qualification requirements for representatives of modern “digital” professions in the field of information and communication activities, namely, managers of web content and web community and the profile of educational standards for training on specialty 029 “Information, library and archival affairs “. The scientific novelty of the study is to substantiate the compliance of professional tasks of specialists in web content management and web community to the competence parameters of educational standards of specialty 029 “Information, library and archival affairs”, the feasibility of developing educational programs for modern “digital” professions in within the specialty 029 “Information, library and archival affairs”. Conclusions. Digitization of all spheres of public life leads to the emergence and formalization of new types of professional activities, including professions of web content managers and web community, for which the labor market-defined design of competencies can be provided through the training on the specialty 029 “Information, library and archival case”. The requirements for such specialists have information and communication, information and management, and social and communicative content and do not need special professional education in the field of computer science. The normative content of education and competence, approved by the standards of higher education in the specialty 029 “Information, Library and Archival Affairs” (bachelor’s, master’s and doctoral degrees), indicates their compliance with defined in the draft of the professional standard “Information Resource Specialist” objects of activity, labor functions and labor actions of representatives of modern “digital” professions – web content manager and web community manager.

Socio-economic development plays a huge role in improving the quality of education. The challenges that modern society presents to labor personnel contribute to the systematic and mobile development of the system of additional professional education. Modernization of the Russian education system is aimed at improving the quality of the pedagogical process. In this regard, at each level of education, the main criterion is the educational result and the assessment of its quality. Objective: to predict the main trends in the development of regional vocational education based on a study of its current state in conjunction with the development of the modern labor market and the national qualifications system and the design of an optimal model for a regional system of continuing professional education. The Republic of Sakha (Yakutia), being part of the Far Eastern Federal District, has its own specific features, including extreme climatic and geographical conditions, remoteness of settlements from the centers, poorly developed transport system and significant population rarefaction, causing socio-economic characteristics and etc. Each natural-climatic zone with its own conditions requires special approaches and technologies in human life and methods of farming. At the same time, the economy of the most northern region of Russia can be characterized as dynamically developing. Today, the republic's leadership has determined the main direction of development of the northern region of Russia: Yakutia needs its own non-primary sector economy, creative industry. In this regard, at the present stage, the formation of the Republic of Sakha (Yakutia) is facing the task of transforming the education system, introducing a new standard for all levels of education, involving from early age to scientific knowledge, the formation of high intelligence, the ability to think freely, outside subject areas, modern competence, focus on "smart economy". Analysis of the scientific literature suggests that one of the main methodological issues of the research is the problem of the readiness of the individual for professional activity, to integrate into the modern labor market. At the same time, the analysis of scientific and pedagogical literature has shown that the issues of forming effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the introduction of the national qualifications system of Russia in the conditions of the region need theoretical understanding and justification. When studying the site materials, we paid attention to the presence in the topics of dissertation research of terms related to additional professional education, continuing professional education, adult education, the development of a regional system of additional vocational education and related organizational mechanisms and regulations, the development of additional professional education in the context of the introduction of a national qualifications system and its elements, modeling or application m cluster principle in the development of additional vocational education. The results of the analysis suggest that the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the National Qualifications System of the Russian Federation is relevant, relevant and requires targeted research. In those years, 80 doctoral and 1,404 doctoral dissertations were announced, of which 32 doctoral and 120 doctoral dissertations deal with various aspects of additional professional (in the overwhelming majority, advanced training) and continuing professional education, adult education. A number of dissertation research, both Ph.D. and doctoral, conducted from 2013–2018, is devoted to studying the interaction of education and the labor market. The regional system of continuing education as a resource for the professional development of the personality was studied in the doctoral dissertation of Ya.A. Ilinskaya; dissertations are defended, highlighting various aspects of teacher development, the formation of their readiness for certain activities: inclusive education of children (I.V. Vozniak), formation and implementation of a personalized electronic educational environment in the conditions of additional professional education (V.B. Klepikov), development support of the spiritual and moral world of orphans (N.F. Yakovlev), development management of intellectually gifted students in the system of continuing professional education (R.R. Bikbulat ov) and others; socio-pedagogical conditions of continuous vocational education support (I.O. Ibragimov, M.S. Zadvorna, E.L. Makarova, A.V. Krasnoslobodtsev, O.S. Korkina, etc.); issues of development of professional success of teachers, professional competencies and professional improvement (M.S. Britkevich, N.V. Ganzha, L.V. Chernikova), organizational and pedagogical conditions for the development of modern additional professional education (V.S. Dmitrieva), modernization of the system certification of students of professional educational organizations in the conditions of the formation of the Russian national qualifications system (S.A. Efimova). Thus, there is reason to believe that the issues of forecasting and designing, as well as the formation of effective mechanisms and regulations for the development of a regional system of additional professional education in the context of the implementation of the national qualifications system of Russia in the region require a focused study.

Aim. To assess the attitude to the professional activities of neonatologists in St. Petersburg. Methods. A questionnaire of 179 neonatologists working in state medical organizations of St. Petersburg was conducted. The representativeness of this sample was checked using the method of Professor A.M. Merkov, with the error not exceeding 4%. Statistical processing was performed using Microsoft Office Excel software. Results. Among neonatologists of St. Petersburg, women are prevalent (95.2%), with an average age of 44.130.13 years. The majority of doctors work at the neonatal departments of obstetric hospitals, they have 18.100.11 years of professional experience. 37.4% of neonatologists hold more than one rate. Of the sections of work prescribed in the job descriptions, 91.2% of doctors most like clinical work, 85.2% do not like medical document management mostly, which 32.1% of doctors would like to exclude from their duties completely. According to 37.8% of neonatologists, the professional standard does not fully reflect their job responsibilities. When assessing labour functions, doctors on the first place put the providing of medical care for newborns and premature babies immediately/directly after birth (in the delivery room), and the last analysis of medical and statistical information and medical records management. More than 80% of neonatologists use additional professional education, trainings in simulation centres and participation in meetings, congresses, conferences, master classes and other educational events for professional growth and qualification category assignment. Almost all neonatologists feel fully responsible for the quality of their work (99.4%). Most doctors do not want to change their medical speciality (91.4%) and they are satisfied with the professional choice (91.6%). Conclusion. In their professional activities, most neonatologists feel responsible for the quality of their work, they put providing of medical care to newborns on the first place and use all the opportunities for professional growth in most cases; the most negative reaction of doctors is caused by medical document management, which they consider the least important in their work.

The presented article considers topical issues of functioning and development of the system of additional vocational education, as an element of continuing vocational education, in ensuring breakthrough socio-economic development of the country in modern conditions. As part of the analysis of statistical data, priority areas of development of the DPO system were considered and the main possible consumers of this service sector, as well as the age distribution of potential consumers, were investigated. The information base of the study is the statistical data of Rosstat and the information provided by the Internet sources on the functioning of the system of additional vocational education. Within the framework of the study, the main problems and key contradictions that inhibit the development of the DPO system in the conditions of constant modernization of the education system and significant changes in the demands of the labor market for a competitive labor force were analyzed and highlighted. The results obtained in the study can be used in the development of strategic and policy documents, as well as the formation of measures for the development of the education sector, in particular the system of additional vocational education.

The theme of the quality of education in the territory of Ukraine is devoted. The place and role of the quality of European higher education has been analyzed, namely the fact that the European Union regards quality education as an instrument of economic growth for building a more competent and dynamic community. To ensure for graduating students such a level of training, which would allow them simultaneously to build up their education in every single state of the European Union and be demanded in the workforce markets, necessitates application of other approach to the vocational trainings and rating of students’ performances. The present article addresses up-to-date issues of quality assurance of the educational training for graduating engineers-teachers by using the competence approach. It also covers the importance of competencies modelling and features of competent approach implementation into vocational training process for graduating teachers of professional (engineering) disciplines at higher educational establishments.In this respect the present article addresses up-to-date issues of quality assurance of the educational training for graduating engineers-teachers by using the competence approach. Innovative education is a purposeful process of education and innovative training of a person, contributes to the development of his creative abilities, self-learning skills, self-improvement. The main objective of innovative education, formulated from the perspective of the mechanisms for the development of post-industrial civilization, is to ensure that the quality of human development is ahead of the way. As an important area of social activity, education outpaces other forms of social activity in its development. Innovative activity in education is a multi-component social activity. Innovations in professional education express the integrative content of technical and technological, pedagogical, organizational and managerial, socio-economic innovations. These innovations ensure the innovative development of not only professional education, but also science, production, economy, management and the social sphere. Innovative processes in vocational education are put into practice in innovative education. Pedagogical innovations involve a personal and creative process of organizing the educational process, they cover the entire field of education. The contradiction between the demand of society for the quality of vocational training of university graduates, able to purposefully and effectively carry out self-education and self-preparation for productive activities in the constantly changing external environment and the real practice of educational process in universities, actualizes the problem of self-education and self-training of students for innovative professional activities. Innovative process and innovation in connection with the implementation of new state educational standards in Russian secondary and higher education are gaining special status.
