The article deals with the problems of practice-oriented education in preparing workforce in Russia. Decline in prestige and deficit of the supply of workers remain one of the most pressing problems of the state and society, which has negative impacts on the economy, the social sphere, the general state of national culture. According to the authors, to fill this lack requires, implementing an independent state policy in the field of education and science, aimed at active three-way interaction of educational institutions training mid-level professionals, students and employers. Such interaction can be achieved under the condition of students, representatives of educational institutions and employers´ awareness of high responsibility for the present and the future of the state, mutual, purposeful and active participation of everyone. The result of this work should include the training of highly educated and cultural practitioners, demanded on the labor market specialists. As an example of an effective solution of the identified problem, the authors consider the operations of the multipurpose center for appliedqualifications at Russian State University of Tourism and Service (Moscow), which is a new model of the system of staff training and the formation of applied qualifications. The essence of this model is centered on a more active involvement of employers in the activities of educational institutions: in making strategic and operational decisions in the field of vocational training, in funding training programs, in the formation of standards of vocational training of students, teacher training, training and internships on industrial base, in paying costs of training which is provided by the company. Multifunction centers for applied qualifications, according to the authors, will allow the state to overcome youth unemployment, society to enhance the contribution ofvocational training in the economic development of Russia, students to find jobs, and employers to overcome the deficiency of worker qualifications, distrust towards the system of vocational education and create incentives to partnership.

The article is devoted to the study of the actions of the Soviet state on agitation and propaganda protection of state interests in the Ivanovo region in 1941. It reflects the measures of the Soviet government and the state defense Committee of the USSR to prevent uncontrolled forms of dissemination of information that arouses alarm among the population and measures of responsibility for these actions. Important attention is paid to such official means of countering German propaganda in the Ivanovo region as radio broadcasting, periodicals and film production. It shows the specifics of their activities in the most difficult conditions of the initial period of the great Patriotic war, the degree of perception of the population of the region of the information they bring. The article is based on the materials of the Russian state archive of socio-political history, the state archive of the Ivanovo region and the local periodical press. The results of this research may be of interest to specialists in the history of the great Patriotic war, students of higher educational institutions, as well as the General public.

In the article attention is focused on the study of the problem of the formation of legal science and education in various chronological periods of the existence of the Russian state. State figures, Russian and foreign thinkers, and legal scholars whose contribution to Russian jurisprudence is the most significant are highlighted. It is revealed that the formation and development of theoretical jurisprudence was caused by the needs of society and the state in fair law, as well as the need to systematize the current legislation. The conclusion of the authors is that the formation of legal education in Russia was actively promoted by the state authorities, which contributed to the publication of the first textbooks and manuals on civil and criminal laws; the opening of schools, gymnasiums, and universities. The authors of the article outline that activities of these special educational institutions were of great importance for the formation of the system of legal science and education, on the basis of which there were scientific schools and directions that were developed in the Soviet period and at the present stage. It is mentioned that gradually, the methodological tools were updated and legal education was reformed. After the collapse of the USSR, there were serious changes in it and a kind of Renaissance came. The authors come to the conclusion that currently legal education is designed as an open system that is ready to accept the positive experience of foreign countries and is capable of self-improvement.

В статье отмечается, что при осуществлении новой государственной политики в области воспитания подрастающего поколения целесообразно учитывать исторический опыт организации воспитательной деятельности в учебных заведениях системы Государственных трудовых резервов СССР в 1940–1950-е годы. В работе выявлены и структурированы фундаментальные принципы организации идейного, военно-патриотического и физического воспитания молодежи: наличие стержневой воспитательной идеи; непрерывность воспитательных усилий на протяжении всего срока обучения; комплексный характер воспитательной деятельности; выделение ограниченного круга приоритетных задач; активное вовлечение в воспитательную работу в системе Государственных трудовых резервов комсомола. Проведенный анализ позволил сделать вывод о том, что некоторые принципы и отдельные содержательные элементы модели воспитания учащихся системы Государственных трудовых резервов можно использовать сегодня при разработке современной концепции воспитания российской молодежи. The article notes that when implementing a new state policy in the field of education of the younger generation, it is advisable to take into account the historical experience of organizing educational activities in educational institutions of the State Labour Reserves of the USSR in the 1940s and 1950s. The paper identifies and structures the fundamental principles of the organization of ideological, military-patriotic and physical education of young people: the presence of a core educational idea; the continuity of educational efforts throughout the entire period of training; the complex nature of educational activities; allocation of a limited range of priority tasks; active involvement in educational work in the system of State Labour Reserves of the Komsomol. The analysis made it possible to conclude that some principles and some content elements of the model of education of students in the system of State Labour Reserves can be used today in the development of a modern concept of education of Russian youth.

The paper presents the results of research and analysis of the state of agricultural land in the Novosibirsk region, located in inter-settlement areas, considered the main reasons contributing to the degradation of agricultural land. The need for the formation of scientific approaches in solving the problems identified by the Government of the Russian Federation within the framework of the Doctrine of Food Security of the Russian Federation, which provides for the development of the agro-industrial complex, which allows providing the population of the country with high-quality, affordable and safe agricultural products, has been substantiated. It is proposed to form “exchange zones” in each region of the country, which should include the scientific community represented by representatives of specialized higher educational institutions with the involvement of production structures, Rosreestr (Russian State Register), regional ministries of agriculture, ensuring the implementation of the state agro-industrial policy. The concept of a system of step-by-step work is proposed, aimed at the rational use of agricultural land in the framework of managing the development of inter-settlement territories.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

This study raises the issue of agrarian reform draft under the reign of President Joko Widodo. Agrarian reform became a priority program in the RPJMN of 2015-2019. Based on this matter, the writer analyzes the concept of agrarian reform during the reign of Joko Widodo terms of BAL. The nature of the study was a normative research with statute approach, which was done in four ways, namely descriptive, comparative, evaluative and argumentative. The results showed that the agrarian reform draft during the reign of Joko Widodo is a concept of land stewardship and land reform. The economic system leads to a form of capitalism. It is necessary to conduct refinement of content and material of BAL implementation in order to achieve the justice and the welfare of the nation and the State. The agrarian reform program should be carried out in stages in order to obtain the desired results. It requires the will, ability and active involvement of all elements of the state.
