The paper summarizes the findings of surveys among teachers of preschool educational institutions on issues concerning the arrangement of integrated educational activities of preschool children. The author provides quantitative and qualitative analyses of the teachers’ level of readiness to practice integrated teaching; assesses the degree of teachers’ commitment to practice this kind of teaching; reveals the main obstacles, the teachers encounter in the course of integrated educational activities.

The Federal State Educational Standard for a new generation (FSES of HE 3++) sets out universal and general professional competences for university graduates. Educational structures can define professional competences independently and describe them as professional standards. A means of solving this challenge is to use a group of assessment experts – one of the core academic qualitative methods. This collective expert opinion helps to develop an algorithm for pedagogical competence expertise and for generalizing their quantitative representation and content. The article presents methods for the structure and content of professional competences for undergraduate students majoring in preschool education. These include the group expert assessment method and the procedure for reconciling the determined competences with current legal documents for preschool education. The research focused on competence-based and qualimetric approaches aimed at modeling the outcomes of education. The “framework” sets out the structure of competences that act as the professional quality standards for higher education. The group expert assessment made it possible to identify groups of professional competences and elaborate their content. The authors have determined the academic expertise for the structure and content of professional competences for students who are the future preschool teachers. This involved the examination and harmonization of the requirements of the Professional Standards for “Teachers (teaching practice in the field of preschool, primary, lower secondary, upper secondary education) (a pre-school teacher, a teacher),” and the Federal State Educational Standard for preschool education. These stages can be implemented in developing the structure and content of professional competencies for students majoring in other areas and profiles of training, which adds to their practical value and usefulness. The findings can be used by university instructors to identify and develop professional competences for undergraduate students following their future job functions and actions as outlined by professional standards.

The program of psychological and pedagogical activity within the framework of the consultative and methodological post (hereinafter referred to as the CMP) in the preschool educational organization has been developed in accordance with the requirements of the federal state educational standard for preschool education (hereinafter referred to as the FSES PE) and the Sanitary Rules and Regulations (hereinafter referred to as the SanRR) to provide advisory — methodological assistance to parents of children of early preschool age who do not attend preschool. The main priority areas in the activities of the CMP are: conducting psychological and pedagogical diagnostics of the development of preschool children who do not attend preschool; information and educational work with parents of preschool children who do not attend preschool; organization of educational and correctional and developmental work with preschool children who do not attend preschool education. This program has been successfully tested on the basis of the CMP of the center of earlier development of kindergarten No. 172 in the city of Tyumen. The approbation showed that the level of cognitive activity, independence and creativity in children increased significantly; children learned to interact better with each other. For children attending the CMP, the adaptation process when entering kindergarten proceeds as successfully, quickly and painlessly as possible. A genuine interest in the activities of children in kindergarten was shown by parents, who became more interested in how to properly organize the upbringing and educational process at home. Parents themselves gradually began to get involved in the educational process. The kindergarten has become a place for them where they can receive qualified help. Trust in teachers has grown, a desire to discuss with them the problems of raising children.

We center on the issues of contemporary preschool education, priority objectives, educational environment quality and the problems of assessing its quality. We describe and substantiate different approaches used in assessing education quality. We pay attention to the description of ECERS-R methods “Scale for comprehensive assessment of education quality in preschool educational institutions”, the latest version of which has been pre-adapted and tested in Russian regions. We also analyze the experience of using this technique in other countries. We show that the ECERS-R method is not only highly reliable, but also plays an important role in preschoolers development, as the method tool has a high level of elaboration and is based on humanistic pedagogy ideas. In the context of contemporary Russian education, this technique is relevant, since the evaluation criteria given in it (sub-scales and indicators in the ECERS-R scale tools) have a direct analogy with the educational areas described in the Federal State Educational Standard of Preschool Education.

According to the Federal State Educational Standard, the content of the educational program of preschool education should ensure the general and speech development of preschoolers. In connection with the requirement of the named document and the data of pedagogical science, the need for the development of coherent speech, vocabulary, the grammatical side of speech, the education of the sound culture of oral speech and other aspects of the general and speech development of children in the period of preparation for school is substantiated. Referring to the works of classical and modern methodic science, the researcher correlates the process of speech development of preschool children with the development of the motivational, cognitive, emotional-volitional sphere of the personality. The named areas of speech and general develop-ment of preschool children contribute to their preparation for learning to read in elementary school. The urgent problem of ensuring the continuity of preschool and primary education in the issue of teaching preschoolers and primary schoolchildren in initial reading is posed. The possibili-ties of using various methods of teaching initial reading, depending on the writing system, are ana-lyzed. Conclusions on the problem under study are associated with the development of phonemic hearing, the formation of a broad orientation of children in linguistic reality, with the skills of sound analysis and synthesis. The novelty of the research is the idea of the possibility of special training and teaching older preschoolers to initial reading based on the development of a value attitude to language and speech during preschool childhood, on the basis of psychological and pedagogical diagnostics. Arguments in favor of preschool reading teaching are associated with sufficient general and verbal development of modern children.

The article presents an analysis of the results of monitoring the implementation of the Federal State Educational Standard of Preschool Education in educational institutions implementing educational programs of preschool education, conducted in 2020. The analysis is based on the results of monitoring obtained during the implementation of the project "Organizational and Methodological Support and Monitoring of the Implementation of the Federal State Educational Standard preschool education in educational institutions that implement educational programs for preschool education, including for children under the age of 3 years "(state contract dated 17.12.2018 No. 03.Z18.11.0002), the executor of which is LLC" MIK ". According to the monitoring data, the most pressing problems were identified that hinder the implementation of the Federal State Educational Standard for Preschool Education and proposals for their elimination were formulated.
