This article presents the analysis of the dynamics of primary morbidity and prevalence of psychic disorders among the adult and children´s population of the Republic of Mordovia, according to registration form № 12 “Information about diseases, registered on the territory medical service organization" and to registration form № 30, "Information on the activities of the hospital". The list of possible causes and regularities of the dynamics of mental morbidity was identified. It is established that the level of mental disorders of non-psychotic character from 2007 to 2011, is higher by 1.5 times in the region than the average for the Russian Federation. There are breaches of the principle of continuity of outpatient and inpatient psychiatric services. The number of patients with first time diagnosed mental illness, taken on clinical supervision in the Republic of Mordovia, is lower by 2 times than in Russia on average. The authors note that the high level of neurotic in the region indicates a social determinism of non-psychotic mental disorders.

The aim of the study was to identify the main trends in the overall incidence of mental disorders in the Russian Federation in 2017–2019. The analysis of indices based on statistical reports, revealed changes in the direction of the dynamics of the overall incidence of mental disorders in the Russian Federation. In 2018–2019, the indicator increased (by 0,1 %) for the first time after a yearslong (2007–2018) rather intense annual decline. The most noticeable increase is noted in the incidence of organic mental disorders, chronic inorganic disorders, childhood psychoses, including autism, as well as in indices in the groups of children and adolescents 0–14, 15–17 years old and individuals of 60 years and older. The authors of the article conclude that the change in the dynamics of overall incidence in the Russian Federation observed in 2017–2019 indicates a rise in the referral to psychiatric institutions in the last year with an increase in the total number of patients receiving specialized care.

Background. The trend of recent years is a steady increase in mental illness among the population. according to the statistics of the ministry of health of the russian federation, mental disorders were classified as socially significant diseases in russia in 2018. Thus, the absolute number of patients with a first-time diagnosis of a mental disorder who applied for counseling and treatment in the Russian Federation in 2018 was 379818, which is 3.4% more than in 2017. [20,21,22,23,24] the number of patients with a first-time diagnosis of " mental disorder (except for diseases related to the use of psychoactive substances)" taken under dispensary observation in the republic of mordovia in the same year was 35.5 per 100,000 population. In addition, mental illnesses are in third place among disabling diseases, second only to malignant neoplasms and diseases of the circulatory system. In the structure of repeated disability by class of diseases, this group of diseases is 9%, and the lion's share falls on people of working age. Thus, there is a steady increase in mental illnesses, as well as disability due to them [1], [3]. The question arises of the need to study the patterns of disability formation in order to further develop theories and concepts of ways to protect human health, prevent disability, assess the rehabilitation potential and prognosis, develop rehabilitation measures that improve social adaptation and integration of patients in the family and society. The aim- study of the patterns of disability formation due to organic mental disorders in the Republic of Mordovia, taking into account age characteristics and severity of disability, which is important for the development of comprehensive measures for the prevention of morbidity, early diagnosis and rehabilitation of this group of people. Materials and methods. The analysis included information from the statistical collections of Rosstat and approved forms of state statistics No. 7-sobes for 2019. The data of all first-time persons recognized as disabled due to mental disorders in the Republic of Mordovia for 2014-2019 on the basis of the ITU information base for the Republic of Mordovia are analyzed using a continuous method. Results. Having analyzed the data of all first-time persons recognized as disabled due to mental disorders in the Republic of Mordovia for 2014-2019 on the basis of the ITU information base for the Republic of Mordovia, it was concluded that a significant place in the structure of disability is occupied by organic mental disorders. The percentage of people with organic mental disorders among those first recognized as disabled 18 years and older over the past five years is significant and stable, ranging from 20.1 (in 2017) to 25.1 (in 2014). In the structure of patients who were diagnosed with disability with this diagnosis, there is a predominance of repeated patients over primary ones (by 23.6 %), and it should be noted that this pathology is more common in men (71% of the total number of persons (or in the population) with the above diagnosis). Patients with both primary and re-recognized disabilities with a diagnosis of "Organic mental disorder" were more often assigned to the third group of disability (62% of cases among primary, 57.4% among repeated). Also, the third group of disability prevails regardless of the patient's gender. The study of age-related features of disability due to organic mental disorders in the Republic of Mordovia in 2019 showed that organic mental disorders are most often found in the working-age population. In addition, the proportion of young people (from 18 years to 44 years) is high, it is 59.2% for men, 50% for women. Conclusions. Given the steady increase in mental illness and disability as a result of it, it is necessary to study the theories and concepts of medical and social expertise and rehabilitation of patients suffering from mental disorders. The role of fundamental and applied research in the field of medical and social expertise and medical and social rehabilitation is significant in order to create ways to protect human health, prevent disability, and develop factors that improve social adaptation and integration of patients in the family and society. in order to develop such concepts, it is necessary to study the structure of disability, the patterns of formation, and the peculiarities of the influence of age and gender factors.

Abstract. The purpose of the research was to assess the duration of the length of productive life of Simmental cows. Methods. The research was carried out on Simmental cows bred in 14 regions of the Russian Federation, the total livestock was 8 832 heads. The calculation of the heritability coefficients and correlation (genetic and paratypic) was carried out by using the programs RENUMF90 and REMLF90. Results. A fairly strong relationship was established between the duration of a productive life (months) and the age of culling (lactations) r = +0.795, the length of productive life (months) and lifetime productivity within the range of +0.669…+0.714. However, the relationship between the age of culling (lactations) and lifetime productivity is moderate, from +0.261 to +0.316. A moderate negative relationship was obtained between the age of culling (lactations) and milk yield per first lactation from –0.472 to –0.486. The average relationship was found between milk yield per first lactation and lifetime productivity from +0.567 to +0.588. Cows of the Altai Territory (3.08 lactations or 61.6 months), the Republic of Mordovia (3.38 lactations or 62.4 months) and the Lipetsk region (3.40 lactations or 65.7 months) were distinguished by low age of culling. While the greatest length of productive life was noted in animals and Bryansk (5.48 lactations or 86.9 months) and Irkutsk regions (4.57 lactations or 77.1 months). Bryansk (23 630 kg of milk), Tyumen (18 156 kg) and Irkutsk (17 751 kg) regions occupied the leading positions in lifetime productivity of cows in the sample, while the outsiders were the regions of traditional cattle breeding - Altai Territory (12658 kg of milk), the Republic of Bashkiria (12 482 kg). Scientific novelty. For the population Simmental cattle of the Russian Federation, for the first time, an assessment of selection and genetic parameters of lifelong productivity and length of productive life of Simmental cows was carried out, depending on the breeding region.

The expression potential of various strains from the Collection of the National Bio-Resource Center (BRC VKPM) collection belonging to the species Komagataella kurtzmanii, K. phaffii, K. mondaviorum has been assessed by the level of production of the heterologous enzyme Citrobacter freundii phytase. Heterologous expression in the K. mondaviorum strains was observed for the first time. The strains of K. phaffii Y-4288, K. mondaviorum Y-4331 and K. phaffii Y-4287 were identified with a high level production of the heterologous enzyme, a high growth rate, the ability to accumulate a large amount of biomass and moderate thermotolerance. It was shown that the average productivity of the transformants based on K. phaffii Y-4288, K. mondaviorum Y-4331, and K. phaffii Y-4287 strains exceeds that of the commercial industrial recipient strain K. phaffii GS115 Y-2837 by more than 3, 5 and 6 times, respectively. The K. phaffii Y-4287 and K. mondaviorum Y-4331 strains exhibited moderate thermotolerance and the ability to accumulate a heterologous product at 37° C. The high expression potential of the identified strains opens up the possibility of creating recipient strains on their basis for high-level production of heterologous proteins. The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.

In the Russian Federation, one of the priority vectors of the development of the state is to improve the quality of justice, the guarantee of which is the effective judicial system. For the most optimal mode of functioning of the judicial system, an understanding of the main trends in its development is necessary, which requires a high level of generalization and scientific potentiation of the foundations of the organization and functioning of the judiciary, and is possible only if all previous stages of its development are analyzed. The main objective of the study: 1) determine the features of the development of the judicial policy of the Russian Empire in the regions, in particular in the Crimea; 2) to trace the evolution of the judicial system in the Crimea during its stay in the Russian Empire. When writing the work, methods of scientific research were used: dialectical, historical-legal, formal-legal, systemic, comparative-legal, historical periodization, diachronous, institutional-legal. The main results and conclusions of the study can be defined as: 1) judicial reform was a priority in the state legal policy of the Russian Empire at the end of the XVIII – early XX centuries; 2) the author's periodization of the reform of the judicial system in the Crimea. Such a consistent consideration of the organization and functioning of the judiciary allows for its comprehensive study as a historical phenomenon with its own genesis of organization and activity The article is of high scientific value, since it is the first generalizing study in the historical and legal literature devoted to the problems of the formation, development and modernization of the judiciary in Crimea as part of the Russian Empire (1783–1917), in which it was first used that were not previously included in the scientific circulation Sources of the State Archive of the Republic of Crimea of the Russian Federation.

More than 160 million occupational diseases detected for the first time are registered annually around the world [1,2]. At the mining enterprises Of Kazakhstan, this indicator has remained consistently high for many years. Currently, in the Republic of Kazakhstan, the only procedure for identifying dangerous and / or harmful factors of the production environment and labor process and assessing the degree of their impact on the employee is the periodic certification of production facilities for working conditions (pout), which is analogous to the procedure for special assessment of working conditions (SOUT) in the Russian Federation. The relevance of the research is due to the need to improve the legal framework for labor protection in the Republic of Kazakhstan. The aim of this work is to improve working conditions at mining enterprises in Kazakhstan by improving the methodology for developing measures based on the results of periodic certification of production facilities for working conditions. To achieve this goal, a «List of measures to improve working conditions»is being developed based on the results of the PA-POUT. At the moment, this list is compiled in the image and likeness of practically the same at all mining enterprises. The article proposes the principle of grouping activities, which allows us to make a more detailed focus on the dangerous and harmful factors of a particular enterprise, as well as the reasons for their occurrence. The proposed ranking is necessary to take into account the specifics of each specific mining enterprise.

AbstractGNSS has limitations or cannot be applied in specific environments with poor geometry like city streets, tunnels, bridges, quarries, mines, ports or in indoor environment in general. In 2003 Locata Corporation from Australia began with the development of a new, completely independent technology called Locata, which was designed to overcome the limitations of GNSS. Within the project “Wearable Outdoor Augmented Reality System for the Enrichment of Touristic Content” Locata system was implemented for the first time in the Republic of Croatia. The quality of the established LocataNet network and the quality of the Locata positioning are presented in this paper as the basis for future research of possibilities to use Locata in displacement measurement. Achieved positioning precision is in a range of few mm in the horizontal direction and up to a couple of cm in the vertical direction. Although high level of precision is achieved, the accuracy, i. e. the errors of positioning solutions are up to several cm. Among other things, the research presented in this paper is focused on the reasons for achieved lower accuracy that probably have their roots in the instability of the LocataLite transmitting antennas in the established LocataNet. They namely affect the estimated float ambiguities of carrier phase measurements. Potential of relative positioning is another topic of this research, because it could allow the fixing of ambiguities to integer values and result in increase of accuracy and precision of positioning.

AbstractThe population of oomycete Plasmopara halstedii (Farl.) Berl. et de Toni (sunflower downy mildew pathogen) has been monitored in Krasnodar and Rostov regions and the Republic of Adygea for more than 15 years. Prior to the beginning of the 2000s there were races 100, 300, 310 and 330 in the regions. In the period from 2004 to 2007 races 100, 300, 310 and 700 were recorded sporadically. The race 330 was the most common; in a number of agrocoenoses it was 100 % of samples. In some fields races 710 and 730 prevailed. In 2008–2011 only races 330, 710 and 730 were found; the race 330 have been still prevailed and was also found on Ambrosia artemisiifolia L. Since 2012, in the majority of fields races 710 and 730 prevailed, and the race 330 wasn’t allocated in many of them; for the first time in Russia pathotype 334, that able to overcome Pl6, was found in Krasnodar region. In the period of 2013–2015 increased distribution of the race 334 in the Krasnodar region and the Republic of Adygea was observed. At the same time, in 2014 in one field in the Rostov region only races 310 and 330 (prevailed) were identified. The virulence of the pathogen population is closely connected with the cultivated assortment of sunflower. Further spread and accumulation of P. halstedii race 334 and the emergence of new pathogen pathotypes in the said regions are predicted.

Background. Disability is one of the most important medical and social problems. According to the latest data, more than 1 billion people in the world are disabled according to WHO data in 2016, more than 1.9 billion adults aged 18 and older were overweight, of which more than 650 million were obese (11% of men and 15% of women). According to WHO, it is expected that children with obesity will increase to 70 million by 2025. Obesity in early childhood it is most severe and less treatable, and can also lead to serious complications: hypertension, diabetes, metabolic syndrome, and other diseases. The aim: we believe that the study of the population of disabled people due to various diseases with obesity in various nosologies is important for the development of comprehensive measures for the prevention of morbidity, early diagnosis and rehabilitation of this group of people. Materials and methods. We conducted a comprehensive study of children with the status of disabled child and initially examined in the ITU Bureau No. 4 for the Republic of Mordovia. The study group included overweight and obese children with various diseases. Information from the statistical collections of Rosstat and approved forms of state statistics No. 7-Sobes for 2019 were also included. Results. In 2019, 1065 children were examined in 4 bureaus of the ITU RM; of these, 730 children were examined to determine the category of disabled child, which was 68.5% (first: 262; 35.9%, second: 468; 64.1%). The largest proportion of children recognized as disabled for the first time is young children from 0 to 3 years (45,2%). In the structure of primary disability of this age category, congenital malformations account for 31% (28 people out of 90). The proportion of disabled people in the age category from 4 to 7 years is 16.5%. The proportion of disabled people in the age group 15 years and older is 9.5%. The first place is occupied by diseases of the endocrine system (42.1%), the second by diseases of the musculoskeletal system (26.3%). The largest number of patients with primary examination are obese with disorders of neuromuscular, skeletal and movement-related (statodynamic) functions ― 10 children (5%); with disorders of the cardiovascular system ― 8 children (4%); and disorders of the endocrine system ― 7 children (3.5%). When re-examining children with various pathologies, the ranking places are occupied by violations of the same functions ― neuromuscular (6.1%), cardiovascular (3.7%), endocrine (2.5%). In other persistent disorders of body functions, there are also obese patients in both groups, but their number is very small. Conclusions. When monitoring for 20182019, we see an increase in the number of obese children with various functional disorders. Most often, obese children recognized as disabled are found in groups with impaired statodynamic and cardiovascular functions, most likely this is due to restricted movement. And such patients are recommended to follow the principles of a healthy diet more carefully, no matter what aggravates the existing condition. And thus, in a short time to carry out all the necessary rehabilitation measures and in some cases reduce the period of disability.
