Assessment of the current level of supply in the sphere of public services in urban and rural areas (Case study: selected constituent entities of the Russian federation)

The article is devoted to research into the public service industry in constituent entities of the Russian Federation which demonstrate different levels of social and economic development as well as different levels of urbanization. The author presents the results of a detailed analysis of the quantitative differentiation of public service providers in terms of the types of services provided in the territories under consideration, the employment in the public service sector, the rate of public service consumption in urban and rural areas, and public service availability and accessibility for the consumers. Based on the results of the analysis, the author assesses the current level of public service supply in urban and rural areas in eight sample constituent entities of the Russian Federation (Moscow, Moscow Region, Vladimir Oblast, Tambov Oblast, Tula Oblast, Tver Oblast, Murmansk Oblast, Astrakhan Oblast), and identifies the trends of and challenges to public service sector development in the given regions.

The article presents the results of the author’s attempt at developing a complex of methodological recommendations for the preliminary assessment and analysis of the public amenities capacity and status in different constituent entities of the Russian Federation. The recommendations as developed by the author are based on specific examples, and are supported by information sources regarded by the author as necessary to use in the course of the analysis. The author also provides recommendations on the graphic representation of the results of the analysis (spread sheets) as well as recommendations on rating of the regions (ranking and grouping the regions in accordance with the level of public amenities development they demonstrate), a thorough analysis of the system of the public administration of the industry, the competences and authority of the federal executive bodies, regional agencies of State power and the local authorities responsible for the regulation of relations in the sphere of public services, an assessment of the capacity of public service providers, and a comparison of public service user prices as quoted by municipal entities in different constituents of the Russian Federation.

Purpose Gridded management in the public service supply is still in the experience exploratory stage, and this paper aims to analyze the inherent logic and operation mode of the gridding mechanism of the public supply based on the existing theory study and practices, and verify its efficiency so as to come to the conclusion whether it could be promoted to a wider range. Design/methodology/approach The methodology applied in this paper was case study/deductive induction. Findings The grid model in the public service supply needs to be demonstrated completely in theoretical logic and operation principles before it is promoted across the country. Meanwhile, full support of the government is required in terms of service concept, function distribution, technical parameters and infrastructure. Research limitations/implications The inherent logic and operation mode of the gridding mechanism of the public service supply needs enough practice tests. The practical test of efficiency analysis of the gridding mechanism of the public service supply is not enough. Social implications This paper validated whether the gridding mechanism that originated from China’s urban management can be promoted to all over the country in the public service supply. It provides references for government policy. Originality/value This paper constructs a gridded management model for public service provision in urban and rural areas on the basis of an analysis of the plight of traditional model of public service provision, thus delivering the same standard of public service for both urban and rural areas through optimization of resource allocation without requiring more supply and fundamental change to the content of service.

This paper contains three scenarios for expansion the production of agricultural raw materials and food in the Russian Federation. Special attention is paid to the Non-Chernozem region, where the country has the largest amount of land not used for agricultural production anymore. In order to determine the influence of state support on the efficiency of resource use, including land, a comprehensive indicator for evaluating the effectiveness of state subsidies is introducing in the regions of Russia. The subjects of the Russian Federation were calculated and classified by the efficiency of the use of subsidies. The hypothesis of the reasons for different levels of use of subsidies in the regions is presented in the article. The identification of these reasons makes it possible to substantiate wise management decisions, and adjust agricultural policy and target programs for the development of agricultural production and rural areas.

The issues of public service sector development have remained current since the sector was overhauled and reformed in the late 1990s and the early 2000s. The authors identify the following reasons for problems in the public service sector: a failure to force public service providers from the semishade sector and to provide opportunities for cost-effective operations in the newly created market. Currently, the major problems in the sphere of public service provision are largely connected with quality characteristics. Public service shapes the service space in modern urban areas, and provides adequate living conditions, which is a key criterion for quality-of-life evaluation. The authors’ working hypothesis focuses on developing a new format of public service companies’ development on the basis of complexity/integrity and maximal accessibility. The format is seen by the authors as suitable for a network of mini public amenities centers located in functionally diverse urban zones. The authors’ conclusions rest on the results of the authors’ marketing research into the status and development prospects of the public service sector in Mytishchi, Moscow Region. The essence of the concept proposed by the author is the different lines of mini public amenities center development: creating a business environment, priority-based resource allocation, cooperation in information support activities, as well as implementation mechanisms.

The article examines the main problems of such a social institution`s functioning in the Russian state as a public service. The particular attention is paid to the ethical principles of the state and municipal employees in the context of the administrative ethics. It is noted that one of the problems of the civil service as a social institution in the country is the lack of citizens` awareness of the civil servants` activities results as well as the excessive bureaucratization of the internal activities of public authorities in the country.

The article presents the results of the research of the institutionalization of mentoring in the public service. The main approaches of scientists to the study of mentoring as a professionalization technology of civil servants are considered. The modern practice of introducing mentoring in the public service have been researched, patterns of institutional development of mentoring that shape the social-factorial conditionality of its relevance as an institution have been revealed. Here we analyze the Draft Regulations on Mentoring in the State Civil Service of the Russian Federation. The author proposes steps to improve this document from the standpoint of its practical importance, value performance, and compliance with the objectives set in the Presidential Decree No. 68 of February 21, 2019 “About the professional development of civil servants of the Russian Federation”. The scientifi c novelty consists in the conceptual model proposed by the author for the institute of mentoring in the public service, ensuring the systemic perception of the institute of mentoring in the public service, the introduction of mentoring as a basic personnel technology in the system of personnel management of the public service.

In the main, the demends on public services providors for resources and capabilities will be increasingat a time when their flexibility to maneuver and to respond will be increasingly constrained. Anyway, there are two mains ways to provide public sevices: directly, by the services included into authorities of public administration structures, and a delegated-out way, to the other service providers. While there are many diferences between the countries in the extent and the ways in which public sevices are delegated-out, the main factors that will influence behavior are common to all the countries. The public service sector in Europe is vast and complex, because there is no general consensus on what constitutes a „public service”, and the activities included under the term can vary significantly between contries.
