Aspects of psychological and pedagogical follow-up in the course of competence-based approach implementing are considered given the necessity to transfer to the second-generation Federal state educational standards. The issue of core competences diagnostics among the school learners is also concerned. The authors have elaborated criteria, measures and diagnostic-test toolkit for monitoring the learners’ core competences.

The following issues are considered: the transition to the Federal State Educational Standard of the new generation in accordance with the professional standard; the Federal State Educational Standards analysis in the previous and new edition; the competence approach to formation the professional qualities of young experts; dependence of the qualification level on the level of education and practice; the need to revise the innovative educational programs in order to increase the motivation of students to self-education and the formation of personal competencies that ensure the demand for young professionals in the labor market. Arguments are given in favor of practice-oriented and project-based methods of education in the preparation of architects and design engineers.

The project of the updated federal state educational standard of the master’s degree in the direction of «Technosphere Safety», updated in accordance with existing professional standards, is presented. The standard is submitted for approval to the Ministry of Education and Science of the Russian Federation. The features and problems of training of master’s degree specialists are considered. It is proposed to create the list of master’s degree educational programs. At the same time, it is necessary to complicate the procedure for introducing new educational programs into educational practice by introducing the requirements to justify the impossibility of training personnel with new professional competencies within the framework of the variable part of already implemented programs.

The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.

Today, changes are being made to the main regulatory documents in the field of education, which require a revision of the structure and content of federal state standards. In addition, the labor market requires synchronization of content with the requirements of specific industries. All this required a revision of the layout of the standard for secondary vocational education. Today, 100 educational standards are already in development.For the study, an analysis of the current federal state educational standards and their changes since their introduction in the system of secondary vocational education was carried out. And also considered the latest changes in the regulatory framework of secondary vocational education. Based on the method of analysis, the main changes in the structure and content of federal educational standards were identified. On the basis of the modeling method, the directions of changes in the approximate basic educational programs were determined.The changes identified in the course of the study will allow educational organizations to more successfully apply these standards in the development of basic educational programs.Changes in the vocational education system associated with the approbation of a new layout will allow the education system to respond to the dynamically changing demands of the labor market and provide training for workers who meet the modern requirements of the economy.

The analysis of the state educational standards and exemplary educational programs of different generations is provided in this paper. The distinction between the state educational standards of different generations has been demonstrated. Necessity for introduction of new generations of standards and their regulatory support has been justified. Also have been demonstrated the structure, contents, merits and demerits of educational standards for each generation. An explanation for the need of consecutive modernization for the Federal educational standard of the third generation and approval of updated standards together with exemplary main educational programs as a single set of documents has been offered. The absence of professional competences in drafts of the updated standards has been explained. The draft of the updated Federal state educational standard in the field of study 20.03.02 has been presented.
