Prospects of Cluster Development in the Russian Regions

The paper attempts to identify and describe issues of regional cluster policy elaboration and implementation in Russia. Yet this is unfeasible due to the lack of established understanding of cluster structure, role and value of clusters in economic and territorial administering, and of a regulatory framework for regional and inter-regional development and setting up of territorial jurisdiction boundaries as well as of support to clusters as a whole and to member organizations and enterprises on the part of state and regional authorities. Solution of the above mentioned problems has the scientific novelty and practical value.

The article aims at investigating the commonalities and differences between cluster policies in selected East Asian and Southeast Asian countries: Thailand, Singapore, South Korea, and China, to outline the Asian model of a cluster policy. Clusters play a significant role in the economic development of these countries, and some practical experiences from Asia may be used to shape the cluster policy in the recovery process after the COVID-19 pandemic. The conducted research contributes to a better understanding of the cluster formation process, cluster development, and policy aims in the analyzed countries. In Singapore and South Korea, which are among the most innovative countries in the global economy, cluster policy is to a great extent part of innovation policy, focusing on facilitating the networking and cooperation between science and business, the flow of knowledge, transfer of technology, and developing innovative technologies of key economic importance. In China and Thailand, which are developing countries, there is a much stronger role of foreign direct investments, which take the central place in the cluster structure. However, one common characteristic of cluster development patterns in all the analyzed countries is a top-down approach, where clusters are emerging and developing mostly as a result of governmental decisions and public programs.

One of the modern forms of cooperation between enterprises is industrial and territorial clusters. Researchers in the development of industrial cooperation processes and cluster projects highlight a number of problems, among which there are problems associated with the development of international cooperation, support for industrial cooperation at the state and regions of the state levels, the formation and implementation of joint projects, as well as the quality of labor resources. Today, an actual rejection of the systemic cluster policy in all directions is demonstrated, which is confirmed by the curtailment of direct support for industrial cluster projects, as well as the refusal to support regional cluster development centers. The main reason for this reversal seems to be the insufficiency of the cooperative component of domestic clusters.

As the goal and the objectives of the study, the article features a systemic rationale for the need to form a structural and substantive basis for cluster policy within the framework of the movement of regions to a cluster-oriented model of regional economic growth to ensure their market competitiveness. The article defines a structure and content of the conceptual foundations of regional cluster policy, which makes it possible to build an algorithm for its implementation. The authors believe that the legal and regulatory framework for the conceptual basis of cluster policy will ensure the consistency and legitimacy of its conduct. The structure of the concept of cluster policy includes the directions, goals and objectives of its implementation, the principles and final indicators of the effectiveness evaluation, as well as the actual mechanism for its implementation. The mechanism for implementing regional cluster policy is presented in the form of five elements, the logic of which reflects the unity of the concept of cluster policy. The conceptual framework proposed by the authors may be universal in the practice of applying regional authorities to the development and implementation of regional cluster policy.

The article represents the results of the comparative analysis of implementing cluster policy in foreign and Russian practice. The proposed methodology is based on the main characteristics of clusters (the presence of competitive enterprises, the presence of competitive advantages for cluster development in the region, geographical concentration and proximity, a wide range of participants and the presence of “critical mass”, the presence of links and interaction between cluster members) that characterize them as complex economic structures. Creating clusters involves a number of studies at the territorial level, which, above all, relate to determining the competitive advantages of the territory in a particular industry. Therefore, at the first stage of benchmarking, the authors propose to systematize theoretical approaches to the definition of “cluster” category. The second stage involves identifying the features of the cluster approach as a tool to improve the competitiveness of individual territories, regions, economies. At the last stage, authors determine structuring of foreign and Russian experience in the development of clusters and analyze the approaches to implementing cluster policy and identify their strengths and weaknesses. In contrast to the existing methods for assessing the potential of a cluster, the approach implemented in this article makes it possible to identify not only promising territories from the point of view of the industry clusterization, but also to identify possible participants of such a cluster, which is the most promising in forming regional cluster development programs in the regional economy. The article presents the approbation of the proposed methodology for the Russian Federation based on statistical data for 2014–2016. The authors highlight industries and enterprises that can be clustered, which will ensure adequate support of regional authorities.

The existence of the evolutionary and artificial components of the development of clusters in the practical implementation of cluster policy determines the relevance of the research. The article contains a comparative analysis of foreign programs for the development of clusters and Russian programs for supporting clusters, which makes it possible to formulate recommendations on forming regional cluster policy. The study makes it possible to identify specific mechanisms and management tools, socio-economic conditions of the territory affecting the success of the implemented cluster development programs. All the cases reviewed show that the decision on which public and private actors should participate in the management of the cluster is very relevant and often affects the overall results of the PPH. According to the results of the study, it is necessary to provide flexible systems for cluster management in order to change this management system depending on the situation. In the long term, the PPH strategy should be consistent with a more general regional and local development strategy. The results of the analysis can serve as a basis for forming a new cluster policy in the region based on the transformation of existing ones, the integration of its new information-analytical and organizational elements, methods and tools, as well as the development of practical recommendations for implementing cluster development programs in the regional economy.

Identification, development, and management of the cluster structure of territories is an important factor of economic growth. The purpose of this study is to determine the cluster structure of Russian regions and assess the impact of these cluster specialization on the size of gross regional product (GRP). For this purpose, the methodology of the European Cluster Observatory was used and the following indicators were calculated: ‘Location quotient’, ‘Cluster size’, and ‘Cluster focus’ for 37 clusters in 83 regions of the Russian Federation within the period from 2009 to 2018. The calculation was performed using the developed automated database ‘Clusters of Russian regions’. Based on the results obtained, the cluster specialization was determined and hypotheses were tested on the presence of positive externalities, i.e. on the existence of a positive correlation between the cluster specialization of regions and the size of their GRP from 2011 to 2015. Thus, the authors conclude that the increased specialization of Russian regions lled to positive agglomeration effects - externalities. The proposed toolkit can serve as a reference for the development and justification of the state industrial cluster policy.

The study verifies the compliance of sectorial specialization of Russian regions and the priorities of regional development presented in the form of cluster initiatives. The case of cluster policy shows that sectorial specialization of Russian regions, which was identified statistically, is often ignored when applying public support measures. The paper reports on the results of comparative analysis of the method for determining regions’ specialization industries used in the paper with the list of “economic specializations of Russian regions” mentioned in the “Strategy for spatial development of the Russian Federation for the period up to 2025”. The paper suggests recommendations that ensure the multi-level coordination of policy makers’ actions and concentration of resources on the justified priorities of regional development.

The article is devoted to the problem of clustering possibility in Russian information technology industry (IT). The clustering potential concept and its significance in the framework of cluster policy measures modeling are considered. The article uses the example of the Russian IT industry to test the European Cluster Observatory model for clustering potential assessing. The main trends characterizing the change of the IT industry clustering potential in Russian regions were identified. The verification of the current cluster development priorities within the framework of the current state cluster policy was carried out. The regions of Russia that have a high potential for the new IT-cluster formation were identified. The directions for improving the methodological approach to assessing the clustering potential, taking into account the main factors of the information technology industry development, were proposed. The analysis helps to identify few important problems of the Russian IT industry development within the framework of the cluster development model, including a trend towards a decrease in indicators of the IT industry clustering potential for the most socially and economically developed Russian regions, an increase in the level of IT industry monopolization, and also an increase in the negative impact of barriers which preventing new companies from entering the Russian IT market.

The remit of the article is regional development strategizing. Regional development strategy as part of regional regulatory environment could ensure the task of sustainable development due to determining priorities for resource conservation, development of a “green” economy, and restoration of natural resources. This is especially important for the extractive economies of the Russian regions. On the contrary, the research revealed the preservation of extractive policies in most of the Ural regions. The manuscript contains the description of the ecological and economic position of the regions of the Ural macroregion, that have a high anthropogenic impact on the environment because of their nature of economy. We analysed the content of the development strategies of the regions of the Ural macroregion and the issues of sustainable development. The Chelyabinsk region and the Republic of Bashkortostan didn’t include sustainable development in the top priorities. It leads them to stick their place in the tail of the National Environmental Rating of Russian Regions. Orenburg region’s strategy conclude the most quality mechanisms for ensuring environmental safety in regional strategic documents. The author highlighted the comprehension of the deep interrelationships of ecological well-being with all spheres of human life in the development strategy of the Sverdlovsk region. The regional development strategy is an important mechanism for ensuring a balance between industrial growth and environmental conservation. Therefore, the authority of traditional industrial regions of the Urals should strengthen the component of sustainable development in their strategies.
