Comparative analysis of public employees’ staff structure in the Republic of Kalmykia and Volgograd region is presented in this article. The correlation lack between the quantitative and qualitative structure of public employees’ staff and effi ciency of their activity is revealed. Author’s research is based on the broad attraction of relevant statistical data obtained in foreign countries, Russia and its regions. The main trends, such as self-increasing of public employees’ number (according to Parkinson's law), gender asymmetry in professional structure, cyclic nature of public employees’ number change are allocated.

Pan-European Corridor V that passes through the territory of the Republic of Croatia, i.e. Branches VB (Rijeka-Zagreb-Budapest) i VC (Budapest-Osijek-Sarajevo-Ploče) are of extreme importance for the traffic and economic system of the Republic of Croatia and the wider European area. Taking this into consideration, this study has analysed the relevant indicators of the traffic growth, structure and dynamics of the cargo flows on the Branches VB and VC of the Pan-European Corridor V. The cargo flows, as important elements of the traffic demand have been analysed regarding the presence of competition of alternative North-Adriatic and North-European traffic routes as important element of competitive environment in fighting to attract valuable transit market of Central Europe. Based on a detailed analysis of concrete statistical data, significant conclusions are derived about: quantity, dynamics and structure of the cargo flows, current traffic demand, competitiveness of corridors on Central European transit market, expected traffic demand, and conclusions about factors and circumstances that would positively, i.e. negatively affect the growth of cargo flows, and thus also the valorisation of the analysed Branches VB and VC of the Pan-European Corridor V within the European environment. The article analyzes the problems of the development of alternative energy sources in the energy system of Kazakhstan and substantiates the prospects for their introduction in small settlements located in the desert zone. The principles of operation of wind and solar installations used in the territory of Kazakhstan, including in rural settlements, are described. A comparison of the current statistical data of the Republic of Kazakhstan and foreign countries for 2019-2020 is carried out. in the field of the introduction of renewable energy. The possibilities of introducing alternative energy sources in Kazakhstan are considered, subject to the application of flexible tariff mechanisms, state priority when reserving territories for the construction of renewable energy facilities.

The paper compares and analyzes the experiences leading states have had in robotics regulation; on the basis of the identifi best practices, proposals are formulated for Russia in the corresponding fi d. The relevance of the research is determined by the rapid growth of the global robotics market over the last decade, as well as the introduction of robots in the widest range of human activities. The leading countries in the international robotics market were selected using the benchmarking method. A comparative analysis of the regulation in the fi d of robotics was conducted through a comparison matrix composed of several criteria. The criteria included the existence of regulations and a national program for the development of robotics, the presence of responsible government bodies or organizations, and sectoral “regulatory sandboxes”. It was discovered that, of the four studied countries (the Republic of Korea, Japan, Germany, and Russia), only one has all the components of the robotics regulation system. The authors formulated certain recommendations aimed at improving the corresponding domestic regulation system. In particular, considering the best practices of foreign countries, the parties concerned are encouraged to adopt a sectoral normative legal act, as well as to establish a specialized state agency.

Introduction. The period of perestroika was a time of active reform in all spheres of the Soviet state and society, which was reflected in changes in administrative and territorial structures throughout the country and its regions. Goals. The paper examines Kalmykia and provides an insight into administrative-territorial transformations across the republic in 1990–1991 that resulted from political democratization in the USSR and RSFSR, rehabilitation of repressed peoples, and economic reforms of perestroika. This process is studied from two perspectives: transformation of urban-type working settlements into rural ones, and renaming of localities to restore historical names. Materials and Methods. The work analyzes official (published and unpublished archival) documents of regional and federal authorities dealing with administrative and territorial reorganization, statistical data, scientific works of domestic researchers discussing Russia’s population geography and toponymy of Kalmykia. Results. The article considers the administrative and territorial structure of Kalmykia in the early 1990s focusing on changes in statuses of ‘working’ settlements, and reasons underlying their transformation back to ‘rural’ ones. The paper draws examples of respective processes in Kalmykia during 1990-1991. Conclusions. Since the early 1990s, Kalmykia — like the rest of Russia — initiated administrative ruralization, which manifested itself in transformation of urban-type settlements to rural ones due to socioeconomic reasons. Another trend of administrative -territorial changes was the active restoration of historical names explained by the de-ideologization of Soviet society and ethnocultural factors.

The paper presents the results of a research on wood fuels used for heating in households in the Republic of Srpska (RS). The main objective of this research was to determine the real consumption of wood fuels in households in the Republic of Srpska using the internationally recognized WISDOM methodology, as well as to compare the obtained results with the official statistical data. In order to conduct the research and obtain a relevant sample, the Republic of Srpska was divided into six mesoregions. The research was conducted in 3,149 households, namely 1,380 urban and 1,769 other households. The results indicated that firewood and other wood fuels were used in 334,761 households. Analyzing the differences between the results obtained using the WISDOM methodology and the official statistical data for the Republic of Srpska, it can be concluded that the consumption of firewood was on average 3.41 times higher compared to the official statistical data. Results of similar research projects implemented in the surrounding countries showed similar trends. The paper suggests the necessity of adopting a new approach and comprehensive research in surveys conducted by official institutions.

The article provides a comparative analysis of the experience of the Republic of Uzbekistan in the sphere of decentralization of public administration, and developed countries such as France and Germany. The issues concerning organizational and legal support of decentralization of public administration in these countries were analyzed as well. The author has analyzed the stages of decentralization of public administration in France and its peculiarities; the administrative-territorial entities of the French Republic and their relations with the central authorities are also considered in present article. The powers of the Federation and the German federal land, as well as their relationships are considered. The article also studied the powers of the communities in Germany, as well as their relationships with each other, with the federal states and the federation. Moreover, the Institute of Federal enforcement in Germany as a means of control by the Federation is considered as well. The article contains the stages of the decentralization of public administration in the Republic of Uzbekistan, issues on the differentiation of powers between the central government and state authorities in the local areas. There are disclosed the powers of the authoritative local bodies, the issues of organizational and legal support to their activities, as well as their relationship with the central bodies of state administration. The article also shows the role and nature of self-government bodies in the process of decentralization of public administration in the Republic of Uzbekistan.

The aim of the article is a comparative legal study of the organizational aspects of fiscal authorities in Ukraine and in some foreign countries and so to determine ways to improve domestic legislation in this area. The subject of the study is the domestic and foreign experience of the structure and activity of fiscal authorities in such countries as the United States, the UK, France, the Republic of Latvia, the Republic of Belarus and Kazakhstan. Methodology. The study is based on the use of general scientific and special scientific methods and techniques of scientific knowledge. The historical method enabled to study the origin and formation of fiscal authorities in Ukraine. Analysis and synthesis enabled to interrogate the fiscal system of Ukraine and some foreign countries as a complex legal phenomenon, defining its essence, characteristics, and targets. The method of the system approach enabled to determine the place of individual fiscal authorities in the financial system of the country, to analyse their main responsibilities, functions and areas of activity. The comparative legal method enabled to analyse the experience of the organization and activities of fiscal authorities in foreign countries, as well as to define the ways of its implementation in the national legal system. The results of the study revealed that for today the experience of Ukraine in the organization of activity of fiscal authorities is rather progressive and modern, and the national fiscal system is characterized by consolidation of powers in coordinating and controlling taxation and customs, which defines progressiveness of our country. Practical implications. The positive experience of the fiscal organization in foreign countries suggests the expediency of including national fiscal authorities in a single centralized system of executive power, through the creation of a separate ministry. This will enable not only to improve the efficiency of generating the state budget but also in the future will lead to overcoming the gap between the tax-customs policy and its application results. Relevance/originality. A comparative analysis of the organizational aspects of fiscal authorities in foreign countries is the basis for developing priority areas for improving the fiscal system of Ukraine, identifying gaps in its work, as well as introducing in the activity of fiscal bodies the newest methods that can increase their level and bring them into line with international standards.

Construction scheduling is based on data on the duration of works, which are directly related to the values of labor costs. This ensures obtaining of the most accurate results of scheduling implemented both at the stage of construction design and in the process of its operational management. In the Russian Federation and in other leading foreign countries, there have been developed databases for standardized labor costs in the field of construction. However, many developing countries, for example, the Republic of Iraq, are not provided with their own standards for labor costs, and therefore, they are forced to use either the standards of other countries or determine the duration of work with the help of expert estimates, which leads to a significant error in the construction planning schedule. To create databases on labor standards, various methods are used that are either based on timing measurements, or on physiological methods for measuring anthropological parameters associated with the energy costs of workers. Since the use of these approaches requires significant costs and time, a technique is proposed as an acceptable alternative. This technique is based on the collection of statistical data included in the executive documentation for construction, expert data that determine the feasibility of regulatory conditions for the performance of work, and regression processing of the final results based on the use of modeling capabilities of artificial neural networks.
