Management of budget planning is especially important in modern conditions of uncertainty and crisis tendencies. Because of significant role, which territories play in a federal state, management of budget planning has to be carrying out consistently in each subject of the federation. In the article the results of research of a question of management of budget planning in the subject (region) of the federation are presented. The basic concept of «management of budget planning» is given, the characteristic of subjects of planning (with division into subjects of federal level and regional level) is provided. Also the detailed characteristic of complex tools of management (legal, information and methodical tools) is presented. The description of the specific instrument of management – the state target design – is provided.

Mogutova mountain flora (Zhiguli hill, Samara Region) has about 700 species of vascular plants, 14 species are included in the Red Book of the Russian Federation (2008), 50 species are included in the Red Book of the Samara Region (2017), 7 species are the endemics of the Zhiguli hills. On the Mogutova mountain 48 plant associations were described: 36 associations are represented by forest vegetation, 1 Association is represented by shrubs, 11 associations are represented by herbaceous vegetation. In eight described associations there are 6 endemic species of the Zhiguli hills: in Cerasus fruticosa + Caragana frutex association one endemic species is found - Euphorbia zhiguliensis; in Stipa pennata - Caragana frutex association there are 3 endemics - Cerastium zhigulense, Gypsophila juzepczukii and Thymus zheguliensis; in Stipa capillata + Herbae stepposae and Stipa capillata + Echinops ruthenicus associations there is only Thymus zheguliensis; in Herbae stepposae + Stipa pulcherrima and Stipa pennata + Helianthemum nummularium associations there are 2 endemic species - Gypsophila juzepczukii and Thymus zheguliensis; in Thymus zheguliensis association there are 4 endemics - Cerastium zhigulense, Gypsophila juzepczukii, Sisymbrium pinnatisectum, Thymus zheguliensis; in Schevereckia hyperborea association Poa saksonovii is revealed. The endemics of the Zhiguli hills: Euphorbia zhiguliensis and Thymus zheguliensis are protected at the Federal level, and Cerastium zhigulense, Gypsophila juzepczukii and Poa saksonovii are protected at the regional level.

Manufacturing industry functioning efficiency on the territory of the Russian Federation has been analysed. Statistical data offered by the Federal Tax Service and the Federal State Statistics Service of Russia have been used for research. The object of the study is 85 subjects of the Russian Federation, the subject of the study is the type of economic activity “Manufacturing”, which operates on their territories. The methodological basis of the research were the general scientific methods of cognition. As special methods of cognition, statistical methods were chosen. The index method as a private scientific method has been used. An indicator of the effectiveness of the economic activity “Manufacturing” has been developed. The structure of tax revenues and employed population by type of economic activity in 2017 has been studied. A distribution of subjects by type of economic activity “Manufacturing” has been created.

В статье представлены результаты проведенного анализа структуры и динамики доходов региональных бюджетов в Российской Федерации с выявлением доминирующих факторов, повлиявших на их формирование. На основе авторского подхода осуществлена классификация российских регионов с учетом рисков по отношению к устойчивому развитию субъектов РФ. Дано обоснование использования теории вероятностей при бюджетном планировании и прогнозировании. Исследование базируется на большом количестве собранных эмпирических данных Федерального казначейства, Министерства финансов РФ, Федеральной службы государственной статистики.The article presents the results of the analysis of the structure and dynamics of regional budget revenues in the Russian Federation with the identification of the dominant factors that influenced their formation. Based on the authors approach, the classification of Russian regions was carried out taking into account risks in relation to the sustainable development of the constituent entities of the Russian Federation. The rationale for using theory of chances in budget planning and forecasting is given. The study is based on a large amount of empirical data collected by the Federal Treasury, the Ministry of Finance of the Russian Federation, and the Federal State Statistics Service.

According to the Concept of the Foreign Policy of the Russian Federation, the establishment of the Eurasian Economic Union is a priority for Russia. It is necessary to take into account the experience of other federal states through the integration model’s creation. Austria is a federal state like the Russian Federation. The analysis of the Austrian experience in tax regulation including the implementation of supranational regulation rules in the national legislation may help to plan successful strategies. The article is focused on the legal basis for taxation in Austria. The subject of the research is the legal principles of taxation regulation, its dynamics, system and sources of tax legislation. The author concludes that 2015/2016 tax reform will change the implementation mechanisms of principles of federalism and justice. The research identifies tendencies for strengthening the role of federal regulation in taxation, harmonization of taxation procedures, revision of the economic model of taxation of physical persons’ incomes.

The formation of optimal system of state management of tourism sector is one of the most relevant problems of tourism development in Russia and abroad. The subject of this research is peculiarities of the models of state management of tourism sector, as well as federal and regional normative legal acts that establish the structure of executive branches and determine the competence of bodies that have special authority in tourism sector. The article explores the administrative-legal aspect of the foreign model of state management of tourism sector. The author reviews the evolution of formation of executive branches in the Russian tourism sector in pre-revolutionary, Soviet, and modern periods; as well as gives assessment to the existing model of tourism management in the Russian Federation in light of the Presidential Decree No. 372 of 06.05.2020 “On the Enhancement of State Administration in the Sphere of Tourism and Tourist Activities”. This article is first to analyze the models of state management of tourism sector implemented on the level of the federal subjects of Russia. The author comes to the following conclusions: the reform of national tourism administration will be continued; the most common model in the subjects of the Russian Federation is the model of cross-sector regulation of tourism.

Rendering legal assistance to the population is one of the crucial vectors in the activity of legislative and executive branches, as well as local self-governance in different countries. The subject of this research is the formulation of recommendations aimed at elimination of gaps in the current legislation in the area of rendering free legal assistance to the population of the Russian Federation. The article presents an analytical overview of the peculiarities of rendering free legal assistance to the citizens in Russia and abroad. Emphasis is placed on analysis of the current legislation that regulates the indicated area of legal relations, effectiveness of its application, and further improvement. The novelty of the acquired results consists in the use of comprehensive approach towards examination of theoretical and empirical materials, as well as in proposing ways to improve the mechanism of rendering free legal assistance to the Russian population. As there is currently a complex mechanism for the lawyers to provide reports in order to be paid for their assistance, it is offered to develop requirements on the federal level to receive compensation for their work. It is also essential to establish on the federal level the minimum compensation for each type of legal aid. For increasing information awareness of the citizens on the possibilities of receiving free legal aid, it is necessary to give closer attention to legal education (availability of mass media and Internet resources, creation of thematic sections and banners, publication of information of websites and at the premises of multifunctional centers, etc.). The made proposals and recommendations can be used as the theoretical framework for solution of practical problems associated with rendering free legal assistance to the population.

If the order of drawing up the draft Federal budget is defined by the Budget code of the Russian Federation, the order of drawing up the draft budget of the subject of the Federation and the draft budget of the municipality, along with the bases of drawing up draft budgets defined by the Budget code of the Russian Federation, is also determined by the laws of the subjects of the Federation and municipal legal acts of the representative body of the municipality. In the legal literature, this approach is recognized as justified, as at each level of the budget system there is specificity in the development of budget indicators. In addition, it is impossible to apply a unified approach to the detailed organization of the drafting of regional and local budgets, since the timing and content of the procedures for drafting budgets in the constituent entities of the Federation and municipalities depend on a whole range of socio-economic and political factors. In view of the above, the development of regional and local budgets should be governed by the rules of budgetary procedure adopted at the appropriate levels of the budgetary system. Drafting of regional and local budgets and budget acts is traditionally the responsibility of the Executive bodies. Accordingly, the draft budget of the subject of the Federation shall be drawn up in accordance with the procedure established by the Supreme Executive body of the state power of the subject of the Russian Federation (article 169 of the BC) [1]. Budgeting at any level by virtue of part 2 of art. 172 the BC of the Russian Federation is based on: the Budget address of the President of the Russian Federation; the forecast of social and economic development of the relevant territory; the main directions of budget and tax policy; the budget forecast for the long term; state (municipal) programs.

The aim of the work has been the investigation of the viewpoint of health care supervisors on the role of Russian Federal Service for Oversight of Consumer Protection and Welfare in intersectoral cooperation on the problems of health protection of the population within the subject of the Russian Federation. Material and methods. There has been carried out an anonymous questioning of 405 health care supervisors, including 126 experts. Besides, there have been analyzed the materials of annual national reports of the Administration of the Federal Service for Oversight of Consumer Protection and Welfare in the Saratov region “On the state of sanitary-epidemiological well-being of the population in the Russian Federation”. Results. There has been determined a list of 23 sectors engaged in health care of the population at the regional level - 13 relatively more significant (basic) and 10 relatively less significant sectors. Federal Service for Oversight of Consumer Protection and Welfare Russian is one of the basic sectors. There has been established the significance of cooperation of the sector “Federal Service for Oversight of Consumer Protection and Welfare Russian” with other engaged structures. A wide spectrum of 37 health determinants has been detected. There have been obtained the data which make it possible to determine two directions of health care optimization at the regional level. The first direction is associated with purposeful influence of the engaged sectors on health determinants. To achieve this aim there has been established the possible influence of each sector, Russian “Federal Service for Oversight of Consumer Protection and Welfare” in particular, on each of the considered health determinants. This will make the formation of prophylactic programs significantly easier due to transformation of this process into a purposeful and structured process. The second direction is conditioned by the fact that optimization of any process is possible on the basis of evaluation of the initial state of the process, and evaluation is based on corresponding informative indices. These 38 indices of the effectiveness of intersectoral cooperation on the problems of health protection of the population have been established, and the significance of Russian Federal Service for Oversight of Consumer Protection and Welfare’s influence on each of these indices has been determined. At establishment of an insufficient level of corresponding indices, the sector “Russian Federal Service for Oversight of Consumer Protection and Welfare’s has been brought to optimization. Conclusion. The results of mentioned investigation may be realized in activities for health protection of the population within the subject of the Russian Federation, and in professional training of authorized employees of the engaged sectors.

The relevance of the topic is determined that the highest official of the subject of the Russian Federation are central in the system of regional public authorities and has a significant impact on the performance of Federal state functions. The Federal structure of the Russian Federation provides for different levels of governance. The effectiveness of solving state problems depends on the quality of management in the regions. The legislation defines only the basic principles of the requirement of the organization of power in the subject of the Russian Federation. Subject of the Russian Federation can regulate the organization of management. Federal legislation provides the subjects of the Russian Federation with relative freedom in determining the system, structure, order of formation and functioning of the Executive power. The subjects of the Russian Federation are different models of governance, which determine the status of the head of the subject of the Russian Federation. The article identifies two models for realizing the principle of separation of powers in the subjects of the Russian Federation. The place of the head of the subject of the Russian Federation in the power system is considered from the position of the scope of powers. The article describes the status of the head of the subject of the Russian Federation when using different models, highlights the features of organizational models. The practical application of the management model depends on the characteristics of the territory (area, population, socio-economic situation). In contrast to the Federal model, the head of a subject of the Russian Federation in fact included in the system of Executive power regardless of the model. The article deals with discussion issues. The article highlights the main disadvantages and offers suggestions on the advantages of models.

The article is devoted to an offset agreement (a state agreement which is providing for counter-investment obligations of a supplier-investor to create or modernize and (or) develop production of goods in the territory of a subject of the Russian Federation to provide the state needs of a subject of the Russian Federation). In addition to the legal regulation of offset agreements, their subject composition is also determined, and the features of their conclusion are highlighted. The study analyzed all 4 offset contracts currently signed in Moscow and the Moscow region. According to the author, the offset agreement is an investment agreement, and the interaction of the subject of the Russian Federation and the supplier-investor in the implementation of the offset agreement can be qualified as a public-private partnership that is beneficial to both the state and business: the benefits that are received by the subject of the Russian Federation and the supplier-investor are given. As an improvement of the legal regulation of offset agreements, the author suggests providing for the possibility of concluding them at the federal level, as well as differentiating the minimum investment volume depending on the level of socio-economic development of the subject of the Russian Federation. The conclusion is made that public-private partnership, carried out in the analyzed form of agreement, is a promising mechanism for attracting investment in the constituent entities of the Russian Federation.
