PROTECTION OF THE RURAL DESTINATIONS AS THE WORLD CULTURAL HERITAGE SITES: INTERNATIONAL PRACTICES

The article discusses the concept of “agrоcultural (agricultural) heritage” and composing it objects in rural (agricultural) tourism, for which they are the most important destinations. This research object is interdisciplinary, affecting a variety of spheres, particularly, agroourism, sightseeing, services and so forth, and economy in general. Agricultural heritage includes tangible objects of agricultural and technical culture, created for the production. Such objects are saved for better and complete study and understanding of their nature, not for contemplation; they are not works of art. This heritage is anthropogenic and technological. From the scientific and methodological point of view the very understanding of the term of "agricultural heritage" is still quite uncertain. The article presents a comprehensive understanding of it based on the nature-use concept as a binary object system "Man - Nature". The available experience of classification of agricultural heritage objects is considered. Starting 2002, at the initiative of the Food and Agriculture Organization (FAO) the criteria are developed and an inventory of objects of the world agro- cultural heritage, Globally Important Agricultural Heritage Systems (GIAHS), is conducted. One of the GIAHS goals is identifying objects of agricultural heritage that are most corresponding to the status of "global agricultural heritage" and their promotion for including to the UNESCO World Heritage List. The article presents for the first time ever full GIAHS list in Russian as of October, 2016. We have separated in special list 114 objects from 58 countries, corresponding in our view to the concept of "agricultural heritage" from the UNESCO World Heritage List current at the end of 2016. The article presets the attempt to classify them by 12 categories. The rating of countries in the world by the number of Agricultural UNESCO World Heritage Sites is submitted. The author notes that exactly this category of objects forms a primary resource base for the agricultural (rural) tourism development as the most important attractive destinations, especially in Europe. As the conclusions the reasons are formulated, under which agricultural tourism is a promising form of tourism organization both for individual agricultural enterprises on the basis of objects of agricultural heritage, and for the regions in which these objects are presented.

Abstract Despite growing recognition of the global value of underwater cultural heritage (uch), along with intensified international efforts to ensure its protection, the possibility of its inscription on the World Heritage List has never been comprehensively examined. Arguing that the unesco 2001 Convention on the Protection of Underwater Cultural Heritage (uch Convention) is insufficient alone to protect globally outstanding wrecks, such as the Titanic and the Lusitania, this article examines in detail the many legal and practical challenges involved with listing such sites under the World Heritage Convention. By reviewing key international agreements such as the uch Convention, World Heritage Convention, Law of the Sea Convention and the International Titanic Agreement, it draws the conclusion that it is the improved offshore management of uch—through ‘cultural’ marine protected areas operating under the framework of the uch Convention—which would open the possibility of nomination to the World Heritage List.

AbstractThe chapter analyses the quality of managing cultural heritage sites in Croatia, particularly those inscribed to the UNESCO World Heritage List, which are under growing pressure of overtourism. The analysis was performed by using qualitative and quantitative data on visitors of the UNESCO heritage and the most important impacts of tourism on destination areas, compared to Sustainable Development Goals (SDGs) focused on tourism and heritage. The study investigates the state of safeguarding, protecting and valorizing cultural heritage in relevant documents and in practice, focusing on Dubrovnik as a case study area. The analysis revealed the insufficient plans for managing UNESCO World Heritage Sites in relevant documents and in the field, as well as lack of monitoring of tourism impacts. The selected cases in Croatia confirmed that the most common way for heritage valorization is within the framework of tourism (McKercher and du Cros, Cultural tourism. The partnership between tourism and cultural heritage management, Routledge, New York/London, 2009), where heritage is most often associated with sustainable tourism. However, desirable regenerative tourism, that repairs the harm that has already been done, is still far from the present situation and it will require much effort in its planning, designing tools for its implementation and its management to achieve it in the near future.

Since 1972 UNESCO has established a frame of protection for cultural and natural heritage (Convention concerning the protection of the World Cultural and Natural Heritage) and the “World Heritage List”, which it considers as having outstanding universal value. In 1994, at the Nara Conference, the Document on Authenticity was established, stating that “the protection and enhancement of cultural and heritage diversity in our world should be actively promoted as an essential aspect of human development”. Today, many factors affect the authenticity and integrity of cultural heritage: intensive tourism, excessive restoration works, new inappropriate investments or uncorrelated private interventions, etc. The debates on cultural heritage research, preservation and management have increased in recent years as the effect of UNESCO standards, namely to establish “an effective system of collective protection of the cultural and natural heritage of outstanding universal value, organized on a permanent basis and in accordance with modern scientific methods”. The problem of preservation, management, and promotion of heritage is of crucial importance from many points of views: scientific, technologic, socio-economic, and cultural.

Awareness of the importance of preserving and transmitting cultural heritage to future generations has been growing enormously over the last two decades.  An indicator of this is the continuous growth in the number of cultural heritage sites and monuments inscribed in the UNESCO World Heritage list, which passed from 551 in 1987 to 1054 in 2016. Furthermore, the gap that once divided Europe and Northern America from other countries in terms of protection policies, development of practices and procedures for the restoration has been reduced. However, in the last two decades the number of World Heritage sites in danger strongly increased, passing from 10 in 1987 to 37 in 2016.

The United Nations Educational Scientific and Cultural Organization (UNESCO) undertakes to recognize, list, and collectively present those places around the world that are of outstanding value to all mankind and that must be protected from threads such as armed conflict, deliberate destruction, economic pressure, natural disasters, and climate change. Through the listing of such “world heritage sites,” UNESCO intends to document and protect the diversity of cultures and natural phenomena around the globe, and to promote international dialog. The sites may be classified as cultural or natural, or both, although most sites are cultural. As part of its listing, the UNESCO also includes short descriptions of each site. These descriptions are a key element in the public-facing listing of the recognized world heritage sites. The texts reflect the listing in a more nuanced and elaborate form (UNESCO 2021). As a literary genre, the site descriptions may fall somewhere between encyclopedia entries and travel-guide site descriptions, as they are intended both for matters of overview and as information for travelers. The UNESCO world heritage list was met with much success and was welcomed by broad audiences around the globe. Given the importance of the mission to promote international dialog, we have studied the world heritage site descriptions through a new method of geographical mapping (Baciu 2019, 2020, 2021). We were interested in exploring whether, through this new method, we can detect an international dialog, as promoted by UNESCO through the world heritage list and site descriptions. In this present essay, we discuss the results. UNESCO does promote an international dialog that we are able to detect using our method. The geographical connections that we detect are very close to other known global activity. We discuss in particu-lar the similarity between our mapping results obtained from texts published by UNESCO and global movement as decoded from airplane condensation trails (contrails). Both, text and air travel, reveal similar connection pathways across the globe, which suggests that text and air travel have evolved together rather than independently.

The article focuses on promoting intercultural cooperation and strengthening international community on the example of UNESCO World Heritage sites, inscribed into the World Heritage List that is being formed on the basis of the World Heritage Convention of 1972. UNESCO is a universal intergovernmental UN structure responsible for international cooperation in the sphere of education, science, culture and communication. One of the main activities of the Organization is the world heritage conservation and intercultural dialogue. The article analyzes the UNESCO role in the geopolitical architectonics of Eurasia in which the World Heritage gains a qualitatively new meaning. In the context of a sustainable development the integration of promoting intercultural interaction and heritage safeguarding becomes particularly urgent. The article deals with several initiatives aimed at enhancing the cultural component of the Eurasian integration, including the goals and perspectives of discussion platforms set up for experience exchange in the sphere of World Heritage sites’ conservation and their management. The article seeks to identify the most important challenges and goals of the cooperation strategy between UNESCO and the institutions concerned in the field of the intercultural dialogue promotion in the Eurasian area that seems to be very important both for Russia and the CIS countries, and for the perspectives of the emerging global civilization of the future

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

This work aims to investigate the impact of popular UNESCO World Heritage objects on the country’s tourist arrivals as a factor of attractiveness, to estimate the strong correlation between these phenomena, and to mathematically validate the assumption that the number of such sites has a direct impact on the country’s tourism competitiveness. We used data from the UNWTO’s open sources, UNESCO, the World Economic Forum expert reports on the competitiveness of travels and tourism of the world’s countries for 2017. The analysis is based on three rankings of countries in terms of World Heritage assets, international touristic arrivals and the country’s tourism and travel competitiveness index, and correlation analysis between these values. Also, to determine the influence and interdependencies between the studied concepts, the method of paired correlation analysis was chosen as a convenient way to demonstrate the influence of one variable on another. Determination of the correlation coefficient allowed to speak about the complexity of the relationship and the linearity of these phenomena. In particular, the increase in the number of UNESCO World Heritage sites leads to an increase in tourist arrivals and makes the country attractive for tourism development. As a result, we have obtained estimates of the unidirectional impact of the number of World Heritage sites on the territory of a particular country on the volume of international tourist arrivals. However, not always the overall attractiveness and competitiveness of the country in the field of tourism is linked to the World Heritage, and our study only confirms the thesis that among the many ways to increase the attractiveness of the country, an increase in World Heritage sites leads to an increase in tourist traffic. In current trends, choosing public policy to enhance and preserve UNESCO sites one obviously can expect the growth of tourist flows to the countries.

Since 1972, UNESCO has established a frame of protection for cultural and natural heritage (Convention concerning the protection of the World Cultural and Natural Heritage) and the “World Heritage List”, which it considers as having an outstanding universal value. In 1994, at the Nara Conference, the Document of Authenticity was adopted, stating that ”the protection and enhancement of cultural and heritage diversity in our world should be actively promoted as an essential aspect of human development”. Since 1997, States Parties have to provide regular reports on the implementation of the World Heritage Convention and the conservation status of each site listed on the World Heritage List. So far, two periodic reports have been made (2000-2006 and 2008-2015), and the third was recently launched (2017-2022).

<p><b>State aspirations to have national properties recognised as belonging to the heritage of humanity with an international significance has increasingly empowered the United Nations Educational, Scientific and Cultural Organization (UNESCO) in regard to its influence upon international behaviour. In the early 1970s, UNESCO embarked on an ambitious mission to protect and preserve humanity’s most outstanding heritage to guarantee that it will be passed to future generations. It also aimed to recognise people’s interaction with nature and to ensure a balance between them. Towards this end, UNESCO launched a global World Heritage regime to accomplish its noble mandate. Over the past thirty-nine years this regime has become an international success as it has enabled the safeguarding of numerous tangible and intangible goods of exceptional value for the entirety of humanity. The key to its success has been a balanced combination of measures that highlight the regime’s direct and indirect forms of power. Yet, with a growing number of sites inscribed on the World Heritage List and with growing threats to them, the World Heritage system has found itself increasingly facing difficulties in maintaining its “moral power”. These challenges have been exacerbated by a lack of coercive force and sanctioning methods in realistic terms, as well as by rising flows of tourism and, at the same time, decreasing international assistance and funds. The ongoing success of the regime thus come to depend, more than ever, upon the shared involvement and commitment of the States Parties, the international community, and the civil society.</b></p> <p>This thesis proposes to examine the multiple ways in which the World Heritage regime has used its power mechanisms to achieve its current significant international position. It will begin with a definition of the UNESCO’s World Heritage Convention, an international treaty to preserve the world cultural and natural and intangible heritage. UNESCO’ s World Heritage regime is thus chiefly based on the implementation of the World Heritage Convention and the Operational Guidelines for the Implementation of the World Heritage Convention through the World Heritage Committee (WHC). A brief diachronic view of the Convention’s work and aims are therefore imperative for understanding the regime’s power mechanisms and its dynamics. Also provided will be definitions of cultural and natural heritage as well as cultural landscapes and the adopted criteria for the nomination of world heritage, which are all key aspects and assessment measures of UNESCO’ s Heritage regime. After a brief synopsis of the differences between this regime and conventional International Organisations (IOs), this research will shed light on the nature of its persuasive forms of power: scientific objectivity, blacklisting, mimicry, and competition - especially regarding the significance of both the States Parties and the regime’s reputation, as well as its legitimacy. It will discuss how vital these forms of power are to success in influencing states to ratify the World Heritage Convention, to ensure compliance, and persuade them to jointly achieve the proposed goals. It will be further shown that the regime’s legitimacy is based on the perception of its procedures and favourable outcomes by its Member States. In addition, this research will theorise on the constructivist IR approach by adapting it to the regime. How Member States follow constructed rules and adopt a ‘logic of appropriateness’ will also be explored. It will in addition involve examination of its political tools, the World Heritage List, the List of World Heritage in Danger and socio-cultural tools, since they represent the conduit for its power mechanisms, and argue the chances of success in each arena. Examples from the Cologne Cathedral in Germany and the Kathmandu Valley in Nepal illustrate how the regime’s tools can be used as a deterrent mechanism to ensure the integrity of World Heritage sites. Moreover, the dichotomy of heritage viewed through the lens of national and international interests will be addressed, as well as what this entails for the States Parties’ sovereignty. International interests may come to the forefront of heritage protection, creating a new form of sovereignty: ‘Disaggregated sovereignty’. The World Heritage regime’s various benefits will also be discussed, its impact on the state’s economies especially in regard to tourism, the granting of international assistance as well as funds, and its influence on the States Parties social life by igniting a sense of prestige and pride about their World Heritage properties and by sensitising entire nations regarding the necessity to jointly protect and conserve this collective treasure. Examples from Cambodia and the Democratic Republic of the Congo illustrate the effectiveness of international assistance provided by the regime, while the example of the Galapagos Islands’ underlines the need to develop sustainable tourism practices to prevent the deterioration of heritage sites. ...</p>
