The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

The problems of adaptation and integration of ethnic migrants into the Russian society become more and more acute, due to the intensification of migration processes in the modern world and the involvement of the Russian Federation in them. Nearly 38 million children participate in the international migration, and many of them meet difficulties with the access to qualitative education, and have to pass through an enduring and tricky way of linguistic, cultural, social and psychological adaptation. The structure of conventional cultural and communicative, natural and geographical contacts, interactions of a child with his family and relatives is destroying, a child is stressed and experiences the crisis of identity, has to rethink and reinvent values and social regulations. The listed problems contribute to the increase of social disadaptation of ethnic migrants’ children; generate the situation of their potential failure in the future. Inside the society, accepting migrants, these problems complicate the structure of interethnic relations and links, and sometimes it becomes a ground for inter-ethnic tension. In the Russian Federation, the problem of adaptation of children from the families of ethnic migrants also becomes quite urgent, especially in the sphere of education. The author of the article has been researching this theme during the latest 20 years, and in 2019–2020 this research is made in the frames of the project “Integration of the children of ethnic migrants’ families via education: the methodical and consultative support of schools and kindergartens in the regions of the Russian Federation”, where 32 educational organizations in ten regions participate. The article illustrates a series of problems connected with the adaptation of migrant children, using the materials of the research made in the Ryazan’ and Kaluga regions. These children are mostly migrants of one-and-a-half or the second generation, and their families came to Russia from Kyrgyzstan, Uzbekistan, Azerbaijan and Tajikistan. Several paragraphs refer to the problems of adaptation to school of the Gypsy children. Basing on the results of the analysis, the author names main restrictions that prevent schools from the organization of intensive work aimed at linguistic, social and cultural adaptation of ethnic migrants’ children. She also defines main problems restraining the integration of the children from ethnic migrants’ families into the Russian educational environment and Russian society.

Introduction. The multilayered and contradictory development of the world, countries and regions against the backdrop of the consequences of globalization and international confrontation complicates the formulation and solution of internal management tasks, the choice of the optimal strategy and tactics for responding to rapidly changing situations, or, conversely, attempts to revive archaic institutions that reject the values of intercivilization dialogue. The purpose of this article is to identify and evaluate the place of the ethno-political challenges among the tools of the state national policy of the Russian Federation evidenced with relevant strategic planning documents.Materials and methods. The research was based on the study of official documents of the Russian Federation in the framework of the goal-setting and contextual analysis of political discourse, taking into account the concept of articulation. Methods of systematic and comparative analysis, political diagnostics were also used. The results of the research. The analysis made it possible to detect a significant, but not absolute correlation in the interpretation of ethno-political challenges for Russia in the considered strategic planning documents of the Russian Federation. It is shown that the meaning-forming plots of the official discourse in the ethno-political perspective have a largely conservative essence, referring to traditional values, preserving the identity of Russia as a civilization. Simultaneously it emphasizes the rejection of insularity, isolation, calls for activity in the international stage in various formats, for internal transformations. A certain coincidence of priority tasks in the context of actualized challenges in the field of interethnic relations, regional and spatial development of the country is revealed.Discussion and conclusions. The necessity of clarifying some of the provisions of the current strategic planning documents of the Russian Federation and of eliminating bottlenecks in them that do not agree with the modern discursive practices and the needs of managing the ethno-political sphere is substantiated. The authors proposed measures for improving the legislative support of ethnological examination, its practical implementation, expanding sociological and ethno-political monitoring with the integration of structures at the federal and regional levels and increasing attention to the local (municipal) level, early diagnosis and prevention of conflict situations, support for domestic culture and art, moral shaping of the elite and the training of personnel reserve in the spirit of awareness of belonging to the all-Russian civil nation.

The article examines modern legal and other measures of solution of problems of integration of foreign citizens in the Russian Federation and in a number of Western countries. Any immigrant country has as a part of its state migration policy the so-called “integration policy”(policy of integration) aimed at creation of conditions for adaptation and integration of migrants into new society, granting and protecting their rights and freedoms, providing social and socio and labour protection and creating comfortable socio-cultural climate for living. Immigrant countries use different models of state management of ethnic multitude. Models of multiculturalism and assimilation were the main. At present there takes place a peculiar process of diffusion - blurring clear boundaries between the models. Under conditions of a new migration situation, the Western countries are looking for new approaches to the solution of integration problems. Russian model of inclusion of migrants into receiving society is based on policy of sociocultural adaptation and integration, based on categorization of groups of migrants. Absence of clear strategy of the state migration policy in the field of socio-cultural adaptation and integration of migrants and lack of development in the field of migration legislation interfere with effective implementation of integration of migrants into Russian society. A number of new approaches and improvement mechanisms in the field of migration and national policy of the Russian Federation dealing with policy of adaptation and integration of migrants and legal regulation are proposed in the article.

The following article focuses on the problem of childhood safety. The phenomenon of childhood is studied in the context of the national policy of the Russian Federation. In modern society, state and science, the importance of social protection of an individual has been prioritized. One can see systematic changes in the legislation of norms regulating the sphere of social security. Social law as an independent branch in the system of domestic law, however, has not yet developed, therefore certain incoherence exists. All this, nonetheless, has triggered scientific discussions on possible directions of the state’s social policy, and in particular, the policy on children’s safety. The necessity of prioritizing childhood safety and security, defining it as a pivotal direction in the national policy is determined primarily by certain crisis phenomena taking place in contemporary Russian society. Moreover, designing and implementation of the most effective ways of guaranteeing children’s wellbeing is regarded as crucial. The article deals with various risk factors that can negatively affect childhood, as well as mechanisms of social protection of children. Particular emphasis is placed on the study of the development of Russian legislation in the field of social policy, including the emergence of fundamentally new institutions (for example, maternity capital). The article offers a definition of the concepts “social security”, “social policy”, and “childhood”, and examines the existing model of national social protection in Russia. Improving the quality of life of the population, strengthening Russian citizens’ health, ensuring stable demographic development of Russia are named among the main long-term national interests in the National Security Strategy of the Russian Federation. The above-mentioned objectives are equated with such large-scale interests as strengthening the state’s defense capacity, ensuring the inviolability of the constitutional system, state sovereignty, territorial integrity, etc., which confirms the relevance and importance of the topic in question.

The implementation of State National Policy of the Russian Federation, the achievement of the set strategic goals and objectives in the field of inter-ethnic relations necessitates combining the efforts of public authorities at various territorial levels. In general, it can be stated that the institutional framework required to ensure the State National Policy of the Russian Federation has generally been formed to this date. Mechanisms for interaction between public authorities involved in the implementation of national policy are further developed; the formation of the uniform institutional framework in the field of interethnic relations at the federal, regional and municipal levels continues; the practice of interaction between public authorities and civil society institutions expands. Apart from that and despite significant achievements, it has not yet been possible to adequately coordinate the activities of all implementers. There are issues in the use of certain institutional instruments at the regional and municipal levels caused by the insufficient elaboration of the corresponding legal framework

It is proved that the problem of interethnic relations influence the transformation of the political system of the state. The author concludes that in the Russian Federation a model of nation-building «multinational state» with the policy of «cautious of multiculturalism» is being developed. The «pure» multiculturalism, typical to many democratic countries, requires objective adjustments in view of features of modern political process.

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.
