The proposed approach involves building matching job profile on the basis of a preliminary assessment of the options to profile competencies. On the basis of the competency model, and the system of assessing the levels of a candidate, developed in this artide the author built a profile of competencies of a sales Manager of wood processing enterprises. The results of the study showed that the implementation of competence model in personnel management system allow you to create structural personnel policy of the organization, where the competency model is the Central element of the system of personnel management

Purpose. The aim of the article is systematization of the main directions of effective foreign experience of personnel management in the field of hotel and restaurant business. Methodology of research. The works of domestic and foreign scientists on effective foreign experience in personnel management in the hotel and restaurant business are the theoretical and methodological basis of the study. The tasks set in the work are solved by means of methods: analysis and generalization – at disclosure of the basic directions of the leading foreign experience of personnel management in the field of hotel and restaurant business; system approach and abstract and logical – in determining the possibilities of application of the considered methods in the domestic conditions of development of the subjects of the researched sphere. Findings. The main directions of effective foreign experience of personnel management in the field of hotel and restaurant business are systematized. It is established that the main areas of successful experience of foreign countries in the management of personnel of the hotel and restaurant industry include: the personnel management system of the hotel and restaurant industry, based on the use of kaizen strategy, which is typical of Japanese management; the American approach to the personnel management system, which is applied to the entire service sector in the country (including the hotel and restaurant business) and is based on a decent assessment and remuneration of employees for the work performed (“Pay for Performance”); competency approach used in the hotel and restaurant industry in the West and based on the guideline for training employees to manage their own knowledge, skills and abilities, i.e. be able to learn and develop independently (through the introduction of a generic model and corporate competency model). Originality. The substantiation of possible directions of adaptation of effective foreign experience of personnel management in the sphere of hotel and restaurant business to conditions of functioning of the Ukrainian establishments of the specified sphere has received further development. Practical value. The use of successful experience of foreign countries in the management of personnel of the hotel and restaurant industry will contribute to the further improvement of the system of training, retraining, advanced training and competitiveness of the hotel industry of Ukraine. Basic provisions of resource concept are presented in this article. The personnel are considered as a strategic resource of organizations which introduce a personnel management system focused on development of personnel’s competences. The pipeline industry continues to look for ways to improve its compliance and performance. Management systems have increased prevalence in the pipeline industry, with recognition that carefully designed and well-implemented management systems are the fundamental method that should be used to keep people safe, protect the environment and align organizational activities. Experience has shown significantly better success rates with management system implementation, both in terms of the quality and speed, when the person responsible for the design, implementation and sustainment of the management system has an integrated set of technical and enabling competencies. However, there is currently no standardized competency model that can be used to support a Management Systems Professional’s specialized knowledge and skills. The paper outlines the competencies needed by individuals to be effective in the design, implementation, measurement and evaluation of management systems. Applying a ‘whole-person’ perspective, the model includes business, relational and technical competencies that contribute to performance excellence for management system practitioners, including outlining example behaviours at target level performance and proficiency, and supported by a defined body of knowledge. This paper describes the Management System Competency Model, including how it can be used to create a position-specific development program for application within various organizations. This research establishes a basis for the creation of a practical, systematic and easy to use development road map for individuals and organizations who use or leverage a management system.
