The article analyzes the effectiveness of a homeowners association activity as a form of managing residential apartment buildings, explores the concept of a “management company”, “homeowners association”, the differences between these legal entities, develops proposals on increasing the effectiveness of the housing management system based on the principles of consolidation of efforts and resources of the state and public through the introduction of new management models, with the active participation of civil society institutions, proposals for licensing of homeowner associations, as well as the possibility of getting a qualification certificate for the Chairman of the Board of the homeowners association, attaching to the Chairman of the Board the status of the sole governing body not only in civil, but also in housing legislation. The author investigates innovations in housing and civil laws, submits proposals on improvement of legal institutions, improvement of legal engineering, analyzes the institute for state control over the homeowners association’s financial and economic activities.

Abstract: A series of imperial decrees of the 1820s ordering the establishment of a Greco-Uniate Theological Collegium and appropriate consistories contributed to the spread of the autocratic synodal system of government and the establishment of control over Greek Uniate church institutions in the annexed territories of Right-Bank Ukraine. As a result, the Greco-Uniate Church was put on hold in favor of the government's favorable grounds for the rapid localization of its activities. Basilian accusations of supporting the Polish November Uprising of 1830-1831 made it possible to liquidate the OSBM and most monasteries. The transfer of the Pochaiv Monastery to the ownership of the Orthodox clergy in 1831 was a milestone in the liquidation of the Greco-Uniate Church and the establishment of a Russian-style Orthodox mono-confessionalism. On the basis of archival documents, the political motivation of the emperor's decree to confiscate the Pochayiv Monastery from the Basilians with all its property and capital was confirmed. The transfer to the category of monasteries of the 1st class and the granting of the status of a lavra indicated its special role in strengthening the position of the autocracy in the western region of the Russian Empire. The orders of the Holy Synod outline the key tasks of ensuring the viability of the Lavra as an Orthodox religious center: the introduction of continuous worship, strengthening the personal composition of the population, delimitation of spiritual responsibilities, clarifying the affiliation of the printing house. However, maintaining the rhythm of worship and financial and economic activities established by the Basilians proved to be a difficult task, the solution of which required ten years of hard work. In order to make quick changes in the monastery, decisions were made by the emperor and senior government officials, and government agencies were involved at the local level, which required the coordination of actions of all parties to the process.

A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. This paper analyzes the historical conditions of Yemen’s Sufi movement from the beginning of Islam up to the rise of the Rasulid dynasty in the thirteenth century. This is a very difficult task, given the lack of adequate sources and sufficient academic attention in both the East and theWest. Certainly, a few sentences about the subject can be found scattered in Sufi literature at large, but a respectable study of the period’s mysticism can hardly be found.1 Thus, I will focus on the major authorities who first contributed to the ascetic movement’s development, discuss why a major decline of intellectual activities occurred in many metropolises, and if the existing ascetic conditions were transformed into mystical tendencies during the ninth century due to the alleged impact ofDhu’n-Nun al-Misri (d. 860). This is followed by a brief discussion ofwhat contributed to the revival of the country’s intellectual and economic activities. After that, I will attempt to portray the status of the major ascetics and prominent mystics credited with spreading and diffusing the so-called Islamic saintly miracles (karamat). The trademark of both ascetics and mystics across the centuries, this feature became more prevalent fromthe beginning of the twelfth century onward. I will conclude with a brief note on the most three celebrated figures of Yemen’s religious and cultural history: Abu al-Ghayth ibn Jamil (d. 1253) and his rival Ahmad ibn `Alwan (d. 1266) from the mountainous area, andMuhammad ibn `Ali al-`Alawi, known as al-Faqih al-Muqaddam (d. 1256), from Hadramawt.

ABSTRACT Many governmental incentives unilaterally offered in special economic zones affect competition in international markets and thus fall within the scope of the World Trade Organization’s Agreement on Subsidies and Countervailing Measures. Until very recently, products made in such zones could face countervailing duty investigations abroad on a charge of improper subsidization. In 2019, the World Trade Organization issued its first ruling focusing on the legality of certain special economic zone subsidies. In particular, the panel in India—Export Related Measures found fiscal preferences under an Indian scheme to be prohibited export subsidies. This article examines the status of special economic zone incentives under the multilateral subsidy regime, discusses the relevant anti-subsidy practice, and identifies ‘risky’ and ‘safe’ types of support measures that constitute unilateralism of zones in promoting economic activities.

Warehouse management system (WMS) direct and optimize stock based on real-time information about the status of utilization. The primary purpose of a WMS is to control the movement and storage of materials within a warehouse. With the widespread use of Internet and the growing complexity on corporate information, distributed architecture has become the first option on building enterprise applications. This paper introduces the CSLA.NET framework, and using .NET platform CSLA.NET distributed under the framework, and designing a set of distributed Warehouse Management System solutions.

В статье рассматривается 12 принципов Beyond Budgeting, предложенные Дж. Хоупом и Р. Фрейзером, и особенности их применения к управлению многоквартирными домами. Анализируется возможность внедрения Beyond Budgeting не только в управляющих организациях, но и при непосредственном управлении многоквартирными домами и создании товариществ собственников жилья. Результаты внедрения принципов Beyond Budgeting (изменение организационной культуры) анализируются по модели McKinsey 7S. Рекомендации по внедрению Beyond Budgeting даются в рамках теории организационных изменений М. Бира и Н. Нориа. Положительный опыт внедрения принципов Beyond Budgeting в ООО УК «Маяк» позволяет рекомендовать управление за рамками бюджетирования другим организациям, осуществляющих предпринимательскую деятельность по управлению многоквартирными домами в России. The article examines the 12 principles of Beyond Budgeting , proposed by J. Hope and R. Fraser, and the peculiarities of their application to the management of multi-apartment buildings. The possibility of introducing Beyond Budgeting is analyzed not only in management organizations, but also in the direct management of apartment buildings and in creation of a homeowners' association. The results of the implementation of the principles of Beyond Budgeting (change in organizational culture) are analyzed according to the McKinsey 7S model. Recommendations for the implementation of Beyond Budgeting are given in the framework of the theory of organizational change by M. Beer and N. Noria. The positive experience of implementing principles of Beyond Budgeting at OOO Management Company ‘Mayak’ allows us to recommend Beyond Budgeting management to other organizations carrying out entrepreneurial activities in the management of apartment buildings in Russia.

This journal discusses the implementation of the Border Control Management (BCM) system which is integrated with the Enhanced Cekal System (ECS), the Interpol I-24/7 system and also with the repository servers such as residence permits and DPRI systems in terms of security in this case based on the principle of selective policy. This form of research uses qualitative research with descriptive methods. Based on the research conducted, in the BCM system there is an Immigration Data Exchange as a regulator of integration between applications. The application of an integrated system in BCM makes the results of immigration checks at the time of scanning the passport showing the status of a ban, visa and residence permit, the last crossing, the status of Interpol, checking the transportation means, and checking other passports. However, the system is still often partially connected so that the Class I Special TPI Soekarno-Hatta Immigration Office must make various efforts such as having a Special IT team and making innovations to make immigration checks at TPI easier and more effective and in accordance with the principle of selective policies implemented by Indonesia.

The article analyses women’s organizations of modern Russia as a component of civil society. The study is based on the gender approach and materials analyzed include statistical data, results of opinion polls, websites of women’s organizations, interviews and other documents. The women’s movement is considered as one of the social practices in the context of the theory of practices proposed by Pierre Bourdie, Robert Connell and others. The author notes that the peak of women’s activity in Russia was in the 1990s, when women were uniting to solve social problems, such as women’s unemployment, human trafficking, etc. During that time, the women’s movement in Russia was developing with the support of international women’s organizations and foreign charity funds, but after the adoption of the so-called law on “foreign agents” many funds suspended or limited their activities in Russia. As a result, nowadays, many Russian NGOs including women’s organizations are facing financial problems. NGOs recognized as a “foreign agent” experience the most difficulties while organizations with the status of socially oriented NGOs can receive government’s support and funding. Using the method of content analysis, the author revealed that names of Russian women’s organizations often include such words as “family”, “childhood”, and “motherhood”, whereas the words “woman”/“women” and ‘women’s’ are rarely used. This is due to the fact that in Russian society there are still widespread views that the range of women’s interests should be limited to the private sphere. At the same time, the gender theory and feminism are often presented as attempts to undermine national traditions. As a result, a woman is considered as an object of social policy rather than a subject of social processes. The majority of Russian women’s organizations focus on charity work, but specific women’s interests and problems are often ignored or undervalued. However, domestic violence, labour market discrimination, and other gender problems can be solved only through the close interaction of the “third sector”, business, and government.

Abstract. Today's society has entered the era of big data, and the quality of surveying and mapping results has become the focus of government departments. As the statistical results of other industries, surveying and mapping results as one of the basic data sources provide data support for government decision-making, The status of surveying and mapping projects is constantly improving. This article introduces the ISO9001 quality management system implemented by the surveying and mapping production unit, the CMA quality management system implemented by the surveying and mapping quality inspection unit, and the first-level acceptance system for the two-level inspection of surveying and mapping products. Through the cause and effect diagram, taking the quality control of the fundamental geographical conditions monitoring of the national major surveying and mapping project as an example, the use method of the core tool 5M1E (Man, Machine, Material, Methods, Measurement, Environment) in the quality management system is demonstrated to prove that the quality management system plays an important role in the project. Provide reference experience for peers.
