The article small business is justified as a key factor in ensuring economically safe devel-opment of the forest sector of the Russian economy. Proven with the use of correlation and re-gression analysis that the turnover of small enterprises has the most significant impact on the gross added value produced in the sphere of forestry.

The article is devoted to small entrepreneurship in the scientific and technical sphere, despite the recognition of its right to state support, it has a significant difference from scientific and technical and the so-called earlier implementation activities characteristic of the period preceding economic reforms. A significant place in the article is given to the development of mathematical modeling in the system of innovative entrepreneurship in modern crisis conditions. Adaptability and flexibility are considered as the most important indicators of the efficiency of structures, their ability to ensure sustainable operation and effective innovative development of small businesses. The issues of scientific, technical and innovative activities in small business and in the public sector of the economy on the conjugation of adaptability and flexibility are considered. A number of modern techniques related to the development of mathematical modeling of the development of small enterprises in innovative activities in a crisis are analyzed. The necessity of mathematical modeling as the main factor in the implementation of financial support for small business in innovation, for which conventional methods are unacceptable, has been substantiated. The proposed approach should be considered as a guideline when assessing the mechanism for allocating funds from the budget for the development of small business in innovation.

The article analyzes the state and development of small business in the federal districts of the Russian Federation: dynamics and structure of the number of enterprises, the average number of employees, product turnover. The role of small enterprises in the Russian economy has been established. The data on the sectoral structure of this form of entrepreneurship and the distribution of small enterprises according to the assessment of investment in fixed assets are given. The problems that hinder the development of small business have been identified.

The presented study touches upon two groups of problems that significantly affect the development of the Russian economy. The first of them is the creation of conditions for the expansion and formation of small business, which, in particular, is a priority area of one of the national projects. The second problem is the establishment of relations of interfirm trust in the domestic business environment, which is in demand in various sectors of the economy and has become, for example, the dominant topic of the St. Petersburg International Economic Forum. Hence, the paper aims to form, on the basis of trust relations, a model of interaction between small enterprises and banks, which makes it easier to obtain loans. The object of the paper is intercorporate (B2B) trust, and the subject is the improvement of relationships between small businesses and banks on the basis of trust. The methodological basis of the study is an integral approach that combines both institutional and sociological views on the phenomenon of trust, and the traditional economic analysis of the relationship between banks and their clients, small enterprises. The analysis showed, on the one hand, the complexity of the relationship between banks and small enterprises, and on the other hand, the prospects of these clients for banks. There was also demonstrated the role of the B2B trust as a tool for establishing steady mutually beneficial contacts of the subjects under consideration. The author concluded that the model of partnership between small enterprises and banks, based on the establishment of relations of trust between the parties, will stimulate investment processes in small business and support its development. The study presents the organizational solutions for the establishment of the proposed model.

The development and support of entrepreneurship is a key factor in improving the social and economic level of the population. According to studies organized by PricewaterhouseCoopers (PwC) in Russia and conducted by the National Agency for Financial Studies (NAFI), the conditions for doing business in Russia have changed over 30 years, so it is necessary to look for innovative ways to grow further in light of these changes. In the Irkutsk region, stimulating innovation in the development of small and medium-sized enterprises through the union of all regional organizations created to support entrepreneurs enables more effective targeted support of small enterprises. The developed regional support programs for small and medium-sized businesses will allow entrepreneurs to offer 180 options for helping businesses. Social investments of large corporations in the Irkutsk region are aimed at increasing the level of social and business activity and the development of social business. Innovative technologies in the development of the tourism business are identified as priority. The main investment technology for the development of tourism is represented by the Tourism and Recreational Cluster (TRC) ‘Gate of Baikal’. The use of innovations and state support in the development of small business, the unique location of the Irkutsk region leads to an increase in the level and quality of life of the population.

An element of scientific novelty is the identification of some problems of small businesses at the present stage.

The author analyzes factors that led to a deeper fall in output and profitability in the real sector of the Russian economy in comparison with other segments during the acute phase of the financial crisis. It is argued that some contradictions in the government anti-recession policy, activities of the financial sector and natural monopolies lead to pumping out added value created in manufacturing and agriculture, increase symptoms of the «Dutch disease», etc. It is shown that it may threaten the balanced development of the Russian economy, and a set of measures is suggested to minimize these tendencies and create a basis for the state modernization policy.

The subject of the research is a set of approaches to the statistical analysis ofthe activities of small business entities in Ukraine, including micro-enterprises. The purpose of writing this article is to study of the features of functioningof small business entities in Ukraine. Methodology. The research methodology isto use a system-structural and comparative analysis (to study the change in thenumber of small enterprises by major components); monographic (when studyingmethods of statistical analysis of small businesses); economic analysis (when assessing the impact of small business entities on socio-economic phenomena andprocesses in Ukraine). The scientific novelty consists to determine the features ofthe functioning of small businesses in Ukraine in modern conditions. The influenceof the activities of the main socio-economic and political indicators on the activities of small enterprises in recent periods of time has been identified. It has beenestablished that there is flexibility in the development of strategies by small businesses in conditions of significant competition, which makes it possible to quicklyrespond to changing situations in specific markets. Conclusions. The use of acomprehensive statistical analysis of small businesses functioning in Ukraine willallow government agencies to develop a set of measures to optimize the activitiesof these enterprises, which ultimately will positively affect the strengthening oftheir competitiveness and will contribute to the growth of the national economicsystem.

In modern Russian conditions of economic management, it is important to analyze deformations in the development of small business in those sectors of the economy that are strategically important for the development of the economy of the whole country. So, for Russia strategic resources, determining the vector of development of its economy, among others are forestry. This is due to the fact that Russia is the world's largest country with forest resources. It ranks first in the world in terms of forest area and the volume of timber reserves. In addition, the development of entrepreneurship in forestry, including small business, is the most problematic in the current economic conditions. Due to the specific scope and the lack of financial capacity of small businesses in this sector demonstrates the lack of effectiveness in its development, which is reflected in the increase in arrears to the budgets of all levels, increasing the size of the shadow work and others. The results of the survey of small business leaders revealed that businesses can to lead a part of the activity into the shadow, first of all, with the goal of reducing costs. According to the estimates of the World Wide Fund for Nature, the extent of deforestation in the informal sector in Russia is more than 30%, and in the surplus regions up to 59-70%. According to expert estimates, federal and regional budgets are losing every year in this connection from 1 to 1.5 billion rubles. forest payments. The reasons for the deforming activities in small business are inadequate state, legal and economic policies and the lack of effective measures to support small business. This necessitates a more careful study of the implemented instruments of state support for small business in the forest sector of the economy, taking into account the currently existing factors of business deformation.

In modern economic conditions, the state of small business is an indicator that reflects the dynamics of the development of the main socio-economic trends occurring in the country. In return, the current crisis phenomena have a negative impact on the development of small business, which contributes to the formation of the middle class, which makes up a significant part of the economically active population of the country. Despite all the measures provided by the government of the Russian Federation (tax holidays, subsidies, reduction of the tax burden due to the introduction of special tax regimes, etc.), the number of small businesses is decreasing. This article analyzes the current state of the state’s tax policy in relation to small enterprises, examines the issues of taxation of small enterprises in Russia, and identifies the main trends and disadvantages of taxation of small businesses. The most complex and urgent problems of functioning and further development of small businesses are identified and characterized. Statistical data on the dynamics and structure of small businesses by type of economic activity in Russia, the dynamics of the tax burden on small businesses, and tax revenues to the budget of the Russian Federation are presented and analyzed. The article substantiates the need to reform the tax system as a necessary measure to support small businesses, designed to improve and accelerate the dynamics of socio-economic development of the state.
