Author estimates role and signifi cance of this sculpture composition both in the historical context and in the system of touristic area of modern city. This article aims to initiate a study of an extremely interesting body of texts by Viktor Ya. Iretsky that were published in the major metropolitan newspaper Rech' [Speech] and caused a resonance in 1917-1918. The study of the originality of the half-forgotten prose writer's revolutionary journalism in the context of the ideological searches of the author's famous contemporaries - M. Gorky, V.G. Korolenko, L.N. Andreev, A.A. Blok, I.A. Bunin - seems relevant. Based on newspaper, magazine, and book collections of the National Library of Russia, the Library of the Russian Academy of Sciences, and the House of Russia Abroad, the article analyzes the essays published in Rech' from March 1917 to August 1918 using historical-literary and intertextual research methods. In the course of the research, the author selected the most revealing essays that are comparable to well-known journalistic works about the revolution, analyzed their artistic originality, evolution, and similarity to the journalism of 1917-1918. Iretsky's texts are thematically and ideologically similar to Andreev's articles and diary entries, Korolenko's writings, and - particularly - Gorky's cycle published in Novaya Zhizn' [New Life]; however, theses texts describe the facts, moods, and the revolutionary atmosphere from the point of view of an observer who opposes the revolution and, since May 1917, sees it only as destructive force. The author concludes that Iretsky's essays, reflecting the metamorphoses of the intelligentsia's perception of the revolution, problems close to Gorky's and Korolenko's notes, are more similar to emigrants' diaries, especially Bunin's Cursed Days, in their confessional nature, antiBolshevik pathos and artistry. The specificity of Iretsky's texts is explained by the attention to specific everyday material immersed in the cultural and historical context. The value of the essays is determined by its orientation to everyday life, inclusion of the living tissue of life in the texts; by its confessional nature, which back in 1917 and 1918 revealed a critical emigrant attitude - then expressed in diaries only - to the course of the revolutionary transformation of Russia; and by the inclusion of expressive historical and cultural figurative elements. Abstracting, analyzing the situation from the point of view of European history and culture (including the ideals of the French revolution), using images of works of Russian literature (Dead Souls by Gogol, The Cherry Orchard by Chekhov, The Brothers Karamazov by Dostoevsky, etc.) and reminiscences on them, Iretsky does not approach authors of political pamphlets, but rather such important figures of Russian journalism as Maxim Gorky and Vladimir Korolenko, and the diary prose of the brightest Russian writers.

The article presents the results of the analysis of the practice of implementation the concept of universal basic income. It is shown that in estimating the results of a series of experiments in this field, conducted in a number of countries, it is recommended to abandon the approach based on the positivist point of view. For a long time, it dominated science in general and economic research in particular, but it continues to influence many researchers today. This conclusion should be taken into account in the formation of the structure and composition of regions’ welfare indices. The research materials are placed in a broad historical context. On the one hand, this made it possible to more vividly present the prerequisites, characteristics and consequences of repeated attempts to introduce universal basic income into the practice of social insurance, undertaken in different countries of the world (Finland, Canada, Kenya, Iran, India, USA). On the other hand, to reveal the possibilities and problems of using universal basic income as a tool to help overcome the dysfunctional development of certain territories, including mining regions.

Abstract Sharing operations of high-speed passenger and heavy slow freight trains on the same rail tracks presents additional risks to vehicle and pedestrians who cross the tracks. This is due to increase in rail traffic at crossing; drivers and pedestrians overestimate the amount of time they have to cross the intersection in front of a higher speed train; and due to the fact that circuited crossings are not adaptable and might lead to confusion and bad decisions. From human perception point of view these accidents happen in particular when the high speed trains were just introduced since the drivers as well as the pedestrians are used to interact with slower trains. Looming is a major factor that contributes to the perception error experiences by a driver or pedestrian. On one hand a faster train is being detected at farther distance than a slower one but its time to contact (the time it will reach the crossing) is shorter. Thus, a pedestrian might think that he has enough time to cross the railroad but actually he does not. Horn sound has the same effect on human perception. This paper discusses issues related to human perception which contribute to accidents in these cases.

To facilitate further research, suggestions are offered for making the definition of dominance more precise. This paper interprets the experience of a sample of 60 clinicians becoming involved in formal management, mainly at hospital unit level, in the historical context of changing health service organisation. This includes the introduction of managerialism and the evolution of the NHS into a structured network based around purchaser/provider relationships. The conclusion is that these clinicians are becoming involved in management, and making the personal and social adjustments necessary for this, but in a way that leaves medical culture, and their allegiance to it, at the present largely intact. This is achieved largely through the organisational mechanism of clinical directorates, which promise to function as professional groups from the clinical point of view and as business units from the managerial perspective. An argument is put forward, based on a theoretical view compatible with the data from the clinicians' experience, that this mode of medical involvement in management may operate without undue conflict in the longer term if: (a) clinicians accept the degree of local professional regulation that this model applies; and (b) the conflict between medical need and available resource can be dealt with elsewhere in the system without passing it back to hospitals and clinical directorates. On the other hand it is possible that conflict will increase if the consequences of management control systems and objectives percolate down through the management hierarchy and cross into the medical domain, via clinical directorates.

AbstractScholars of language policy and politics have increasingly come to appreciate that there is much insight to be gained by scrutinizing data collection practices and the debates around them. What is (or is not) counted and how counting is done has consequence, but in ways that are not always self-evident. Taking the Basque Autonomous Community (BAC) in Spain as a case study, this article examines the historical context in which census and other statistical surveys of language emerged and what the changing forms of quantification can tell us about the evolution of language advocacy discourse and politics more generally. We will look at how concerns with tracking marginalization led minority language advocates to experiment with measures of oral use and linguistic landscapes in the public sphere. The final section examines how economistic and quality management techniques have gained traction in recent efforts to quantify Basque value and vitality today. We conclude with a consideration of the insights to be gained by looking at quantification efforts from the point of view of minority language advocacy.

Military information systems are surveyed in an historical context starting with the SAGE system of the 1950's and projecting to the anticipated supersystems of the 1970's. Human functions in development, operation, and use of these systems are considered from a human factors point of view. This evolutionary overview shows how hardware and software design impact on human performance and how this impact has focused and expanded research in the computer sciences and in the behavioral sciences. The evolving human functions in military information systems are described. These descriptions serve as a basis for defining and researching critical human factors opportunities and problems. Paralleling this analysis is a review of several past, current, and future trends in human factors research for future military information systems.

The paper is an initial form of dissemination of the research activities carried out by the IUAV University of Venice working group which, on behalf of the Municipal administration of Brendola, seeks to delineate the application of a methodology for the study and analysis of the architectural and landscape heritage of significant cultural interest that is in a state of abandonment. The case study application is the church of San Michele Arcangelo in Brendola (Vicenza), known as the “Incompiuta” (“Unfinished”). The case study proposed is an interesting exemplar of ecclesiastical architecture, designed by engineer-architect Fausto Franco, in which its characteristics of being unfinished and in a state of ruin contribute to redefining the image of a work that fits in a historical context of architectural and technical experimentation, where the reference to historical architecture is mediated by contemporary forms and by the use of modern building materials, among which, the use of reinforced bricks is noteworthy. The research activity, which is taking place in the context of the COVID-19 health emergency, aims at putting a series of strategies and operational practices based on the digitisation of data to the test, so as to allow increased interoperability and sharing through the building of an online open data repository addressed to the actors involved in the conservation process and to the community. In the processes of conservation and valorisation, in-depth knowledge and documentation of the materials and construction techniques involves multidisciplinary areas; effectively organising them in a system that regulates their collection, cataloguing, processing and archiving according to shared procedures, therefore becomes a fundamental prerequisite for the development of operational planning of the valorisation strategies. All the instruments that make it possible to collect data and reach a true knowledge of the object therefore become indispensable. From this point of view, the push towards the digitisation of the data that emerged during the pandemic phase plays a fundamental role in the range of application possibilities, from the survey to the mechanisms for the conservation and management of the cultural heritage.

Criminal behavior of youth is a constantly current problem. It is not a new problem, a new one emerging and exploring. In the historical context, we meet him quite early. Likewise, we are punished with the possibilities and attempts to solve it. As we are currently talking about a very topical issue, it is clear that this phenomenon is not quite at the professional and legal level. Instead, rather than the consequences, it is necessary to examine the causes of the criminal behavior of youth. Often, they are conditioned by the criminal behavior themselves against the children taking these patterns and models into their behavior and their reactions. From the point of view of the possibilities of solution, then we get completely into other areas and other spheres.
