The role and place of advanced professional training in the system of tourism education

The paper analyzes the problems and prospects of the development of the system of advanced professional training in tourism. One of the problems of the tourism industry, which is closely related to the activities of specialized educational institutions, is the disparity between the nature of demand and supply in the labor market industry. The necessity of improving the system of vocational education and the transition to a practice-oriented teaching, the development of new educational programs for advanced professional training and the introduction of new teaching methods are substantiated. The main problems to be solved in the system of advanced professional training in tourism are revealed. It is noted that advanced professional training in tourism for teachers will establish a system of continuing education, enabling them to learn new technologies and skills needed to manage a successful teaching in the present conditions, and to enhance students’ employability and subsequent successful career in tourism.

The article explores the task of making higher education more profession-oriented. In this context, we consider the technology of structuring and matching professional activities and content of professional education curricula with the help of ontology. This technology employs intelligent analysis of labor market and educational content matching with the aim to organize educational programs and verify professional competences based on their ontological properties. The article also considers development of a professional training cognitive map that can help design the student’s personalized educational trajectory factoring in the given parameters.

The article is devoted to the analysis of the peculiarities of forming the competences of future economists in the process of obtaining educational services in higher educational institutions. The views of domestic and foreign scholars on the essential characteristics of the «competence», which are necessary for the qualitative fulfillment of official duties by future economists, are presented. The requirements of the labor market for future specialists in economics and accounting are analyzed, in particular, regarding to the effective possession of information and communication competencies. The results of the admission campaign of 2017-2018 academic year in the specialties 076 «Entrepreneurship, trade and stock-taking», 051 «Economics» and 071 «Accounting and taxation» of the bachelor and master's levels are demonstrated. The content of educational programs for preparing the economic direction specialists, competitive in the labor market, is considered. The ways of improving the quality of educational services for the preparation of future economists in order to ensure the possibility of their further employment in the specialty are proposed.

It was found that systematic monitoring of the quality of education is necessary for effective management, informed decision-making, comparison and adequate assessment of the state of professional training. This task is successfully implemented through SWOT-analysis, which identifies strengths and weaknesses, potential opportunities and potential threats, establishing relationships between them, which can be further used to form quality management strategies for the training of future heads of educational institutions. A SWOT-analysis of the system of training future leaders (managers in the education system) was conducted and a matrix was developed on the example of Mukachevo State University. This made it possible to systematize information about internal and external factors that affect the quality of the educational process. Its results allowed to determine the competitive advantages of professional training, to form strategic priorities (ways) and to get a clear algorithm of further actions. In particular: periodically review educational programs, permanently monitor the market of educational services and resources of Mukachevo State University, systematically take measures to ensure the quality of educational services under the master's educational program «Educational Pedagogical Sciences: Management of Educational Institutions». At the same time, the analysis of the research results showed that the management of the quality of training of the future head of an educational institution depends on setting standards, updating educational programs, highly qualified staff, quality organization of the educational process and effective management.

Abstract. The purpose of the article is to highlight the problems of providing regional labor markets with qualified personnel and identify ways of effective interaction between educational institutions and enterprises. The theoretical significance of the article is that it, based on an experimental study conducted in the Donetsk region, analyzed the reasons for dissatisfaction of enterprises with the quality of professional training; the existing experience of cooperation between educational institutions and enterprises of the region is analyzed; barriers have been identified that prevent the establishment of an effective partnership between educational institutions and enterprises aimed at meeting the existing and future needs of the labor market in qualified personnel; the level of readiness of enterprises of the region to cooperate with institutions in the direction of modernization of material and technical base, internship of teachers, joint preparation of educational programs, advanced training of personnel is analyzed; on the basis of the analysis of results of survey it was identified professions for which it is advisable to start professional traininin in vocational institutions in Donetsk region; the model of competencies of the future skilled worker elaborated by employers is presented (on the example of the profession «Locksmith for repair of wheeled vehicles. Driver of motor vehicles (category «C»). Machinist of a truck crane»). The practical significance of the article is that based on the opinion of employers of Donetsk region, the authors offer recommendations to improve the interaction between educational institutions and enterprises of Donetsk region to solve the problem of professional training for current and future needs of the region’s economy. The presented recommendations and research model can be extrapolated to the effective development of labor markets in other regions of the country. It was revealed that the modern labor market in particular in Donetsk region is characterized by significant disparities between demand and supply of personnel (almost all vacancies in terms of occupations have a deficit, i.e. supply (number of unemployed) exceeds demand). There is a great lack of vacancies in the professions of auxiliary worker, driver of vehicles, seller of food products, seller of non-food products, cook. Instead, the scarce professions that are in demand in the labor market are a machinist bypassing turbine equipment, a locksmith repairing steam and gas turbine equipment, a machinist bypassing boiler equipment, an electrician servicing electrical installations, a kneading machine operator, a plumber, a nanny, an electrician for repair and installation of cable lines, a pipe and billet cutter, an extruder of refractory products. It is determined that the system of training of future skilled workers in educational institutions of the region needs significant modernization, as there are currently significant discrepancies between the level of preparation of graduates for professional activities and the requirements of employers. The difficulty of adaptation of graduates in the workplace is associated with the lack of certain professional competencies and personal qualities, the development of which should be paid attention to in the process of initial professional training in educational institutions — practical training, experience, practical knowlwdge), motivation to work. Deficits are also responsibility, independence, purposefulness, level of qualification. It was found that cooperation between educational institutions and employers is still carried out in traditional forms — the internships of students of educational institutions on the basis of enterprises, the participation of employees in assessing the quality of training. The prevalence of formal interaction significantly determines the quality of training for the needs of regional labor markets. The directions of personnel professional training for actual and perspective needs of the region labour market are singled out: excavator driver, car mechanic, electric gas welder, locksmith-repairman, electrician, turner, crane driver, confectioner cooker. The structure of the competency model of future skilled workers was identified — basic and professional competencies — that will ensure rapid adaptation and effective work of graduates at enterprises of the region. It is determined that for the effective development of regional labor markets and effective training for them the key is to implement the idea of public-private partnership of educational institutions and employers, the most effective forms of which should be cooperation in curricula development, advising on their content, methods and technologies of the educational process, providing recommendations for updating equipment, providing teaching materials, assistance in updating the library fund, databases, to ensure the educational process in the institution (invitation of so-called guest speakers), professional development of teachers and masters of industrial training, joint project activities, implementation of career guidance activities, organization of excursions of students and entrants to enterprises, informing about employment opportunities at enterprises, lobbying the interests of the institution at the level of local governments, participation in determining the development strategy of the institution, assistance in the process of attraction of additional sources of financing, creation of advisory bodies of the educational institution (advisory committee in the specialty, supervisory boards, etc.). One of priority problems of modernization of system of the higher education in Russia is overcoming the disproportions revealed during different years of monitoring of activity of higher education institutions, reduction of the contents, structure of vocational training of shots, technologies of realization of educational programs in compliance with requirements of employers and also taking into account the forecast of labor market, welfare and economic development. All this is possible at the stage of development of the higher school on condition of introduction of new mechanisms of management of the higher educational institutions based on formation and increase of their reputation, care of higher education institutions of the reputation responsibility.

Language plays an imperative role in business as a means and a source of power. It is particularly important in the tourism industry when international customers may be unable to communicate directly with service providers in the receiving country, and this has a direct effect on the level of satisfaction that they enjoy during their experience. To address this issue, countries attempt to various degrees to manage their labour markets so as to produce a number of graduates from secondary and tertiary level educational institutions commensurate with the demand from the sector. However, this is quite a young industry at the global level, and it is not clear to what extent the number and quality of such graduates with international language ability will be required. This paper studies the comparative extent of such education at the tertiary level of individuals in both Thailand and Malaysia. It aims to compare the number and variety of people being trained in the tourism and hospitality industry and the extent to which languages are being taught. Results show that there is something of a disconnection between the languages provided and the languages that tourists desire in terms of their mother tongue. Those tourists who can speak English or Chinese may receive service support in those languages, while those who cannot may be disappointed.

Educational institution as a provider of skilled manpower in the tourism industry is the focus of the research field of tourism. Education was instrumental in creating quality human resources. Education in the teaching process can be interpreted as a process of creating a quality resource. Today many emerging institutions or educational institutions have a similar goal, promoting competition in terms of absorption of students with the advanced system of teaching, facilities and quality teachers. Students as customers of the educational institution require the services here in the form of reciprocal teaching with payments to educational institutions. Students can stay in one educational institution if the service of educational institutions provides benefits to student functions.

Abstract The process of continuing education of paramedics is based on gaining educational credits during five-year educational periods. One of the forms of self-improvement are Internet-based educational programs. The lack of regulations concerning the organizational and technical aspects of e-learning made the authors attempt to analyze the phenomenon. The aim of the article is to present an initial analysis of the role of online educational programs in comparison with other forms of professional training of paramedics. One in three respondents has recently used one of the methods of distance learning. Despite the low awareness of the effectiveness of e-learning, almost 70% of the interviewees expressed a positive opinion about it and over 50% were willing to use such forms in the future. The respondents preferred online trainings in the asynchronous version, containing audio-visual materials and providing the possibility to obtain a certificate issued to the participant after completing the course. The demand for topics in the area of professional training included mainly the fields of Drug Therapy, electrotherapy, electrocardiogram (ECG) evaluation, medical segregation, and help in delivery in pre-hospital conditions. Modern forms of distance learning do not make it possible to acquire practical skills, yet their role in professional training of paramedics is still significant. According to the authors, online educational programs constitute an effective complement to traditional training through the performance of tasks in a mixed form, known as blended-learning.

The national system for workforce training in professional-technical education institutions (PTEI) fulfill less than the third part of its key tasks: supply of the domestic economy with the skilled staff in conformity with the labor market needs, balancing of demand and supply of the workforce with due consideration to priority areas of the economic development. The main source of data on the labor market is statistical information collected by the State Employment Service. According to experts, the State Employment Service does not adequately provide the real picture across the labor market, because it administers mostly vacancies with low salary rates or ones not demanding high professional qualifications. Considering the above said, modernization of the education statistics on professional-technical education (PTE) is greatly important as a means for regulating interactions between the market of education services and the labor market. As of 01.01.2017, the PTEI network covered 810 education institutions (not including PTEI in Donetsk and Luhansk regions, located in the antiterrorist operation area), with quite even distribution of PTE institutions across the regions. Drawbacks of the professional education system, not properly adapted to future needs of the domestic economy, resulted in low competitiveness of most part of the youth at the labor market due to lack of professional competencies or lack of the required qualifications and skills. The scopes and professional and qualifications structures of professional training in PTE I are, by large, do not correspond with the employers’ needs. The main indicator reflecting the correspondence of the scopes and the professional and qualifications structure of PTEI graduates to the needs of domestic labor market is the integral coefficient of balance between demand and supply of the workforce trained in PTEI. The key components in the new model for statistical reporting on PTE are as follows: setting the conformity between the nomenclature of definitions (terms) for statistical reporting forms on PTE with definitions (terms) adopted in the Law of Ukraine “On Education”; inclusion of the indicator on PTE costs, by profession (or groups of professions) and source of financing; inclusion of the indicators reflecting the observance of PTE standards for persons with special needs, considering their individual mental, intellectual, physical and sensor abilities. The essential mechanisms for solutions of problems related with PTE development in Ukraine involve building up the institutional framework to implement the new innovative model for regulation of professional training by the principle of public-private-government partnership, i. e. engaging all the resources available with stakeholders and their as more extensive as possible adaptation of foreign (international) approaches and analogues that have proved their durable effectiveness.

This article studies the employment of Kazakhstan university graduates in the professional labor market. The problem of matching the needs of employers and the interests and competencies of graduates of higher education institutions of the Republic of Kazakhstan is of great importance and yet insufficiently studied. This article aims to analyze the possibility of employment and assessment of professional training of the graduates of Kazakhstan universities from the position of employers. Using the expert survey method, the authors present the main results obtained from Kazakhstan employers on the problems of employing young specialists and defining the requirements to their qualification. 643 employers from all regions of Kazakhstan took part in the survey. The analysis showed that Kazakhstan employers in certain professions look for the graduates of higher degrees (i. e. Masters and Ph.Ds.), but most employers in this study consider the training of students at the undergraduate level sufficient to enter the labor market. The study provides an insight into the main trends in the labor market for Kazakhstani graduates and how these trends affect the skills that graduates should possess; the key characteristics that employers pay attention to when employing higher education graduates; and the skills that graduates should possess in order to be successfully employed. The conclusion is that the institutions of higher education are concerned with developing an institutional narrative that is based on building long-term strategies to enhance the development of competencies for employing graduates. Currently, there is a dual situation in the evaluation of educational programs’ performance, caused by the gap between the goals that educational institutions set and the expectations of employers. This problem remains relevant even in conditions of a sufficiently high level of employment of graduates. In other words, the demand for certain groups of specialties on the labor market does not yet provide young professionals with competitiveness due to the quality of training. Accordingly, the interviewed employers note the need for qualified specialists capable of realizing the organization’s tasks.
