The article presents some of the most urgent problems of the country´s transport infrastructure, and one of the ways to solve them, the main advantages of the introduction of intelligent transport systems in the Russian Federation in relation to road transport, also presented the priority goals and objectives of the ITS and their impact on the needs of society and the economy.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.

The article examines the prospects for organizing a cluster as an effective tool for ensuring connectivity of territories of the Russian Federation through the systematic and integrated implementation of intelligent transport technologies, which corresponds to strategic directions of development of transport in the Russian Federation and determines the relevance of the topic. The objective of the study is to determine the features of organisation of the transport and logistics cluster prioritising development of intelligent transport technologies by analysing the prospects for their development, studying variability of characteristics and structure of the cluster under various conditions of its formation based on the methods of formal logic, grouping, analysis of statistical data, normative-legal information, information synthesis. The study resulted in identification of prerequisites for the most rapid development and effective implementation of intelligent transport systems within the cluster. The expediency of using this approach has been substantiated, despite its labour intensity and cost. The study suggests definitions of an innovative transport and logistics cluster, as wells as characteristics of the transport and logistics cluster prioritising intelligent transport technologies. The study revealed the specifics of organisation of this cluster, which is primarily determined by the presence of dual characteristics. The peculiarities of cluster formation are reflected in the proposed structure of the cluster under study. The role of the state in organizing an innovative transport and logistics cluster is also defined

Abstract Transport telematics systems integrate IT with telecommunications in applications for different transport systems. Through their implementation, the use of transport infrastructure and means of transport increases, while increasing the level of safety of vehicles and facilities performing transport tasks. The implementation of modern Intelligent Transport Systems in road transport necessitates their evaluation (including reliability and operation) and the rational selection for planned criteria. The article presents the author’s work on criteria and sub-criteria that will be used to evaluate technical and teleinformatic solutions for ITS services.

Abstract Vehicle counting is one of the most basic challenges during the development and establishment of Intelligent Transport Systems (ITS). The main reason for vehicle counting is the necessity of monitoring and maintaining the transport infrastructure, preventing different kind of faults such as traffic jams. The main applied solution to this problem is video surveillance, which is presented by different kind of systems. Some of these systems use a network of static traffic cameras, expensive for establish and maintain, or mobile units, fast for redeployment, but fewer in diversity. In this paper, one particular concept of a low-cost mobile vehicle counting system is investigated, which uses an object detection method based on calculating “mass centre” of detected features of possible object. A hypothesis of improvement of the basic algorithm was formulated and a modification was proposed. In order to prove the hypothesis, both basic and modified algorithms were tested and evaluated.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.
