Quality ensuring in training students and educational institutions graduates is one of the state directions in the sphere of education. In view of this the significance consists in the development, introduction and improvement of the assessment model for the quality of training students on the baccalaureate’s , specialist’s and master’s curricula. This paper reports the model considered for the correspondence assessment of curricula to the requirements of the Federal State All-Russian Standard for Higher Vocational Education (FSARS HVE) on basis of four indices and thirtytwo criteria according to the recommendations of the Russian Accreditation Agency of the Russian federation. For each of the criteria there are shown documents and materials confirming its fulfillment. Failure to execute at least one of the criteria means lack of correspondence of the curriculum to the requirements of the FSARS HVE. A not less significant procedure of curricula quality assessment – a confirmation, by means of the presentation of documents and materials on the successful application of knowledge, abilities and skills obtained in the course of mastering a compulsory cur-riculum by students and graduates under real or simu-lated working conditions. One of the conditions for the increase of curricula effectiveness – the availability in an educational institution (EI) of the incollege system for education quality assessment which would allow planned carrying out organizational measures on a fundamental analysis and objective self-appraisal of educational activities of all departments of the EI and obtaining complete information on the curricula realization, and also correcting a training procedure with the aim of quality increase in college graduate students training. The main purpose of such incollege system consists in the definition of areas for education quality increase in all kinds of activities of the university and its departments.

The major objective of this study was analyzing the Ethiopian Higher Education quality assessment model in line with another world. The total 46 key informants were purposively selected from the data sources of this study (Ethiopian public HEIs and the Ministry of Education) and interviewed. Document analysis was another instrument. Using descriptive qualitative research design, data were analyzed in themes qualitatively. Literatures describing the higher education quality assessment models were reviewed. The literature on the models of higher education quality assessment generally tends to converge to the general model of higher education quality assessment and tends to diverge from it while it adds many approaches to the dimensions. It is recommended that the Ethiopian system better to be governed by an independent agency that has strong international linkage, and the system should emphasize the need of stakeholders in quality assurance and assessment. Use of diversified methodologies and existence of explicit standards for resource utilization were recommended. Rigorous interdisciplinary and cross-disciplinary peer reviews are strongly recommended in this study.

Dropout is a topic of significant concern to Higher Education Institutions, especially in Colombia it is considered one of the most important indicators to define higher education quality. Nevertheless, in Colombia, and particularly at the Universidad Nacional de Colombia, it has been generally assessed only academic dropout. This decision has prevented understanding other types of dropouts that also occur in the university. The research group performed Multiple Correspondence Analysis to assess the relationship between dropout types (academic, dropout on request, and expiry of time limits) and variables such as sex, socioeconomic stratum, type of admission, and semester of dropout. In the results, we found a disparity between types of dropout concerning the type of university admission, sex, socio-economic stratum, and the semester in which dropout occurs. Women are related to the dropout request while men are associated with the academic dropout. Additionally, the academic dropout occurs in the first 4 semesters, and the expiry of time limits occurs in the last ones.

Purpose – The purpose of this article is to discuss Portuguese academics’ views on quality assessment and the elements that are important for a better understanding of what ascribes meaning to “quality cultures” in Portuguese higher education. Design/methodology/approach – The discussion was based on the results of a survey run in 2010 among Portuguese academics on quality assessment objectives and purposes. Descriptive statistics was used to investigate academics’ support to what quality assessment was supposed to guarantee (its purposes) and which should be its objectives. Furthermore, a factorial analysis using Promax rotation (oblique) was performed to investigate if the different purposes could be grouped according to the different areas they address in terms of quality assessment, helping to uncover a rationale that could explain the answers obtained. Theoretically, the results have been analysed in the light of the “quality culture” concept. Findings – Perceptions of Portuguese academics that support internal processes of quality assurance correspond either to the responsive quality culture or the regenerative quality culture. The viable form of ideal cultures is analytically limited, and the perceptions gathered encourage “quality cultures” biased by stronger group control. Originality/value – The paper offers new insights into academics’ perceptions on quality assessment, a theme that so far has been relatively absent from higher education quality assurance studies. Furthermore, the results obtained could be useful to policymakers and quality assurance agencies when setting up evaluation and accreditation systems capable of balancing improvement associated with the group dimension and accountability coupled with the grid dimension.

The article covers current trends in the worldwide experience of quality assessment in preschool education. The authors have analyzed the world's best practices in assessing the quality of preschool education. One of the tools recognized in the world community is the ECERS-R scale. The authors share understanding of the ways to apply these scales to quality assessment in accord with the requirements of the Federal State Educational Standard for preschool education and make it possible to assess the quality of conditions for development, moral instruction and education of preschool children. The ECERS-R scores make it possible to reveal the development vector of a preschool educational organization. When using ECERS-R scales for a comprehensive assessment of the quality of education in preschool educational organizations, the assessment becomes the key to the development of the preschool establishment. Identifying and bridging the gap between the norm of the standard and activities of the institution, i.e. the goal and the reality, shape the key directions in work. On the basis of this assessment, a program for development of a preschool organization should be defined. The authors conducted a research on introducing the ECERS-R scales into activities of the teaching staff to improve the quality of interaction between employees. The researchers worked out and implemented a plan for improving staff interaction and collaboration based on the ECERS-R scales. The work carried out showed a significant qualitative improvement in the interaction between employees, which consequently affects the education quality.

Abstract. Taking into account the fact that Standards and Guidelines for Quality Assurance in the European Higher Education Area identify employers at the level of one of the main stakeholders in higher education quality assurance, the authors of the publication conducted their survey within the non-grant project «Higher Education Quality Assessment». Among the focuses of the project attention were also those questions, the content of which was focused on clarifying the employers’ opinion on the existence of dependence of the higher education quality on the sources of its funding and specialization of the Institute of Higher Education.Using the tools of expert interviews and questionnaires, 184 employers from Kharkiv, Poltava, Sumy, as well as Ukraine-controlled parts of Donetsk and Luhansk regions were interviewed. The obtained results were considered through the prism of the analysis of university ratings in the direction of finding out the specialization and forms of ownership of those universities that occupied the so‑called top positions within its framework. The analysis revealed fundamental differences between the trends of the national academic rating «TOP—200 Ukraine» and the international university rating «QS World University Rankings» on the specialization and forms of ownership of leaders of the Institutes of Higher Education. It was found that among the top world level universities, classical Institutes of Higher Education dominate and within the sample selected for analysis there exists parity between the amount of private and public Institutes of Higher Education. The analysis of the national academic rating allowed to state the fact that among the top Ukrainian universities, specialized Institutes of Higher Education dominate, and the share of private Institutes of Higher Education is absent at all. The perception of the results of the survey of employers and the results of the analysis of the university rankings’ content through the prism of the dependence of the higher education quality on its sources of funding and specialization of the university, allowed to formulate proposals for improving public policy in higher education sphere. Among the practical measures, the implementation of which, on the one hand, will improve the quality of higher education, and on the other — will contribute to optimization of the state budget usage for the higher education maintenance and development, it was proposed to develop and implement two state target programs, namely: Programs of priority development of specialized Institutes of Higher Education and the Program of priority development of classical Institutes of Higher Education. For each of these programs, the criteria for selecting of Institutes of Higher Education for inclusion in the program were determined, as well as the limit amount number of its participants was determined. In addition, the article substantiates the need to involve employers into the higher education quality monitoring at the regional and state levels, as well as formulates proposals for improving the mechanisms of public administration over assurance of the higher education quality. Keywords: higher education quality; the survey of employers; dependence of the higher education quality on sources of its financing and specialization of the Institute of Higher Education; directions to improve content of public policy in the higher education sphere; state target program to ensure the priority development of higher education institutions.
