FINANCIAL MOTIVATION AS INEFFICIENT SOCIAL TECHNOLOGY IN STIMULATING PUBLIC MANAGERS

The article presents an analysis of the use of social technology of material motivation in the process of formation of managers by state. The general issues of public policy in the field of formation of staff are examined. The research is done by using a range of methods: analysis of data of Federal State Statistics Ministry of Education and Science, Ministry of Labor and Social Protection of the Russian Federation; analysis of legal documents governing these problems. The result of the research work is the analysis of correlation of social technologies used for different kinds of motivation of managerial staff of government. Application of research results is possible in the development of the unified concept of public policy aimed at the formation of staff potential of government. The main conclusions are the following: the use of material incentives to administrative staff does not give the desired effect. In addition to financial and other types of motivation, it is necessary to regulate the process of career growth of senior management strictly.

The article examines women's problems - the status of women in the family and society, protection of their legitimate interests, employment, protection of motherhood and childhood, increasing the status of women in society in the years of independence, protection of their rights and interests. , labor. and improving living conditions has become one of the priorities and goals of public policy, and it is scientifically based that the problem of treating women has risen to the level of public policy and strategy. The factors determining the relevance of the topic are analyzed. The article highlights the attitude towards women in the renewed Uzbekistan, the essence of the state policy in the field of guardianship, aimed at comprehensive support of women. It is known that in recent years in the field of history, social philosophy, law, economics, pedagogy, such issues as treatment of women, gender equality, protection of the rights and interests of women, ensuring their social protection and employment, participation of women in internal and external migration have been considered. The scope of special research work is expanding. Problem-chronological, comparative-analytical methods of the occurrence of socio-historical events are based on a methodological approach that allows the synthesis of objectivity, accuracy and development, linking history and modernity, ensuring the unity of theory and practice, a theoretical and methodological basis. research based on the formation of such scientific principles as interdependence, structure, development in development.

The article examines the formation of the early support system for young children as an integral part of Ukraine’s state policy in the field of education and children’s rights, the international and national legislation that defines this system, and the stages of its formation. Early support is understood as an interdisciplinary family-centred comprehensive support system for young children with developmental disabilities or biological or social risks. The aim of this system is to improve children’s development and their families’ quality of life with the help of special institutions, organisations and their subdivisions of different subordination: the Ministry of Education, the Ministry of Health and Social Protection of Ukraine. The main provisions declared in international and national legal documents concerning early support for children with special educational needs at different age periods are analysed and the stages of system formation are defined. The practices of early support for children with special educational needs at each formation stage are described.

The protection of childhood, especially children with disabilities is one of the main and promising areas of public policy. Legal support for the social integration of children with disabilities is a call of the time and a responsibility of the welfare state, which has undertaken as a member of the United Nations several obligations towards children with disabilities. To this end, the legislation seeks to adhere to clear algorithm of public administration of social protection of persons with disabilities. It focuses public policy on persons with disabilities according to their needs, creating an educational environment that meets the needs and abilities of each child, regardless of its special needs of social protection systems in Ukraine. The purpose of the study is to highlight and analyze international and Ukrainian legal documents, identification and characterization of the main problems in the social and legal support of the integration of children with disabilities into society. Methodology. Due to the use method of analysis, synthesis and generalization of legal acts and documents, problems in the social and legal support of the integration of children with disabilities into society have been identified. Results and practical significance. It has been found that in Ukraine there is a lack of elaboration of the legislation in the part that concerns the integration of children with disabilities into public life, in particular, their right to receive equal opportunities for education with others. Inclusive education has been considered as one of the most important institutions for the inclusion of children with different levels of mental and physical development.

Приведены экспериментальные данные оценки по хозяйственно полезным признакам одиннадцати новых партенокарпических гетерозисных гибридов огурца в условиях весенне-летнего оборота Кировской области. Проблема возделывания теплолюбивых культур в северных регионах страны формирует цели селекционных исследований. Выращивание культуры огурца в Кировской области усугубляется неблагоприятными климатическими условиями второй световой зоны (короткая продолжительность вегетационного периода, низкие положительные температуры, заморозки в третьей декаде июля и в первой декаде августа). Цель научной работы – оценка и выявление перспективных партенокарпических гетерозисных гибридов огурца для выращивания в условиях необогреваемых теплиц в весенне-летнем обороте второй световой зоны. Исследования проводили в лаборатории северного овощеводства Кировской области во Всероссийском научно – исследовательском институте овощеводства – филиале ФГБНУ «Федеральный научный центр овощеводства» в условиях поликарбонатных необогреваемых грунтовых теплиц в течение 2018-2019 годах. В результате фенологических наблюдений и оценки биометрических показателей определены раннеспелость, скороспелость и товарность испытуемых партенокарпических гетерозисных гибридов огурца селекции Агрохолдинга «Поиск» и ВНИИО – филиала ФГБНУ «Федеральный научный центр овощеводства»: F1Авоська, F1 Атос, F1 Букет для мамы, F1Малахитовая шкатулка, F1 Мультифрут, F1 Новатор, F1Пилигрим, F1 Спринтер, F1 Реванш, F1 Тонус, F1Экспресс в сравнении с районированным гибридом огурца F1 Каролина. Определено сильное негативное влияние климатических условий второй световой зоны на продолжительность периода «всходы-плодоношение», который в среднем за годы исследований в зависимости от гибрида варьировал от 47 до 55 суток. Установлено, что для получения ранней продукции огурца в условиях поликарбонатных необогреваемых грунтовых теплиц Кировской области следует выращивать гетерозисные партенокарпические гибриды огурца F1Спринтер (3,6 кг/м2), F1 Авоська (2,1 кг/м2) и F1 Атос (2,5 кг/м2). Отмечены партенокарпические гибриды огурца F1 Спринтер и F1 Атос, которые имеют наиболее высокий выход товарной продукции 95,7 и 94,0%, соответственно. Выделен самый урожайный партенокарпический гибрид огурца F1 Новатор (16,1 кг/м2). В результате исследовательской работы рекомендовано выращивать в условиях необогреваемых теплиц весенне-летнего оборота Кировской области партенокарпические гибриды огурца F1 Новатор, F1 Спринтер, F1 Атос и F1 Авоська. The article presents the experimental data on the assessment of economically useful traits of eleven new parthenocarpic heterotic cucumber hybrids under the conditions of the spring-summer turnover of the Kirov region. The problem of cultivation of thermophilic crops, which arises in the northern regions of the country, is one of the stages of breeding research. The cultivation of cucumber in the Kirov region is aggravated by unfavorable climatic conditions of the second light zone (short duration of the growing season, low positive temperatures, frosts in the third decade of July and in the first decade of August). The purpose of the scientific work is to evaluate and identify promising parthenocarpic heterotic hybrids of cucumber for growing in unheated greenhouses in the spring-summer turnover of the second light zone. The research was carried out in the laboratory of northern vegetable growing of the Kirov region at the All-Russian Research Institute of Vegetable Growing - a branch of the Federal State Budgetary Scientific Institution Federal Scientific Vegetable Centre in the conditions of polycarbonate unheated ground greenhouses during 2018-2019. As a result of phenological observations and assessment of biometric indicators, the early maturity, early maturity and marketability of the tested parthenocarpic heterotic cucumber hybrids of the selection of Agroholding Poisk and ARRIVG – a branch of the Federal Scientific Vegetable Centre were determined: F1 Avoska, F1 Atos, F1 Buket dlya mamy, F1 Multifrut, F1 Novator, F1 Piligrim, F1Sprinter, F1 Revansh, F1 Tonus, F1 Express in comparison with the zoned hybrid of cucumber F1 Carolina. A strong negative influence of climatic conditions of the second light zone on the duration of the seedling-fruiting period was determined, which on average over the years of research, depending on the hybrid, varied from 47 to 55 days. It has been established that to obtain early production of cucumber in polycarbonate unheated ground greenhouses of the Kirov region, heterotic parthenocarpic cucumber hybrids F1 Sprinter (3.6 kg/m2), F1 Avoska (2.1 kg/m2) and F1 Atos (2.5 kg/m2). Parthenocarpic cucumber hybrids F1 Sprinter and F1 Atos were noted, which have the highest yield of marketable products, 95.7 and 94.0%, respectively. The most productive parthenocarpic cucumber hybrid F1Novator (16.1 kg/m2) has been identified. As a result of the research work, it was recommended to grow parthenocarpic cucumber hybrids F1Novator, F1 Sprinter, F1 Atos and F1 Avoska under conditions of unheated greenhouses of spring-summer turnover of the Kirov region.

There are serious gaps in our knowledge and understanding of how public policy at the federal, state, and local levels affects the work of a wide array of nonprofit organizations. On October 4th and 5th, 2010, the Association for Research on Nonprofit Organizations and Voluntary Organizations (ARNOVA), with the support and encouragement of the Bill and Melinda Gates, Kresge and C.S. Mott foundations, convened a group of thirty nonprofit scholars and leaders to explore what we know about the impact of public policy on the nonprofit sector. The conference focused on how public policy helps or harms the ability of nonprofit organizations, particularly but not exclusively public charities, to fulfill their missions.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Purpose. The article analyzes the normative documents of the Ministry of Education and Science and the Ministry of Labor, which underlie the development of the basic educational curriculum for the new Federal State Educational Standard 3 ++ majoring in 20.05.01 “Fire safety”. The types of professional activity in the specified specialty are considered, the range of tasks is outlined when introducing an independent assessment of qualifications into the institute system of specialists training. The principle has been determined, which, if not observed, will result in the unbalancing of specialist program. Methods. Theoretical level methods were used within the framework of the research, in particular, analysis, as well as methods of the empirical level – description, comparison and testing. Findings. The research resulted in the development of a scheme for a two-stage education system in the implementation of the Federal State Educational Standard of Higher Education 3 ++, and the direction of specialization for a specialist program has been determined as well. Research application field. The results obtained will help to further develop the main professional educational curricula of a specialist program in two areas, in which graduates will be equally in demand. Conclusions. Taking into account the above said, the study will progress in developing a separate specialist program, aimed at the needs of the labor market in the field of fire safety (engineering, preventive and managerial personnel of the services providing fire safety in an organization).

- Within the research project Overcoming the barriers and seizing the opportunities for Active Ageing Policies in Europe, the Italian part being carried out by the IRPPS-CNR, there has been an in-depth study of the dynamics regarding population ageing and the social security system in Italy, in the light of the notion of activation - one of the main inspiring criteria of the European Employment Strategy. The paper presents comparative European research work that has highlighted the need to deal with the old age - social security link through an integrated group of diversified policies that consider above all employment policies, life schedules and social protection. The publication proposes to discuss the problem of teaching children of immigrants who have arrived in our country and need to adapt to the new social, linguistic and cultural environment. The principles underlying the organization of education for children of immigrants in the Russian Federation, and the conditions for their education in educational institutions of our country, which were formulated at a meeting of the Council under the President of the Russian Federation for Interethnic Relations on March 30, 2021, are given. The content of the state order of the Ministry of Education of the Russian Federation to the Federal State the budgetary scientific institution “Institute of Education Development Strategy of the Russian Academy of Education” to study the difficulties faced by children of immigrants in the process of adaptation. The result of the study should be the creation of a set of guidelines for teachers organizing the work of classes in which children of immigrants study.

Abstract Notwithstanding the high societal impact of disasters in Mexico, there is a lack of integrated efforts to establish a sound policy for reducing disaster risk to counterbalance the existing concentrated endeavors in disaster management. In the face of such segmentation, the science and technology community has advocated for a change of perspective, from civil protection to integrated disaster risk management. The first Multi-Sectoral Conference towards Integrated Disaster Risk Management in Mexico: Building a National Public Policy (MuSe-IDRiM Conference) was held in Mexico City at National Autonomous University of Mexico, 21–24 October 2019. In support of the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the conference aimed at enhancing the dialogue between the science and technology community, citizens, civil society organizations, private and public sectors, and the federal, state, and municipal governments to foster the process of transforming the current National Civil Protection System into a national public policy oriented towards integrated disaster risk management (DRM). Barriers and challenges to the implementation of integrated DRM were identified. Implementation of integrated DRM challenges current socioeconomic structures and encourages all relevant stakeholders to think, decide, and act from a different perspective and within and across spatial, temporal, jurisdictional, and institutional scales. Understanding disaster risk from an integrated approach, learning skills that authorities have not learned or used, and hence, strengthening disaster risk governance are prerequisites to effectively manage disaster risk.
