Strategic development of the Russian oil and gas complex: theoretical foundations, specifics and globalization aspects of state regulation

The monograph examines the historical and economic aspects of state regulation of the economy, and concludes that the national results of identical economic policies pursued by individual countries at different stages of development are heterogeneous. The necessity of improving the mechanism of centralized influence on economic activity in the Russian Federation by finding the optimal combination of various tools, taking into account the specifics of state regulation of the oil and gas complex as a structural element of the national economy, is proved. The article examines the world experience of oil-producing countries with a developed market structure, analyzes the cause-and-effect relationships between global processes on the world energy market and the internal economic specifics that arose during the modernization of production and the reform of the regulatory mechanism of the Russian oil and gas complex. It is recommended to everyone who is interested in the issues of state regulation of the economy and the development of the domestic oil and gas sector: state civil servants working in the fuel and energy sector, managers and employees of oil and gas enterprises, teachers, doctoral students, postgraduates and students.

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.

The article discusses several new laws in the oil and gas sector of Venezuela, which appeared at the beginning of the 21st century. It also presents the tax regimes in this area of the country and the types of tax and economic burdens that apply to these regimes; highlights the main problematic aspects of changes in tax legislation and the consequences on the activities of foreign companies and the development of the oil and gas sector of the country as a result of such changes. It is concluded that the increase in state revenues not solve the problem of attracting investments in the oil and gas sector of the country, and only scare off a large company in the future (Exxon Mobil and ConocoPhillips have left the Venezuelan market), resulting in a fall in production at the country, its government revenues, and then slowing down economic growth in the country. As an alternative approach to improving state regulation and the conduct of the oil business in the country, the options for improving this situation are presented: to increase the share of foreign companies in strategic partnerships; review the tax system for oil companies; allow some programs to be implemented directly by foreign companies; and propose new distribution and profitability schemes that will adapt to the current international hydrocarbon market.

This article discusses the economic benefits of uranium mining, as well as its environmental and health impacts. Sustainable development includes several aspects: energy, water, the environment, food and the economy, and ensuring each of these aspects is a serious problem. Energy is at the center of other aspects of sustainability, as it has a direct relationship with water, food, and the environment. Uranium is Kazakhstan’s top priority in the global energy market. In the world, there are different opinions on the development of uranium production, increasing the value of atomic energy. Apparently, this should be preceded by a crisis in the field of oil and gas production in recent years, in connection with which the world energy market should have a diversified course depending on various energy sources. Kazakhstan is a country rich in uranium. In addition, over the years of independence, we have increased production almost four times and maintain leadership in the world. Therefore, uranium production is the most important advantage of our global energy space today.

The study compares domestic and foreign companies in the oil and gas sector for the first time and identifies the distinctive features of each group. The results of calculations showed that the profit of any large oil and gas company is affected by revenue, cost of production and the amount of tax deductions. Moreover, the refinancing rate of the country where the company is registered is important for the activities of oil and gas companies.

The paper deals with the problems, the resolution of which determines the specificity, direction and validity of the optimal positioning of Russian industry companies in the international business in the oil and gas sector. The driving force of this process is the use of the advantages of international business for scientific and technical re-equipment of the oil and gas sector of the Russian fuel and energy sector. The productive use of profiling capabilities implies a mutually beneficial transfer of technologies, localization of production of modern equipment in Russia in cooperation with global manufacturers and expansion of access to the world markets of natural and produced assets of hydrocarbon origin. The conclusion reached by the authors is that the identified areas and the nature of the impact of the increased involvement of Russian participants in the international oil and gas business contribute to their competitive advantages.

This paper emphasizes the role of primary sources of energy, primarily oil and gas in the future (so-called “energy mix”) with the expected trends in the future. The changes expected by the oil and gas sector in the 21st century have been underlined due to energy decarbonisation. There are intense discussions about the oil and gas future due to the effects of climate change and the announcement that oil is in the final phase of exploitation due to the high depletion of fields around the world. How are the big oil companies responding to these challenges and what are the trends of global energy consumption? In the 21st century, it is necessary to take in account all types of energy with the growth of renewable sources. In the meantime, natural gas is imposed as a bridge between fossil and decarbonised energy, and the trends in the gas segment in the world and in the Republic of Croatia will be emphasized as well. In addition, the new Croatian energy strategy must be aligned with changes in the oil and gas sector, as well as exploration and production of hydrocarbons. Carbon-free energy is still a long way, but the low-carbon energy period has begun.

The tendencies and prospects of the Russian economy development as an energy net-exporter country are considered in the context of perspective supply-demand dynamics in the world energy markets. Medium- and long-term prospects of oil and gas prices dynamics as one of the key factors of economic growth in Russia in the post-crisis period are analyzed. It is shown that due to predicted slowing of the world energy demand growth rates and strengthening in this connection of the competition in the traditional Russian markets the dual Russian economy character (it is not only a producer, but also a rather intensive consumer of energy) makes the problem of internal economy diversification very urgent. A conclusion is made that it is necessary to carry out preventive measures aimed at accelerated transformation of the Russian gas sector (or in addition to the oil sector) into a major factor of economic growth.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.
