Based on limited resources and unlimited needs, especially in crisis, in the regional economy an important role plays a search and effective involvement in the production of additional municipal resources. Economically active part of the Republic of Ingushetia (RI) is traditionally employed in oil and agriculture. Due to the fact, that according to economic theory, resources are renewable and non-renewable, exhaustible and inexhaustible there is a need to diversify the sources of funds on the basis of the organization of small business in the development of national crafts, tourism, hotel services and other areas. On purposeful implementation of the activities, the small-scale producers cooperate, create clusters, i.e. there is a basis for vertical and horizontal integration.

The relevance of the research topic lies in the importance of development of small agribusiness entities for increasing production of agricultural products, increasing the level of employment and income of the rural population, solving social problems of the village. The system of public support measures for agricultural sector, developed by the Ministry of Agriculture of the Republic of Kazakhstan as part of the implementation of the State Program on AIC Development for 2017- 2021, which includes subsidizing production costs, property insurance, preferential taxation, investment subsidies for construction of facilities or their modernization, subsidizing the repayment of the interest rate for concessional lending. The article analyzes the main technical and economic indicators: gross agricultural output by type of activity; structure of agricultural crops, their yield, incl. in small-scale commodity farms of the republic, including general harvest of grain and oilseeds. The authors have developed proposals for the use of a new financial instrument - an agricultural receipt, which allows investors (creditors) to finance agricultural production and sale of goods in small business structures; recommendations for exemption from income tax for a period of three years for taxpayers applying special tax regimes, improving lending to agricultural enterprises by commercial banks, mechanisms that allow in the future to reduce the amount of funds allocated from the state budget to support the industry. It is concluded that the further development of small business structures in AIC and their public support will improve socio-economic processes of the formation and functioning of all forms of family farms on the basis of meeting the needs of the population for food; to increase the employment rates of rural residents, taking into account the development of alternative directions based on cooperation and integration.

AbstractSleep studies in small-scale subsistence societies have broadened our understanding of cross-cultural sleep patterns, revealing the flexibility of human sleep. We examined sleep biology among BaYaka foragers from the Republic of Congo who move between environmentally similar but socio-ecologically distinct locations to access seasonal resources. We analyzed the sleep–wake patterns of 51 individuals as they resided in a village location (n = 39) and a forest camp (n = 23) (362 nights total). Overall, BaYaka exhibited high sleep fragmentation (50.5) and short total sleep time (5.94 h), suggestive of segmented sleep patterns. Sleep duration did not differ between locations, although poorer sleep quality was exhibited in the village. Linear mixed effect models demonstrated that women’s sleep differed significantly from men’s in the forest, with longer total sleep time (β ± SE =  − 0.22 ± 0.09, confidence interval (CI) = [− 0.4, − 0.03]), and higher sleep quality (efficiency; β ± SE =  − 0.24 ± 0.09, CI = [− 0.42, − 0.05]). These findings may be due to gender-specific social and economic activities. Circadian rhythms were consistent between locations, with women exhibiting stronger circadian stability. We highlight the importance of considering intra-cultural variation in sleep–wake patterns when taking sleep research into the field.

Introduction. In domestic historiography for many decades personal subsidiary plots were viewed as some rudiment of a non-socialist form of farming in the country’s agricultural sector. In accordance with the political principles of party ideologists, most researchers in every possible way emphasized the futility of the personal subsidiary plots and the inevitability of their soon withering away. And at the beginning of the XXI century they re-main a kind of “islands” of small business in the countryside and the main form of earnings for the total mass of rural workers. The main objective of this study is a comprehensive analysis of the current state of personal subsidiary plots of the rural population of Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identification of the most important development parameters of this form of small business. Materials and Methods. The scientific study is based on source materials from various government departments (including the Tatarstan Statistical Office), newspaper and journal periodicals, as well as data from historical, economic and sociological literature. When writing the article, the author was guided by the principles of historicism, complexity and objectivity. The research is based on the methods of historical science: problem-chronological, comparative-historical, systemic, etc. Results. During the study, the current state and indicators of the development of personal subsidiary plots of the rural population of the Republic of Tatarstan were systematically reviewed, in particular, their participation in the structure of regional gross income. It has been established that the main branches of economic activity of peasant farmsteads are vegetable growing and productive animal husbandry. It is proved that the strengthening of the positions of large investors in the village led to the curtailment of certain branches of production of personal subsidiary plots and their transition to a consumer rate of management. Discussion and Conclusion. The intensive development of various forms of small business in the post-perestroika period, including personal subsidiary plots of the population, intensified the market diversification of the economy of the agricultural sector in general and of high-quality peasant farmsteads in particular. During the forced dismantling of the collective farm and state farm management systems and the formation of new forms of entrepreneurship, peas-ant farmsteads became not only the economic basis for the existence of the rural population, but also a form of self-preservation of many settlements.

Rural tourism is now seen as an important direction of development of the regional economy. From the perspective of sustainable development rural tourism affects the economic, social and environmental aspects of the regional and local economy. Rural tourism is closely linked with agrotourism, eco-tourism, natural tourism and so on. Sustainable rural tourism can be realized by applying logistic, geographic and marketing approaches as components of sustainable development strategies. Logistics approach is determined by logistic potential of resource base of rural tourism and appropriate tourist flows regulation. In this context in the article the concept of tourism capacity or capacity of the resource base of rural tourism is used. The problem of the definition of tourism pressure on the resource base of rural tourism, particularly in natural landscapes is disclosed. Unlike environmental and recrealogical sciences, which stop at the capacity definition of the resource base of tourism, tourism logistics compares this figure with the existing tourist flows and accordingly determines the safe way of tourism management to ensure its sustainable nature. It was shown that these strategies boil down to two basic types – the further development of tourism in a particular area or limit such activities to conserve the resource base of tourism. Recreational (travel) load is the indicator that reflects the impact of tourism on the resource base of tourism (especially landscape complex), expressed by the number of tourists or tourists-days per area unit or per tourist site for the certain period of time (day, month, season year). There are actual, allowable (the maximum) and destructive (dangerous) types of travel load. The latter can lead recreational area or resource base of rural tourism to destruction. Thus, depending on the intensity of tourism resource base using in rural tourism it may change – according to tourist consumption. Large number of tourists affects the entire range of recreational destinations and their individual components. The most vulnerable part of the environment in this sense is vegetation, except that significant changes may occur with soil, water bodies, air and so on. The geographic dimension of the problem of rural tourism sustainable development includes the concept of zoning, ie the division of the territory, offering to develop rural tourism in several zones with different modes of travel usage – from a total ban (in protected areas) for complete freedom with transitional stages, involving various limit degrees in the development of rural tourism. Marketing approach reflects the application of the curve R. Butler to the stages of development of rural tourism destinations with the release of such steps as: research, involvement, development, consolidation, stagnation (also called “saturation”), revival or decline. Shown the models that link the stage of resource base tourist development (under “Curve Butler”), strength of tourism consumption the magnitude of such effects (eg weak (disperse) impact in large scale, strong (concentrated) impact in large scale, strong (concentrated) impact in small scale, weak (disperse) impact in small scale), dynamics of tourism development at the territory.

<p>For the regional economy and for the economy of a country as a whole it is necessary to correctly assess the economic potential of their territories. Errors or inaccuracies committed in this case can lead not just to inefficient spending of budgetary funds, but also to the wrong choice of the development strategy, which can result in a loss of competitiveness of the economy of the region and its cities and affect the development of the national economy as a whole. The purpose of this work is to provide a comparative assessment of the economic potential of the Novosibirsk region and other regions of the Si berian Federal District. The study examined the socio-economic potential of the region as an important indicator of territorial development. Its estimation is based on the index method and the cluster approach. Six groups of development indices of the regions of the Siberian Federal District were selected. Were used a method for standardizing indicators using variance and hierarchical methods of clustering. Clusters of the Siberian Federal District have been identified. A comparative analysis of the potential of the Novosibirsk region and regions from other clusters is carried out. Comparison of the Novosibirsk region with its neighbors, representatives of other, significantly different clusters – the Omsk region and the Republic of Altai – allows us to conclude that the Novosibirsk region exceeds the neighboring regions in terms of its economic potential. In the regional economy, the production, infrastructure and labor components of the potential are the most developed (and, therefore, most promising for use as locomotives of regional development). The remaining components are relatively behind, which makes it necessary to draw attention to them from the authorities and management. The results of the study can be used to improve regional economic p olicy.</p>

The article analyzes the structure of the revenue and expenditure side of the budget of the Republic of Crimea in the current year, and the tax receipts at the industry level. The main criteria for the effectiveness of the regional tax policy are highlighted. The directions of the tax policy of the region, and measures to attract financial resources for investment in the economy of the region are analyzed. The authors propose the directions of improving the tax policy of the Republic of Crimea in the near future through the implementation of measures aimed at developing the regional economy and improving budgetary policy.

The paper aims to discuss the prospects of using the project approach in the development of small businesses in 2020-2021. To meet that goal, the authors have applied a descriptive method, with regard to Articles of the Constitution of the Russian Federation. Small business is one of the economy drivers, providing the necessary jobs and opportunities for self-employment, enterprises related to small business are quite mobile and flexible. Project management allows for creating an adequate plan of company development under conditions of limited resources and time. Based on the results of the research, it can be concluded that the project approach is an effective tool used to solve strategic problems in the face of constantly changing circumstances by eliminating some of the imperfections inherent in the market and to introduce an agile workflow.

In order to develop an organizational and economic mechanism for the development of small businesses in the context of the coronavirus pandemic and the digitalization of the economy, an analysis of the problems of the development of small businesses in Russia was carried out on the basis of a study by the NAFI 2020 Analytical Center. Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.

The development of small business, agriculture is one of the key areas of economic development of the republic and has great potential and signifi cant reserves. However, this area of economic activity has a number of specifi c features, consisting not only in the seasonality of agricultural production as the basis for the formation of cluster formations and in the presence of a large number of unforeseen risks associated with natural and climatic unpredictable changes, and, according to the authors, agricultural businessmen are not suffi ciently motivated for production activities.
