STATE YOUTH POLICY AS THE TOOL IN FIGHT AGAINST EXTREMISM

The article deals with the implementation and effectiveness of state youth policy in the context of preventing and combating extremism in modern Russia. Analyzing the situation in the Russian Federation, the author shows that a number of young people entering various organizations of extremist and terrorist nature continues to increase. The article stresses that presence of extremism in the Russian society is considered at the highest level of government as direct threat to the national security. The author considers the concepts of «extremism» and «youth extremism» pointing out the presence of obvious specificity. Particular attention is paid to the problem of increasing the efficiency of state youth policy as a tool in the fight against extremism, proving the thesis that the trend of young people being drawn into extremist activities is largely due to the ineffectiveness of this policy.

The paper deals with the knowledge of Moscow students about the processes, institutions of socialization and the subjects of youth policy in Russia. The basis of the empirical base is the sociological study conducted by the authors in April–May 2019 in Moscow. It is noted that students adequately and critically assess the state of modern Russian society and the state, understand the causes of the crisis. The greatest impact on the formation of value orientations of modern Russian youth is provided by the media, family and education institutions. Moreover, the media form both positive and negative benchmarks for young people. Students are aware of the presence of various negative phenomena in the youth environment and show a critical attitude towards them. Comparative analysis with 2013–2017 studies shows that in 2019 the levels of patriotic sentiments among Moscow students and their approval of the activities of political figures, socio-political institutions decreased. The trends of prevalence in the values of young people of consumer orientations, approval of traditionally negative phenomena intensified. This contributes to the desocialization of youth, the manifestation of asocial and unlawful forms of their self-realization, the development of various countercultures, increased conflict tension and aggressiveness of young people, and the growth of extremism in the youth environment. Measures are proposed that increase the social efficiency of the state youth policy of the Russian Federation. The research materials are of interest to specialists involved in the problems of youth socialization and the implementation of state youth policy.

The article discusses formation of the concept of state youth policy in the Russian Federation; the main approaches to the essence of youth policy carried out in Russia are analyzed. The need for scientific support for the development of the main directions of the state youth policy is substantiated. The experience of preparation of state reports on the situation of young people in our country is examined. The main approaches to understanding the essence of youth and youth policy at the present stage of development of the Russian society are disclosed. The feasibility of the development and adoption of the Federal Law on Youth Policy of the Russian Federation is substantiated.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

The socially dangerous situation of minors is one of the most acute and at the same time difficult to solve problems of modern society. In different forms, it takes place in almost all countries of the modern world. The Russian Federation is no exception. The significant economic stratification of Russian society, the growing social inequality, the constant increase in the number of citizens living below the poverty line and a number of other equally important factors create conditions for an increase in the number of minors in a socially dangerous situation. The system of prevention of neglect and juvenile delinquency carries out measures for monitoring, accounting, preventive work with the designated social group. The emphasis is on the socio-economic and socio-psychological consequences of the socially dangerous situation of minors. The socio-political aspects of the socially dangerous situation of minors are hardly taken into account. The article is devoted to the study of the socially dangerous situation of minors through the prism of modern challenges to the national security of Russia. The article examines the reasons for the formation of a socially dangerous situation of minors. The possible consequences of a further increase in the number of minors in a socially dangerous situation were identified and described in relation to public and State institutions. The article identifies the challenges to the national security of modern Russia, which may come from the social environment of minors in a socially dangerous situation. New mechanisms of ensuring national security of modern Russia, taking into account the interests of minors in socially dangerous situation, are conceptualized. The empirical base of the article is the data of the system of prevention of neglect and juvenile delinquency (2017-2018), data of indices of social and economic development of the subjects of the Russian Federation (for the same period of time). The methodological basis of the article is the author's approach, which implies a combination of the theoretical foundations of the system of prevention of neglect and juvenile delinquency with the conceptual provisions of the theory of national security.

The study analyzes the modern youth policy of the Russian Federation using the methodological foundations of the theory of human capital. In this context, the criteria for the efficiency of youth policy are defined. The authors argue that youth policy is one of the priority areas of activity that determines the improvement of the country’s human capital. Moreover, it is possible to designate the formation and development of well-rounded young people who demonstrate initiative, are responsible and patriotic, have an active civic position, beliefs and a system of values, and take an active part in political and public life.

The problem of countering extremism is one of the key areas in the framework of national policy aimed at ensuring the national security of Russia The report analyzes the problem of preventing extremist sentiments among modern Russian youth. The statutory legal regulations adopted in the Russian Federation on combating extremism, as well as the Russian experts’ proceedings on this issue formed the theoretical basis of the study. The authors prove that the methodological basis for the prevention of extremist sentiments among young people existing in our country needs further development and improvement.

Researched is the problem of prevention of protest activity of Russian youth. The years 2020–-2021 in Russia were marked by an increase in youth protest activity. Young people have moved from passive civic participation to active protest actions. The purpose of the study is to study the possibilities for youth to implement constructive forms of civic engagement and identify ways to prevent youth protest activity. To conduct the research, the following methods were used: a questionnaire survey of Russian youth aged 14 to 35, inclusive, 2) analysis of official documents regulating work with youth. As a result of a survey of young people, a high level of protest activity of Russian youth over the past 3 years and a high protest potential were revealed. The analysis of official documents revealed various possibilities for the implementation of constructive forms of civic engagement by young people. In general, the analysis of public documents of the state authorities of the Russian Federation and the constituent entities of the Russian Federation organizing work with youth indicates the expansion of constructive practices of youth participation in the implementation of youth policy, the activities of local communities and the range of opportunities for self-realization, which is an essential factor in the prevention of youth protest activity.

The authors updated the problem of optimal integration of youth in social and political practice of Russian society. The article analyzes the political and legal aspects of the formation and implementation of state youth policy in Russia. Objective data of the regional level of legal regulation of state youth policy are provided. The author focuses on the issues of the development of the draft federal law "On state youth policy in the Russian Federation." The basic provisions are revealed, which, according to the authors, should be the basis of the concept of the draft law in modern Russia.

The article proposes an understanding of the system of education as a factor of optimization of state youth policy in the Russian Federation. Youth education determines the necessity of forming permanent growth of knowledge of fundamental nature on every level of basic education. The introduction of federal state educational standards is understood as a new impetus to the development of state youth policy. The article discusses three levels of training for young people in the transition to the Bologna system: special, socio-professional and professional individual.

The subject of this research primarily consists of documents of strategic planning of the Russian Federation. The object is the public relations in the area of ensuring national security, as well as reconstruction of cultural identity of the members of the Russian society within the framework of the legal field. The author raise the issue of legislative regulation of the government administration in spiritual-ethical area, pointing out the uncertainty of goal-setting and conceptual apparatus of the corresponding directives. The article elucidated relevant issues of national security and offers solutions in the information, education, and cultural spheres. The scientific novelty consists in the proposals on development and clarification of the conceptual apparatus of the normative legal framework of ensuring national security. This research is relevant due to articulation of the problem of foreign and criminal ideological influence upon the minds of current and future generations, as well as proposal on compensation of antisocial propaganda. The authors’ positions are aimed at protection of the foundations of Russian constitutional structure, ideological countermeasures to terrorism and extremism, preservation of unity of the multinational composition of the Russian Federation through formation of the cultural identity of the citizens, favorable spiritual-ethical environment, and preservation of Russian statehood. Indicating the positions of the President of the Russian Federation on the subject matter, the authors point to his political will to maintain a traditional society, which is based on historically formed morality.
