The article considers the contradictions and conflicts that are characteristic of modern Russian society. The processes of social disintegration are analyzed and interpreted as a result of fundamental social and economic transformations. The problems of economic inequality are presented in the historical perspective in close connection with the previous stages of Russia's socioeconomic development. Significant polarization of the population is one of the most significant conflict factors in modern society, which leads to an increase in protest moods and may in the long term threaten social upheavals. Nevertheless, dissatisfaction with the socio-economic situation does not lead to ideas of the unification and consolidation of society, but find expression in social conflicts. The emergence and development of social conflicts is influenced by a number of factors: economic, ethnic, religious. One of the most important characteristics of society is its social structure. After the collapse of the USSR, the previous social structure was abolished, and a new social reality was formed in Russia. When considering the stratification structure of society, most attention is paid to the middle class, which is considered the backbone of a stable society. The middle class in Russia is in the stage of formation, it is hardly possible to speak of a complete analogy with the middle class of Western society. The share of middle class in society can be estimated in different ways depending on the methodological approaches used by researchers. An important consequence of the transformation of the social structure was the problem of marginalization, since the dismantling of the old social structure and the slow formation of the new one put the social status and place in the division of labor system of many individuals into question. The sharp impoverishment of representatives of prestigious professions led to a reassessment of their situation, especially for the younger generation. When analyzing the origins of social conflicts in modern Russian society, it is necessary to consider the issue of the attitude of the broad masses of the population to power and national elites. It should be noted that power in Russia historically takes shape around specific leaders and does not have an institutional character. The most significant factor shaping the attitude towards the authorities and the elite in general in Russian society are the economic results of the market reforms that have taken place. Only a small part of the population believes that they won as a result of the changes that have taken place, the natural consequence of which is the population's distrust of the authorities and, in general, political institutions.

The presented study summarizes the results of the implementation of liberal market reforms in Russia and reviews tools of the market economy that could solve the problem of distrust within Russian society.Aim. The study aims to define the underlying problems that stem from the peculiarities of the historical development of the Russian Federation and now hinder the advancement of our country to a new level of development, and to propose directions for solving these problems.Tasks. The authors summarize the socio-economic consequences of the implementation of liberal market reforms; define the problems of the implementation of a rent-based economy in modern Russia; prove that Russia cannot advance to a new level of development without solving the problem of social distrust; review the tools that could change the current situation of global social distrust (publicprivate partnership, proactive budgeting, clusters, territorial marketing, Far Eastern Hectare program, smart cities, incident management).Methods. This study uses general scientific methods of cognition to examine the results of the implementation of liberal market reforms, identify the problems of modern Russia, and determine the possible directions and tools of development.Results. Russia’s development is historically based on finding and living off the natural rent. This perspective significantly narrows the range of ideas about the potential development directions for the Russian Federation. The rent-based development options proposed today expose another common Russian trait — uncertainty, lack of risk appetite, pessimism, and fear of “things getting worse”. Implementation of democratic reforms in the context of rent-based economic institutions, lack of mutual trust within society, poor performance of courts — all this aggravates the current situation.Conclusions. Nowadays, Russia needs an economy that would create a demand for human capital and inclusive political institutions that would make people engaged in the life of the nation, allowing them to capitalize on their creativity without leaving their homeland.

The race to develop and implement autonomous systems and artificial intelligence has challenged the responsiveness of governments in many areas and none more so than in the domain of labour market policy. This article draws upon a large survey of Singaporean employees and managers (N = 332) conducted in 2019 to examine the extent and ways in which artificial intelligence and autonomous technologies have begun impacting workplaces in Singapore. Our conclusions reiterate the need for government intervention to facilitate broad-based participation in the productivity benefits of fourth industrial revolution technologies while also offering re-designed social safety nets and employment protections. The article analyses the present state of Russian society in the context of overcoming economic stagnation and activating the mechanism of economic growth. The author examines the possibility of mobilizing human capital; social attitudes and their dynamics; the institutional structure of Russian society, implicating the principles of solidarity and coordination of interests within the framework of various voluntary unions and associations.  The analysis allows the author to define the social conditions for the activation of economic growth as complex, ambiguous and requiring a significant adjustment of social policy. At the same time, there are certain manifestations of Russian society’s interest in self-development, consolidation, and more active socio-economic transformations. The social demand for progressive sustainable economic development being obvious, the government will be able to launch economic growth by shifting from a policy of social protection to a policy of social development, with adequate goodwill and flexibility.

AbstractLabour market regulation varies significantly, both within and between developed democracies. While there has been extensive research and debate in economics on the consequences of labour market regulation, the political causes for levels and changes in labour market regulation have received less scholarly attention. This article investigates a political economy explanation for differences in labour market regulation building on a theoretical argument that labour regulation can be used as a nonfiscal redistribution tool. Consequently, partisanship, the demand for redistribution and government budget constraint jointly determine whether labour market regulation will increase or decrease. Consistent with this argument, panel analyses from 33 Organisation for Economic Co-Operation and Development countries reveal that labour market regulation increases under left-wing governments that face increased market inequality and high government debt.
