A key objective of the modern development of society is the observance of ecological and socio-economic unity in human life and comprehensive improvement of environment and quality of life should be considered in close connection with the quality of the natural landscape. The formation of scientific understanding of the unity of society and nature is driven by the need for practical implementation of such unity. This defines the focus of this monograph. Given the overall assessment of the current state of the environment in Azerbaijan, considers the scenarios for the future development of the area. The prospects of the use of biotechnology in integrated environmental protection. In the framework of the above to address complex social, environmental and production problems in Azerbaijan developed scientific basis of integrated system of industrial farms — biclusters with a closed production cycle through effective utilization of regional biological resources, whose interactions and relationships take on the character of vzaimodeistvie components for obtaining focused final result with high practical importance. Microbiological, biochemical and technological processes are the basis of all development of biotechnology. Presents the development will help strengthen the ties between science and production, establishing mechanisms to conduct applied research in the field of innovation and creation of knowledge-based technologies in solving current and future environmental problems in Azerbaijan. We offer innovative ideas distinguishes the potential need for their materialization into new products, technologies and services, including the widespread use of digital technologies to design dynamic digital environmental map in space and in time. For students, scientific and engineering-technical workers, students and specializing in environmental technology, environmental protection.

Ensuring for production the necessary quantities of biological material of valuable varieties and hybrids to maintain their initial characteristics requires the permanent application of measures to be carried out on a scientific basis, depending on the biological particularities of the variety or hybrid. The production of seeds for leguminous plants is of great importance because the vast majority of species propagate that way. Due to the fact the yield obtained depends on the quality of the seeds, it is necessary to use seeds of varieties and hybrids with superior qualities and from higher biological categories without foreign bodies (impurities). Knowing the particularities of leguminous plant seed is of special practical importance because the conditioning technologies and machinery are based on it and also the culture technologies that are applied both in the field and in protected areas. The paper presents some theoretical aspects regarding the separation of seed mixtures based on the aerodynamic principle (resistance of the seed mass layer to the air passage, seed floating capacity, air flow working rates, total air flow, physical characteristics of seeds, etc.) which were the basis for designing a conditioning module for vegetable, flower and cereal seeds.

In the article the creativity as an important factor of achieving success in human life in various socionomic, industrial and managerial spheres of activity is substantiated, as it is due to the creativity the cultural progress and scientific and technological progress of society has been becoming. The conceptual definitions of creativity as similar and at the same time different phenomena of historical and psychological discourse are analyzed. It is proved that the term “creativity” is characterized by a specific content and essence, which has four main invariants: as a creative intellectual activity of a person who produces ideas and brings them to the practical implementation (a person’s ability to generate unusual ideas; to avoid traditional thinking patterns; to solve problem situations in the best and emergent way), which is objectified in life situations as something unique and original; as a personal significant feature-quality of a person; as the creative opportunities that potentially manifest themselves both in exploratory work and in applied aspects of everyday life; as the ability to generate the original ideas, non-traditional ways and means of solving problems; as the ability to actualize their mental potential of author’s decisions. At the same time the creativity is substantiated as a psychological phenomenon and its conceptual reinterpretation is carried out, which includes ideas, knowledge, meanings, concepts, intellectual products that are unique and new, reveal the creative potential of a man, both in cognitive and practice-oriented affairs. The model of creative personality is outlined, which includes the cognitive-creative, motivational-creative, inventive-target, verbal-productive and emotional-creative components, which in dialectical psycho-content allow it to introduce a creative product.

The truly transparent and predictable work of the artificial intelligence being created can significantly improve the quality of human life, as well as its safety. In our opinion, the self-awareness of artificial intelligence is achievable only if it is independent in making any decision. We present three basic laws of artificial intelligence focused primarily on the possibility of their practical implementation.

The overall objective of development should be to improve the quality of people's lives, yet economic development without due environmental protection commonly leads to ecological or environmental impacts which have the reverse effect of reducing the quality of human life. A table showing some of the major environmental impacts that can result from uncontrolled rural development is presented to illustrate the fact that developmental activities with no environmental protection can be very seriously detrimental to the rural environment. Therefore, an environmental impact assessment, both short-term and long-term in scope, should be made of any major development scheme as a basis for drawing up strategies for minimizing undesirable impacts. Although a number of techniques are available for such impact assessment, the checklist and matrix approaches appear to be the most suitable for use in Southeast Asia, where impact studies are only just beginning to be introduced.

Today practically all students pursuing higher education are obliged to earn money simultaneously and this takes most of their time. In such circumstances in order to prepare for studies and especially for examinations students usually have too little time left. Moreover, they tend to overestimate its amount and unrealistically plan time needed to prepare for exams that inevitably and adversely affect quality of their education. The problem of optimizing students’ preparations for examinations acquires more and more theoretic and practical importance. The purpose of this work is to identify how much it is possible to increase the effectiveness of students’ preparations for studies and examinations by applying time management tools in “learning by doing” mode. For that the article provides a description of the research conducted in groups having day and evening classes and devoted to practical implementation of time management tools such as time-keeping, flexible planning, work with time absorbents. Research method consisted in oral surveys, time-keeping and analyzing its results, optimizing time planning with the help of fighting with time absorbents technics and revealing its real amount to achieve the objective of preparation for examinations. The article works out and proves the algorithm of calculating the real resource of time needed to prepare for examinations, that was tested in student groups and showed its effectiveness on the basis of the examinations’ results.

The article describes the study of the personnel potential of the production masters of a large industrial enterprise. Such studies are of great practical importance, because they reveal hidden reserves associated with insufficient use of human resources, and therefore allow you to find additional ways to improve the efficiency of the organization, increase productivity. The main method of assessing the human resources potential in the article is the method of identifying qualification deficits-indicators that reflect not achieving the required level for a specific competence, lack of specific knowledge or skills, a certain skill in the work of certain employees. In conditions of increasing changes in all spheres of human life, increasing competition of technologies, services, and goods, the ability of an organization to respond quickly to these changes, correctly assess the skill level of its employees, understand what skill deficits are occurring, and take timely measures to eliminate them is of great importance. Assess workforce capacity and identify the skill deficits is to obtain reliable and objective data reflecting the quality of human resources of the organization, on which to build effective program of individual and group staff development, which in turn will improve the overall efficiency of the organization. The article describes the research process itself, its stages and their features, and the main results. The novelty of the study is that a new approach is applied to the formation of indicators for assessing human resources potential, which is demonstrated by a specific example.

The human and social security paradigm has been developed and shaped at different levels in various countries and political regions as a result of their diverse development of civilisation. Security in all spheres of social life has become a paradigm of the present and the future and, following its creation, has caused mental changes in the human value system. The system of values developed at universities, in terms of peaceful coexistence, tolerance, respect for the canons of law, and environmental protection, is becoming an interpretation of the quality of human life. This means that universities, regardless of their educational and scientific research profiles, are actively involved in building security in their micro- and macro-environment in the short and long term. The social responsibility of universities to shape a safe environment consists in including the following in the content of education and in the system of values of graduates: human rights, assumptions of humanitarianism, ethics, tolerance, environmental protection, respect for the law, shaping pro-social attitudes, and many others arising from the challenges of the present and future.

The scientific problem of economics “Managing the quality of human life” is formulated on the basis of artificial intelligence, algebra of logic and logical-probabilistic calculus. Managing the quality of human life is represented by managing the processes of his treatment, training and decision making. Events in these processes and the corresponding logical variables relate to the behavior of a person, other persons and infrastructure. The processes of the quality of human life are modeled, analyzed and managed with the participation of the person himself. Scenarios and structural, logical and probabilistic models of managing the quality of human life are given. Special software for quality management is described. The relationship of human quality of life and the digital economy is examined. We consider the role of public opinion in the management of the “bottom” based on the synthesis of many studies on the management of the economics and the state. The bottom management is also feedback from the top management.

Subject. The article considers functioning and development of process flows of transportation and logistics system of a smart city. Objectives. The study identifies factors and dependencies of the quality of human life on the organization and management of stream processes. Methods. I perform a comparative analysis of previous studies, taking into account the uniquely designed results, and the econometric analysis. Results. The study builds multiple regression models that are associated with stream processes, highlights interdependent indicators of temporary traffic and pollution that affect the indicator of life quality. However, the identified congestion indicator enables to predict the time spent in traffic jams per year for all participants of stream processes. Conclusions. The introduction of modern intelligent transportation systems as a component of the transportation and logistics system of a smart city does not fully solve the problems of congestion in cities at the current rate of urbanization and motorization. A viable solution is to develop cooperative and autonomous intelligent transportation systems based on the logistics approach. This will ensure control over congestion, the reduction of which will contribute to improving the life quality of people in urban areas.
