It analyzes methodological problems of contemporary economic theory and concrete economic disciplines. In a simple and accessible form set out in historical perspective theory and methodology of economic research in a variety of economic doctrines from mercantilism to contemporary neoliberalism. Much attention is paid to the national identity of economic theory in the methodological aspect. In detail and with specific examples, discusses the methodology of dialectics and dialectical materialism, the combination of historical and logical, analysis and synthesis, induction and deduction, etc., as well as their tools of research — a scientific theory, concept, paradigm, principle, Maxim. Similar to the analysis in the example are exposed to methodologies and tools for economic studies analysis of economic activities, banking, statistics, accounting, and financial management. Addressed to students, undergraduates, graduate students, teachers and anyone interested in research methodology.

The paper surveys the main directions of political-economic research, i.e. variants of economic and political approaches endogenizing political processes in economic models and applying economic methods to policy studies. It analyses different versions of political-economic research in different segments of scientific community: political economics, evolutionary theory of economic policy, international political economy, formal political science and theory of economic power; main methodological assumptions, content and results of positive studies are described. The author also considers the role of political-economic approach in the normative research in economics.

Subject. The article investigates the specifics of strategic financial planning of enterprise operations in conditions of digitalization processes, as well as the introduction of advanced technologies in all spheres of social and economic life. It determines unique opportunities for company development in the international market. Objectives. The study aims at reviewing a set of economic relations and problems emerging in the process of strategic financial planning of enterprise performance in the digital economy, and developing recommendations to improve the financial strategic planning of economic entities. Methods. We employ methods of economic analysis and synthesis, and comparison. The paper rests on works by academic economists on the problems of finance, financial management, and planning. Results. We investigated the most important features and problems of strategic financial planning of enterprises in the digital economy, and how the digital era increases the level of competition of participants for economic dominance. Identified features of financial strategic planning of the corporation's activities in the digital economy are recommended for use in the corporate management system of an industrial enterprise. Conclusions. Improving the strategic management process is a stage of transformations in the digital economy. Enterprises create new priorities through using management models. At the same time, the role of fixed assets is reduced, and intangible assets and information accelerate the business. The effectiveness of company operations is often determined by the availability of accurate and timely information that reflects the necessary aspects of financial and economic practice.

Subject. This article explores the main points of the theory of financial management, developed within the framework of the Western general theory of finance, and the theory of financial management developed in the Soviet Union. Objectives. The article aims to substantiate an idea that these theories are complementary, and their harmonious application can help build the most effective system of financial relations management at both the macro-and microeconomic levels. Methods. For the study, I used a dialectical approach and the methods of comparison, analysis and synthesis, and historical analysis. Results. The article substantiates the point that the methodology of Western financial management theory is aimed at managing external financial flows and combating external financial risks. It notes that the Soviet theory regulates methods and techniques of financial management within the business entity or the State. Conclusions. Theoretical updating of the Soviet practices of financial management combined with the modern achievements of financial management theory will create conditions for the formation of an optimal financial management structure at both the micro-and macroeconomic levels. This can improve the efficiency of financial management, in general. Renewed interest in the theoretical developments of the Soviet Union will contribute to the development of financial science at the present stage.

Subject. The article addresses the specifics of shadow economic activities in reformed Russia in the context of systemic transformations. Objectives. We focus on determining the role of shadow economy in the reproductive process, identifying and understanding the specifics of underground economic activity of the Russian economy. Methods. The study rests on general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy) and special methods of cognition (monetary methods). We employ the systems and integrated approach. The official statistics, regulations, works of leading researchers on shadow economy expansion, resources of reference and legal systems like Garant and ConsultantPlus serve as the study's information base. Results. We present a retrospective rapid analysis of the extent of shadow economic activity in the domestic economy, establishing the relationships with the processes that take place at different stages of the country's development. We also reveal the specifics of shadow economy relations in Russia, factors that play a key role in expansion for a particular period, a shift to another form of shadow economy. The study characterizes the current period of development, assesses the impact of external shocks on shadow economy expansion. Conclusions. The current period is characterized by the digitization of shadow relations, the shift of corruption to the upper echelons of power, the continued outflow of capital abroad, and increased penalties for underground activities.

The most enduring aspect of the economic studies of Marx is the exposition in Capital of the inner anatomy of capitalism as the limit form of what a human society should not be—that is a commodified society which abdicates the responsibility for the reproduction of human material existence to something that transcends human force. Deriving from this perspective on Capital is the position that socialism, at least in its most fundamental incarnation, should not be considered as being institutionally prefigured by capitalism, but as the antithesis of capitalism in that regard. Given such an understanding of socialism, I derive three core principles of what I call an ontology of socialism from Marx's work in Capital. I then briefly outline what adherence to the principles implies for the issues of calculation, motivation and discovery in the construction of a genuine socialism.

The article examines the problematic issues of applying measures to protect the rights and legitimate interests of entrepreneurs in cases of crimes in the field of economic activity. The material-legal and criminal-procedural mechanisms used in the course of proceedings in this category of cases are examined. Special attention is paid to the analysis of the legal positions of the Supreme Court of the Russian Federation, reflected in the decisions of the Plenum of November 15, 2016 № 48 and October 3, 2017 № 33. The purpose of this study is to identify the most acceptable areas of activity of judicial and law enforcement agencies to protect the rights and legitimate interests of entrepreneurs involved in criminal proceedings. The objectives of the study are: a) to determine the specifics of criminal and criminal procedure legislation containing humane mechanisms for the category of cases under consideration; b) to highlight the positions of scientists who conduct research in this field of activity; с) substantiation of recommendations for the further development of criminal policy in the direction of liberalizing the current structure of crimes in conjunction with the improvement of criminal procedural forms of criminal proceedings. The methodological basis of the research was the dialectical method of cognition, General scientific methods of abstraction, analysis and synthesis, as well as special legal methods. Promising ways of development of criminal policy in the field of formation of legislation that allows the most effective protection of the rights and legitimate interests of entrepreneurs are proposed. The conclusion is made about the need for further scientific study of the system of material-legal and criminal-procedural mechanisms used in the proceedings on crimes committed in the sphere of business and other economic activities.

Although macroeconomics as an independent economic science emerged only in the twen­tieth century, the first steps in developing the macroeconomic aspect of efficiency were taken several centuries earlier — beginning from the 16th — 17th centuries — at the pre-industrial stage of development of society. Due to the underdevelopment of the production sphere, the search for sources of growth in the efficiency of national economies at that time was mainly carried out from the most general economic positions — as an integral part of solving the main task of the economics of those eras — searching for ways and means of increasing the wealth of nations. At the same time, naturally, among the first were the climatic and foreign economic factors of increasing the efficiency of national economies. For example, factors related to identifying the advantages of various countries in a geographic location and the ability to solve their economic problems by using the most advantageous options for organizing and conducting foreign economic and trade relations. The transition of developed countries to new stages of development — industrial and postindustrial, as well as the selection by John M. Keynes of the new direction of economic research — macroeconomics, historically leads both to a deepening of the meaning of the very category of “macroeconomic efficiency” and to more detailed studies of factors affecting it.

Объектом исследования являются современное состояние и перспективы дальнейшего развития основных видов религиозного туризма в Тверской области. Цель статьи - с помощью современных методов регионально-экономических исследований представить модель комплексного анализа религиозно-туристской отрасли в регионе, обладающем высоким и разнообразным потенциалом для ее развития. С помощью расчетов коэффициентов неравномерности и преимущества авторами выделены основные районы Тверской области, образующие центр, полупериферию и периферию развития религиозного туризма. На примере анализа деятельности, обусловленной включением в маршруты религиозного туризма одной из доминант и аттрактивных центров его развития - Нило-Столобенской пустыни, обосновывается влияние данной отрасли на другие виды экономической деятельности региона. Рассматриваются направления религиозного предпринимательства (производство пищевых продуктов, ювелирных изделий), импульсом к развитию которых послужил религиозный туризм. Преимущества для развития религиозного туризма на территории Тверской области, а также угрозы для его функционирования в регионе выявлены с помощью SWOT-анализа. Результаты представленной статьи могут послужить разработке дальнейшей стратегии религиозного туризма. Их использование допустимо не только применительно к Тверской области, но и к другим регионам, обладающим высоким потенциалом для развития религиозного туризма. Результаты исследования представляют интерес не только для государственных органов, в задачу которых входит разработка и стратегия развития туризма, но для миссионерских отделов митрополий Русской Православной Церкви, паломнических служб и организаций, реализующих туры религиозного тематического содержания. The object of the research is the current state and prospects for the further development of the main types of religious tourism in the Tver region. The purpose of the article is, using modern methods of regional economic research, to present a model for a comprehensive analysis of the religious and tourism industry in a region that has a high and diverse potential for its development. By calculating the coefficients of unevenness and advantages, the authors have identified the main areas of the Tver region, which form the center, semi-periphery and periphery of the development of religious tourism. On the example of the analysis of activities due to the inclusion in the routes of religious tourism, one of the dominants and attractive centers of its development - the Nilo-Stolbenskaya desert, the influence of this industry on other types of economic activities of the region is substantiated. The directions of religious entrepreneurship (production of food products, jewelry), the impetus for the development of which were served by religious tourism, are considered. The advantages for the development of religious tourism in the Tver region, as well as the threats to its functioning in the region, were identified using SWOT analysis. The results of the presented article can serve to develop a further strategy for religious tourism. Their application in this regard is permissible not only for the Tver region, but also for other regions with high potential for the development of religious tourism. The results of the study are of interest not only for government agencies whose task is to develop and develop a tourism development strategy, but for the missionary departments of the metropolises of the Russian Orthodox Church, pilgrim services and organizations that implement tours of religious thematic content.

The spread of the COVID-19 pandemic has resulted in a dual public health and economic crisis. Many economic studies in the past few months have explored the relationship between the spread of disease and economic activity, the role for government intervention in the crisis, and the effectiveness of testing and containment policies. This Commentary summarizes the methods and findings of a number of these studies. The economic research conducted to date shows that adequate testing and selective containment measures can be effective in fighting the COVID-19 pandemic, and in the absence of adequate testing capabilities, optimal interventions involve social distancing and other lockdown measures.

The stock market, which could be seen as one of the types of securities market, is an unstructured environment in which every investor needs to understand how to invest. For a potential investor interested in shares as one of the objects of investment, it is possible to buy the shares and potentially earn despite the fact that an investment in shares is considered to be a very high-risk investment. The research aims to assess Baltic Main List stocks as an investment object in the Baltic regulated market. The research results showed that investors should assess and invest in the companies of the Baltic Main List on Nasdaq Vilnius and Nasdaq Riga if they plan to gain income from an increase in share prices and to assess and invest in the companies of the Baltic Main List on Nasdaq Tallinn and Nasdaq Riga if they plan to earn income from dividends. The author concludes that the use of an investment account has not been sufficiently popularised among individuals, which does not contribute to the development of savings culture in Latvia and in the other Baltic States. For the education of private investors and the promotion of making decisions on share purchases, it would be desirable for investors to offer summarised information on company shares and their characteristics on the Nasdaq website. The research employed general quantitative and qualitative methods for economic research, including comparative analysis and synthesis, statistical analysis and graphic analysis.
