Aim. Based on the results of multi-year research into the flax gene pool, to form a flax training collection to provide breeding scientific organizations and educational institutions with collection samples as well as with information about the bast crop gene pool. Results and Discussion. The studies were conducted in the crop rotation fields for breeding and seed production of the Institute of Bast Crops of the NAAS (Hlukhiv, Sumska Oblast) in 1992-2018. The field measurements and laboratory analyses were carried out in accordance with conventional methods of field and laboratory studies of collection flax samples. The article presents the results on the formation of a training collection of flax at the Institute of Bast Crops of the NAAS, which has 117 accessions (11 botanical species and three varieties) from 22 countries. In addition to species diversity, the collection includes accessions with different levels of expression of valuable economic and biological characteristics. It also includes accessions selected by phenotypic variability of individual characters or their combinations. The multi-year research into the flax collection accessions resulted in identification of sources of highly-expressed valuable economic traits, which are of interest for the plant breeding course. The history of flax breeding in Ukraine is shown, where breeding varieties that are most widespread or were significant breeding achievements in solving certain problems, are presented. The collection can be used as a visual aid for the plant breeding course in educational programs; in addition, it can provide starting material for scientific and educational institutions. The collection is registered with the National Center for Plant Genetic Resources of Ukraine (certificate No. 00273 dated 04/11/2019). Conclusions. The theses of the report are devoted to the problem of functioning of private universities in society, deter-mining their place in the educational process. A parallel is drawn with the work of private educational institutions in the United States, which have a glorious history of development dating back to the XVII century. The author of the theses relies on the analysis of special literature on this issue, formulates the success factors of American universities and the «failure factors» of Yakut private universities, and also refers to a large-scale sociological study of graduates of the Yakut Institute of Economics conducted under her leadership (Yakutsk, 469 respondents, 2016, 2017, 2018). The Author of the theses of the report con-cludes that in Russia the history of private universities began in the 90s of the twentieth century, it is quite dramatic. Branches of the capital's private universities operating in the province are at the greatest disad-vantage today. At the same time, sociologists should work on mistakes, study in detail the pros and cons of non-state universities and suggest ways to correct the situation.

The period 1517–1625 was crucial for the development of political thought. During this time of expanding empires, religious upheaval, and social change, new ideas about the organization and purpose of human communities began to be debated. In particular, there was a concern to understand the political or civil community as bounded, limited in geographical terms and with its own particular structures, characteristics, and history. There was also a growing focus, in the wake of the Reformation, on civil or political authority as distinct from the church or religious authority. To explain these new ideas about political power, the concept of sovereignty began to be used, alongside a new language of reason of state. Yet political theories based upon religion still maintained significant traction, particularly claims for the divine right of kings. In the midst of these developments, the language of natural law became increasingly important as a means of legitimizing political power; natural law provided a rationale for earthly authority that was separate from Christianity and its use enabled new arguments for religious toleration. This book offers a new reading of early modern political thought, drawing on a wide range of sources from Europe and beyond. It makes connections between Christian Europe and the Muslim societies that lay to its south and east, showing the extent to which concerns about the legitimacy of political power were shared. It demonstrates that the history of political thought can both benefit from, and remain distinctive within, the wider field of intellectual history.

Throughout much of the history of political thought in the West, the Bible was at once a constitutional document and a kind of case book, putatively setting limits to speculation as well as to conduct. Theologians and political theorists were forced to be judges interpreting a text or, more often, lawyers defending a particular interpretation before the constituted powers in church and state or before the less authoritative court of opinion. The Bible became, like other such texts, a dissociated collection of precedents, examples and citations, each of which meant what the lawyers and judges said it meant.

Studying the history of private-public partnership is still relevant for the discussion on modernizing education. In the early 20th century, it was common practice to attract private capital to solve financial problems associated with the work of educational institutions in Russia, which opened the way for using new forms of organizing the educational process. The excursion method became a groundbreaking phenomenon in the pedagogical system. Studying the history of the application of this method in regional educational institutions is of interest from the perspective of modernization of the educational process and the development of educational tourism. The authors aimed to study the practice of using the excursion method in educational institutions of Tver and determine the role of the state and public figures in organizing excursions for students from outside of Russian metropolitan areas. The authors apply the local history method that allows them to link the processes that take place in the capitals and the regions in the interdisciplinary field and highlight the regional features of modernizing the education system. Unpublished archival records are used in the article. The novelty of the study consists in the reconstruction of educational regional tourist-excursive practices of the early 20th century in the case study of Tver. The authors identify the mechanisms of the private-public partnership in the solution of organizational and financial problems of arranging excursion trips. The significance of individual public figures’ funds when arranging long excursion trips is discovered.

Puropse. Participation in mountain tourism can be undertaken in various ways. A wide range of possibilities offered by mountain areas results in preferred forms of movement having changed over the years. Mountain tourism also depends on the season of the year, because weather conditions are conducive to skiing or cycling, climbing or hiking, strong stream currents associated with large rivers, allows for participation in canoeing or rafting. The geographical location of the West Pomeranian Voivodship is not a factor conducive to short-term trips to mountain towns, hence the attempt understand the interest in mountain tourism for those living there. The presented work attempts to find an answer to the question as to how the participation of the inhabitants of the West Pomeranian Voivodeship, in various forms of mountain tourism, has changed over the years? Two research hypotheses regarding the factors differentiating the decision to rest in the mountains were formulated. The research carried out among students of West Pomeranian schools, students of universities in Szczecin and adults, allowed for the comparison and analysis of preferences regarding the choice of forms of physical activity undertaken in mountain areas. Methods. In empirical research using a questionnaire, opinions were collected among 3,224 people of different ages living in large and small towns and in the villages of the West Pomeranian Voivodeship. Based on the analysis of documents, information on organising trips in advance was obtained. Findings. Research has shown that students are the most numerous group taking part in mountain tourism. A small percentage of respondents take family trips to the mountains. There was also a decreasing interest of West Pomeranian educational institutions in mountain areas as a place for organised travel. Research and conclusions limitations. Empirical research covered the residents of only one province. Practical implications. Diagnostic tests. Paying attention to the insignificant role of mountain tourism in the school educational process as preparation for lifelong physical activity Originality. As a conservative philosopher, Leo Strauss reconsiders and criticizes modern political thought methodologically and epistemologically, in that he believes it has faced crises leading history of philosophical thinking to deviate. To put simply, Strauss claims that the major part of critical thinking arisen in the West is the by-product of the modern political thought. According to this, the present paper reviews Strauss’s critique of modern political thought, putting the question “what kind of insights and enlightenments does Strauss’ critique of modern political thought encompass?” As a finding of the research, we can hold that Strauss attempted to show that methodology of historical and epistemology of relativism governing modern political thought disregard trans-spatial and timeless principles of natural law; as a result, it substitutes suspicion for real knowledge and certainty. Thus, it encourages nihilism; on the one hand, it introduces any form of autonomous agreement by human beings as fair right, as it neglects universal morality on the other hand, turning it to the matter of validity. Therefore, it resorts to irresponsibility, and eventually introduces human reason as the only instrumental benchmark for living rules, which in turn encompasses the emergence of totalitarianism. The method of the research is an analytical-descriptive method.
