Local context and practical constraints are important in deciding on assessment procedures for Mediterranean and Black Sea fisheries, and in formulating management measures that reflect the resource life history, fishery configuration and availability of data. A brief review of existing methods is provided, and a recommendation that practical approaches need to focus on developing the indicators and reference points appropriate for fisheries management decisions. In both the Black Sea and Mediterranean Sea proper, experience suggests environmental and ecosystem concerns must be given a high priority in the assessment process.

AbstractThe General Fisheries Commission for the Mediterranean (GFCM), established in 1949 has always included Black Sea fisheries and in 1976 its constitutive agreement was amended to expressly include the Black Sea. A working group on the Black Sea (WGBS) established in 2011 was instrumental in adopting the first GFCM management measures for Black Sea fisheries. On 7 June 2018, the GFCM organized a High-Level Conference on Black Sea Fisheries and Aquaculture in Sofia which culminated with the signature of a ministerial declaration on Black Sea fisheries and aquaculture. This marked a milestone in the history of cooperation for fisheries among the Black Sea riparian countries.

The main objective of the present study is to quantify the recent past and explore the near future wind power potential in the Black Sea basin, evaluating the possible changes. Furthermore, an analysis of the wind climate in the target area was also performed. The wind resources have been assessed using the wind fields provided by various databases. Thus, the wind power potential from the recent past was assessed based two different sources covering each one the 30-year period (1981–2010). The first source is the ERA-Interim atmospheric reanalysis provided by the European Centre for Medium-Range Weather Forecasts (ECMWF), while the second source represents the hindcast wind fields simulated by a Regional Climate Model (RCM) and provided by EURO-CORDEX databases. The estimation of the near future wind power potential was made based on wind fields simulated by the same RCM under future climate projections, considering two Representative Concentration Pathways (RCPs) scenarios (RCP4.5 and RCP8.5) and they cover also a 30-year time interval (2021–2050). Information in various reference points were analyzed in detail. Several conclusions resulted from the present work. Thus, as regards the mean wind power potential in winter season, in 51% of the locations a significant increase is projected in the near future (both scenarios). Besides providing a detailed description of the wind conditions from the recent past over the Black Sea basin considering two major sources, the novelty of the present work consists in the fact that it gives an estimation of the expected wind climate in the target area for the near future period and at the same time an evaluation of the climate change impacts on the wind speed and wind power potential.

Abstract This study uses surplus production model-based methods to assess data-poor stocks and estimate key reference points for Atlantic bonito (Sarda sarda) and bluefish (Pomatomus saltatrix) in the Black Sea. Our results demonstrate that the catch maximum sustainable yield (CMSY) method, using catch data only, yields similar results to the more accurate Bayesian Schaefer model (BSM) method, fitted with commercial catch-per-unit-of-effort data, and therefore is suitable in assessing data-poor stocks. We explore the ecological impacts of the two stocks on other commercial species and compare impacts of predation and fishing. Prior to 1995, the consumption of bonito and bluefish on anchovy, horse mackerel, and sprat exceeded the removal of those prey species by the fisheries. Later on, the trends reversed, with catches of prey species becoming more than three times higher than their predation by bonito and bluefish. Horse mackerel, the main prey of bluefish, has declined to critical levels since 1995, which is likely contributing to the general decline in bluefish, along with overfishing. Heavy fishing of bonito and bluefish has caused their current depleted states and combined with their significant impact on prey fish contributed to the ecosystem regime shift in the Black Sea. Due to the present steady positioning of low stock regimes, the recovery of the two stocks need decisive and possibly prolonged rebuilding measures, including a reduction in fishing pressure, efficient control of under-sized catch, and ensuring sufficient prey biomass availability.

Analysis of early dates and stratigraphy of burial mound complexes (the second half of the V millennium BC) led to the conclusion, that they are not directly related to the burial embankment, but relate to complex monumental structures — sanctuaries. The sanctuaries preceded the burial mounds in chronological aspect, and they functioned for a long time without creating an embankment above them. The part of sanctuaries had astronomical reference points and were connected to calendar-zodiac symbolism. Sometimes burials were carried out on the territory of sanctuaries; these burials had sacral nature. These were flat burials and the mound above them were not erected. Burial mounds above the sanctuaries began to appear after burials of later epochs were carried out in sacral places (not earlier than 38/37 BC.). These mounds erroneously are associated with flat burials or ground sanctuaries. The dating of burial mounds by the dating of sacral flat burials (or by the dating of «pillar sanctuaries») mistakenly depreciated the dating of appearance of the first mounds in the Steppe Black Sea region and Transcaucasia. The separation of these complexes in time and space (the flat ground sanctuary and the burial mound itself) allowed drawing conclusions about the existence of this sanctuaries in 45—40 BC. The burial mounds appear later, their installation in the place of sanctuaries is connected with the sacral nature of the place. Throughout Europe, barrows appear almost simultaneously, in 38/37 BC, although in different cultures. It is possible to assume the Central European and Lower Danube influence on the formation of ideological ideas of the Steppe population. In particular, the phenomenon of sanctuaries of the Middle Eneolithic may have originated under Central European influence. It obviously had structural similarities with other complexes built in accordance with the movement of the celestial luminaries in the late Neolithic of Central and Atlantic Europe. The appearance of sanctuaries can be attributed to the circle of archaeological evidence of the interaction between the world of early farmers of Southeast and Central Europe and the "steppe" world of the pastoralists. The barrows of the Black Sea and Caucasian steppe are synchronous with European burial mounds, and their ancientization and equation with the dating of sanctuaries is erroneous.

The north-western part of the Black Sea Ukrainian coast is characterized by the presence of 12 marine lagoons which do not presently have permanent natural connections with the sea. Because of regional climate change, these lagoons have experienced a significant deficit of annual freshwater balance during the last decades and, consequently, an increase in salinity and eutrophication of their waters. One way to stabilize the hydroecological regime of lagoons is to maintain their regular connection with the sea via artificial connecting channels. The deepest and most prolonged Tyligulskyi Liman lagoon is used as an example to determine the morphometric characteristics (width, depth) of the artificial connecting channel which ensures bidirectional water exchange of the lagoon with the sea, i. e. its partial flushing. A numerical hydrodynamic model is used to estimate how the morphometric characteristics of the connecting channel influence the intensity of water exchange between the lagoon and the sea and of water renewal by seawater for the various parts of the lagoon. The dynamics of sea water volume concentration in reference points in the lagoon is used as an indicator of seawater intrusion into the lagoon and their degree of water renewal in its various zones. The proposed methodology could be used for other lagoons of the same type in the north-western part of the Black Sea.

The paper provides geographic and biological information on fisheries in the Black Sea, describes the international legal regime of the Black sea. The norms of international regional agreements on fisheries in the Black sea are analyzed in detail. Special attention is paid to the European Union fishery regulations in the Black Sea. The role and activities of the General Fisheries Commission for the Mediterranean in terms of the fisheries management in the Black Sea are analyzed in detail. The results of the High-Level Conference on the Joint Maritime Agenda for the Black Sea (May 2019, Bucharest) were reviewed. The recommendations for improving international legal fisheries management in this sea are made.
