Ecological civilization, a word with distinctively Chinese characteristics, will be the key strategy to address a series of problems in China’s economic transformation in the future. This study elaborated the concept and connotation of an ecological civilization from both narrow and broad perspectives, and established an evaluation index system with 26 specific indicators. These indicators were based on concepts to evaluate the development level of ecological civilization in mainland China and its 31 provinces (excluding Hong Kong, Macao, and Taiwan), autonomous regions, and municipalities from 2004 to 2016. The results reveal that China has achieved a transition in the development level of ecological civilization from low to intermediate as a whole, however, even rapid economic growth at the expense of the ecological environment cannot enable China to get rid of the fact that its social and economic development is lagging behind developed countries and regions. China and its various provinces, autonomous regions, and municipalities should gradually reduce their own deficiencies in the process of ecological civilization construction, under the premise of maintaining their own advantages, so as to achieve sustainable development and accelerate the construction of an ecological civilization.

Abstract Water ecological civilization is an important component and basic guarantee of ecological civilization. With the comprehensive development of ecological civilization in China, the practice of water ecological civilization village construction has been carried out one after another. The establishment of an evaluation index system of rural water ecological civilization is an important step in the construction of rural water ecological civilization from the theoretical stage to the practical application stage. Based on China's rural water conditions, this study constructed an evaluation index system, including 21 evaluation indicators of seven subsystems: water security, water environment, water ecology, water management, water landscape, water culture, and regional characteristic indicators. The indicator weights are determined by the analytic hierarchy process, a set-pair analysis model is established, and typical rural were selected for instance verification. The results show that the evaluation index system of rural water ecological civilization is reasonable, and the comprehensive evaluation model is also feasible.

Abstract. To achieve good water conservancy under the well-off society before 2020, the future water conservancy planning is undergoing in Yunnan Province. In this study, by analysing the research results of domestic relevant water evaluation index systems and combining this with the water conservancy construction key of Yunnan Province, an unique evaluation index system was proposed to evaluate the well-off water conservancy level of Yunnan Province. It is composed of three levels which are the target layer, criterion layer and index layer. And the criterion layer includes six systems, namely flood control and drought relief mitigation, reasonable allocation of water resources, highly effective water utilization, water source protection and river health security, water management and securing of water development. The analytic hierarchy process (AHP) was used to determine the weight of each index. According to the present situation of water development and the related water conservancy planning in Yunnan Province, the target value of each index and evaluation standards are put forward for Yunnan Province in 2020. The results show that the evaluation results are consistent with the actual condition of water development in Yunnan Province and can be used to examine the effects of well-off water conservancy planning.

Abstract. According to the meaning of ecological civilization, we build an evaluation index system of ecological civilization competitiveness. We select 30 provinces or autonomous regions in China, collect the relevant data and through principal component analysis 9 independent components are picked up from 19 comprehensive evaluation indices which reflect the competitiveness of ecological civilization. Then we evaluate and rank the regions’ ecological civilization competitiveness. By comparing the results, we find out strengths and gaps of the regions as well as the related reasons.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.
