A problem of the dual role of information technologies’ introduction to the educational process and its institutionalization in the higher education system are analyzed in the article. From sociological perspective the authors distinguish the factors of the influence of globalization and commercialization on structure of higher education, as well as to its implementation approaches. Such crucial social problems as social inequality and "digital divide", "managerialism" of the university structure with lack of creative selforganization, and the strengthening of ethical concerns of academic integrity standards in education are highlighted.

Inspection of Universities infringement (PT) is one of Controlling, Supervising and Guidance (dalwasbin) activities aimed at developing problematic universities in order to be back on track and able to run Tri Dharma of Higher Education in accordance with National Standard of Higher Education. Based on the results of evaluation and inspection of Higher Education in 2017 at Coordination of Private Higher Education Region XIV there found 29 Universities out of 61 Universities that committed violations. Management of infringement inspection of Higher Education requires the role of information technology due to the geographic area of the Higher Education and management of Higher Education inspection that is still manual causing management to be ineffective and inefficient.  Coordination of Private Higher Education Region XIV requires an information system that can support and assist data of infringement in universities and management of universities inspection. The design of information system in this research used waterfall method. The design of system models used unified modeling language diagrams (UML) including use case diagrams and activity diagrams. The design of this information system generated a system that can support the management of integrated and centralized infringement inspection to facilitate the inspection, monitoring and reporting of inputs and information for Coordination of Private Higher Education and the ministry in mapping the institutional quality Higher Education.

The role of information technology (IT) transforming higher education (HE) institutions is flourishing. Students, lecturers, and faculty staff adopt overarching platforms and applications that are driven by ubiquitous technology such as big data and cloud computing to support their teaching and learning activities. In this chapter, the authors analysed cases of EdTechs (apps) used in the higher education institutions (HEIs) and their impact on teaching and learning processes. They draw the benefits, challenges, and appropriate cases pertaining to the apps used in HEIs in supporting such processes. They find that EdTechs have a high potential to provide better education for students, easier teaching process for lecturers, and clearer managerial process for administrators and faculty members. The chapter concludes that while EdTechs used during the pandemic can provide an alternative learning experience, it still lacks in providing optimal learning engagement.
