Quality certification programs help consumers identify high-quality products or sellers in markets with information asymmetries. Using data from eBay UK's online marketplace, we study how certification's impact on demand varies with market- and seller-level attributes, exploiting variation in sellers' certification status within groups of near-identical listings. The positive effects of eBay's “top rated seller” certification are stronger for categories with few other certified sellers, in more competitive markets, and for sellers with shorter records of past performance. These findings indicate certification provides more value when certification is rare, the product space is crowded, and for sellers lacking established reputations. (JEL D12, D82, L15, L86)

Neural networks can approximate data because of owning many compact non-linear layers. In high-dimensional space, due to the curse of dimensionality, data distribution becomes sparse, causing that it is difficulty to provide sufficient information. Hence, the task becomes even harder if neural networks approximate data in high-dimensional space. To address this issue, according to the Lipschitz condition, the two deviations, i.e., the deviation of the neural networks trained using high-dimensional functions, and the deviation of high-dimensional functions approximation data, are derived. This purpose of doing this is to improve the ability of approximation high-dimensional space using neural networks. Experimental results show that the neural networks trained using high-dimensional functions outperforms that of using data in the capability of approximation data in high-dimensional space. We find that the neural networks trained using high-dimensional functions more suitable for high-dimensional space than that of using data, so that there is no need to retain sufficient data for neural networks training. Our findings suggests that in high-dimensional space, by tuning hidden layers of neural networks, this is hard to have substantial positive effects on improving precision of approximation data.

With recent advances in mobile technology, public transit agencies around the world have started actively experimenting with new transportation modes, many of which can be characterized as on-demand public transit. Design and efficient operation of such systems can be particularly challenging, because they often need to carefully balance demand volume with resource availability. We propose a family of models for on-demand public transit that combine a continuous approximation methodology with a Markov process. Our goal is to develop a tractable method to evaluate and predict system performance, specifically focusing on obtaining the probability distribution of performance metrics. This information can then be used in capital planning, such as fleet sizing, contracting, and driver scheduling, among other things. We present the analytical solution for a stylized single-vehicle model of first-mile operation. Then, we describe several extensions to the base model, including two approaches for the multivehicle case. We use computational experiments to illustrate the effects of the inputs on the performance metrics and to compare different modes of transit. Finally, we include a case study, using data collected from a real-world pilot on-demand public transit project in a major U.S. metropolitan area, to showcase how the proposed model can be used to predict system performance and support decision making.

Abstract Do I see or not? A study on the impact of placement on program consumption in an on-demand environment The European Union (2018) stipulates that Member States can implement rules to ensure the findability and visibility of local content in video- on- demand environments. Indeed, several countries are concerned that their own audiovisual programs or journalistic products will be consumed less in such environments. It is argued that, in such environments, media users completely decide themselves about their consumption agency, but such statements are also contested. In this research we analyze the impact of placement on the consumption of audiovisual programs in the video-on-demand environments of the Flemish broadcasters VRT and DPG. From experimental research we conclude that there is indeed a significant impact of placement on consumption behavior and that, in other words, manipulations by intermediary gatekeepers can have potentially negative and positive effects on the consumption of local content. Government regulation would therefore be a useful tool to safeguard the importance of proximity of content.

One way to finance government expenditures is to collect taxes. Regarding to this financial source compared with other sources positive tax knowledge sharing amongst people or tax payers lead to effective investment. Unlike developing countries in developed countries - that taxes have little effects - almost all government expenditures is financed by taxes. One of the main challenges in the tax system is how to collect taxes due to tax evasion. The main reason is the uncertainty surrounding how government uses the taxes paid by the people. A major factor in the outbreak of the sense of failure to pay taxes, is the discussion and sharing the viewpoint of each other. If there is any positive tax effect prevalence of speech among people motivate them to pay more and if not, paying taxes is impaired. Therefore in order to avoid disorderliness in paying taxes that lead to a reduction in the development growth rate of investing taxes in industry and services sectors procedures should be designed so that taxes spread in speech with more quality. In this article five categories that people share their knowledge about them with each other, have been proposed. Defining risk structure and using data from surveying form the risk values of tax payment the results indicate that sharing tax knowledge amongst people have positive effects on tax payments.

Psychological well-being is an important indicator of well-being and has been found to be associated with a multitude of positive life outcomes. Using data collected from 1,871 Chinese college students from September 23 to October 5, 2020, this study examined students' psychological well-being during the COVID-19 pandemic and investigated how resilience and pandemic-related environmental stress may affect psychological well-being. Results showed that resilience had strong positive effects on psychological well-being during the pandemic. Meanwhile, environmental stress had a moderate effect and marginally reduced psychological well-being. The magnitudes of the estimates suggested that increasing resilience can effectively buffer the negative effect of environmental stress on psychological well-being.

In 2017, funding from the Biodiversity Information Fund for Asia accelerated data mobilization and georeferencing by Pakistani herbaria. The funding directly benefited only two herbaria but, by the end of the project 9 herbaria were involved in sharing data, 2 through GBIF (ISL 2019, SINDH 2019; codes according to Index herbariorum) and 6 others (BANNU 2019, BGH 2019, PUP 2019, QUETTA 2019, RAW 2019, SWAT 2019) through OpenHerbarium, a Symbiota based network. Eventually, all collections in OpenHerbarium are expected to become GBIF data providers. Additional Pakistani herbaria are being introduced to data mobilization and several individuals have expressed interest in learning to use OpenHerbarium to generated documented checklists for teaching and research and others for learning to link information in OpenHerbarium to other resources. These are the first steps to developing a “a large group of individuals … to train, mentor, and champion [biodiversity] data use” in Pakistan, but it is important to remember that good bioidiversity data starts in the field. We need to provide today’s collectors and educators with easy access to a) information about what constitutes a high-quality herbarium specimen; b) tools for making it easier to record and provide high quality specimen data; c) simple mechanisms for sharing data in ways that provide immediately useful resources; and d) learning to make use of the data becoming available. OpenHerbarium addresses the third and fourth needs and also makes it simple for collections to become GBIF data providers. This year, the focus will be on first two of the three steps identified. Introduction of the new resources will be used to introduce collectors and educators to the ideas underlying provision of biodiversity data that is fit for use and reuse. When Symbiota2 is functional, OpenHerbarium will be moved to that system. This will encourage development of additional tools for using biodiversity data. All these activities are essential to helping spread understanding of the concepts integral to biodiversity informatics. It is, of course, possible “to train, build, and champion data use” using data for other parts of the world, or provided by institutions from other parts of the world, but embedding good biodiversity data practices into the fabric of a country’s biodiversity education and research activities better benefits the country if a substantial portion of the data is generated from within the country. It also helps to spread knowledge of the country’s biodiversity among its students. Consequently, our focus in developing Pakistan’s capacity in biodiversity informatics is on engaging collections and collectors in sharing biodiversity data, then helping them discover, use, and create methods for developing the insights needed to encourage wise use of the country’s biological resources, and encouraging interaction. This will lead to a “community of practice” within Pakistan that can both benefit from and contribute to an international “community of practice”.

There are hordes of data-driven, context-aware, and people-centric applications and services for smarter environments such as smarter homes, governments, buildings, cities, and organizations. With the exponential growth of smart phones, there are service repositories and application stores in remote mobile clouds. Similarly, with the ceaseless advancements in the device ecosystem and in the IT field, government-specific applications will flourish and be deployed and maintained in special cloud stores, platforms, and infrastructures to be found, bound, and used by any input/output devices for a variety of everyday personal and professional purposes. Smart, sustainable, intuitive, and citizen-aware services can be dynamically created from the ground up as well as orchestrated or choreographed out of multiple atomic and discrete software services. Such composite services are directly fulfilling government activities. Thus, clouds emerge as the most common and minimum requirement for not only producing and stocking services but also for hosting application platforms. Further, clouds facilitate provisioning and renting out their configurable and customizable assets on demand. Through self-service portals, the cloud usage is to pick up fast in the days to unfold. In this chapter, the authors write about how cloud adoption is to ring in delectable transformations for worldwide governments as well as their citizens, that is, how governments can accomplish more with less, how people can experience high quality, technology-sponsored digital living, how the cloud idea becomes a centre of attraction for more ingenuity towards newer and nimbler service conceptualization, concretization, and delivery.

As a result of the gas market liberalization, new business models are emerging and one that brings positive effects to market players is purchasing group functioning. This paper adopts the approach of gas market review and provides a synthesis of its functioning in Poland. The review focuses first on the frameworks of the process of gas market liberalization. Next, the author presents gas market structure and lists and comments on its components. Then, the main characteristics of the market are discussed. The author presents a case study of the Metropolitan Gas Purchasing Group—the largest gas purchasing group in Poland with the volume reaching almost 225 GWh of purchased gas. As a result, the author highlights the effects of this coopetitive strategy which reached a value of PLN 3,000,000.

Recent studies have found positive effects from hospital focus on both quality and cost. Some studies indicate that certain patient segments benefit from focus, while others have worse outcomes in focused hospital departments. The aim of this study was to establish the relationship between hospital focus and performance in elective surgery. We studied obesity surgery procedures performed in Sweden in 2016 (5152 patients), using data from the Scandinavian Obesity Surgery Registry (SOReg) complemented by a survey of all clinics that performed obesity surgery. We examined focus at two levels of the organization: hospital level and department level. We hypothesized that higher proportions of obesity surgery patients in the hospital, and higher proportions of obesity surgery procedures in the department, would be associated with better performance. These hypotheses were tested using multilevel regression analysis, while controlling for patient characteristics and procedural volume. We found that focus was associated with improved outcomes in terms of reduced complications and shorter procedure times. These positive relationships were present at both hospital and department level, but the effect was larger at the department level. The findings imply that focus is a viable strategy to improve quality and reduce costs for patients undergoing elective surgery. For these patients, general hospitals should consider implementing organizationally separate units for patients undergoing elective surgery.

ABSTRACT: Managers use a variety of information to set performance targets. Using data from 376 branches of a large travel retailer over five years, this study documents supervisors considering the relative performance of comparable units in target setting, which we term relative target setting (RTS). We find evidence of RTS after controlling for individual past performance in the form of ratcheting. Our findings also indicate that RTS partially shapes the use of other information on past performance. Specifically, we find that the magnitude of ratcheting decreases (increases) with RTS for favorable (unfavorable) performance variances, and the asymmetry of ratcheting characterized by different ratcheting coefficients for unfavorable than for favorable variances is significant for large absolute magnitudes of RTS. Managers use the flexibility associated with the subjectivity of the target-setting process to weight peer and individual information differently across different units.
