Nowadays, most Italian biogas produces electricity even though recent political incentives are promoting biomethane from biogas by “upgrading” it. The aim of this paper is to focus on the regulatory framework for producing biomethane from new or already-existent anaerobic digestion plants. The complexity and lack of knowledge of the regulations on biofuel production and of anaerobic digested biomethane from waste and by-products create difficulties of both interpretation and application. Consequently, the aim of this paper is to analyze the regulations for producing biomethane, underline the critical issues and opportunities, and evaluate whether an electrical plant built in the last 10 years in Italy can really be converted to a biomethane plant, thereby lengthening its lifespan. Three case studies were considered to look more closely into applying Italian biomethane incentives and to simulate the types of incentivization in agriculture with examples based on certain fuel types typical of a standard biomethane plant of 500 standard cubic meter per hour. All the considered cases put in evidence that biomethane is a further opportunity for development with a high level of efficiency for all biogas producers, especially for many biogas plants whose incentivization period is about to finish.

Early decisions relating to the implementation of virtual care relied on necessity and clinical judgement, but there is a growing need for the generation of evidence to inform policy and practice designs. The need for stronger partnerships between researchers and decision-makers is well recognized, but how these partnerships can be structured and how research can be embedded alongside existing virtual care initiatives remain unclear. We present a series of case studies that illustrate how embedded research can inform policy decisions related to the implementation of virtual care, where decisions are either to (1) discontinue (red light), (2) redesign (yellow light), or (3) scale up existing initiatives (green light). Data were collected through document review and informal interviews with key study personnel. Case 1 involved an evaluation of a mobile diabetes platform that demonstrated a mismatch between the setting and the technology (decision outcome: discontinue). Case 2 involved an evaluation of a mental health support platform that suggested evidence-based modifications to the delivery model (decision outcome: redesign). Case 3 involved an evaluation of video visits that generated evidence to inform the ideal model of implementation at scale (decision outcome: scale up). In this paper, we highlight the characteristics of the partnership and the process that enabled success and use the cases to illustrate how these characteristics were operationalized. Structured communication included monthly check-ins and iterative report development. We also outline key characteristics of the partnership (ie, trust and shared purpose) and the process (ie, timeliness, tailored reporting, and adaptability) that drove the uptake of evidence in decision-making. Across each case, the evaluation was designed to address policy questions articulated by our partners. Furthermore, structured communication provided opportunities for knowledge mobilization. Structured communication was operationalized through monthly meetings as well as the delivery of interim and final reports. These case studies demonstrate the importance of partnering with health system decision-makers to generate and mobilize scientific evidence. Embedded research partnerships founded on a shared purpose of system service provided an effective strategy to bridge the oft-cited gap between science and policy. Structured communication provided a mechanism for collaborative problem-solving and real-time feedback, and it helped contextualize emerging insights.

Canada, as one of the largest producers and consumers of fossil fuels per capita on the planet, is attempting to reduce greenhouse gas (GHG) emissions. In order to accomplish this, fuel alternatives, such as biofuel, are required. Accordingly, this study uses LCA methodology to quantify the GHG impact of a unique biofuel production model. This unique model produces biodiesel (BD), acetone, butanol and ethanol (ABE) from microalgae and assesses the process GHG impact against other microalgal BD production processes. This study’s microalgal BD and ABE production process produces 76 kgCO2e per functional unit, whereas other comparable microalgal BD production processes produce between 3.7 and 85 kgCO2e. Overall, this study clarifies that without the development of versatile infrastructure to accommodate biofuel production, LCA studies will continue to find renewable fuel production processes net GHG positive for the simple reason that fossil resources are still the primary energy source.

<p>This thesis was designed to critically test the suitability of Jatropha curcas as a plant feedstock for liquid biofuel production in Senegal. Many countries around the globe have attempted to incorporate bioenergy into their broader energy supply mix, and liquid biofuels are a key component of a low-carbon economy to replace fossil fuels for transport and electrical generation. The Senegalese government instituted a national biofuel plan between 2007 and 2012 to achieve energy independence through biofuels with an annual production target of more than a billion liters of oil. The plan was intended to reduce problems with energy scarcity and price fluctuations, contribute to local economic growth, and expand agricultural production to degraded or otherwise fallow land. The project was largely unsuccessful, and to date there has been no significant oil production from Jatropha curcas for the national energy supply.  This research study was developed to understand the key barriers to the success of this program and mitigate the mistakes of future project developers and policymakers. Preliminary literature reviews and examples from similar endeavors in other countries suggested three main barriers that would be primary determinants of success or failure: the agronomic suitability, and therefore production and yield capacity, of Jatropha curcas to the Senegalese climate; the socio-economic challenges of integrating a broad national plan with smallholder farmers and assuring that the economics are fair for both growers and buyers; and the policy framework developed by government agencies, development organizations, and commercial interests to support an emergent biofuel industry. A mixed-method research design including document reviews, interviews and surveys, and case studies was employed to answer the key questions of why and how the Senegalese biofuel program has failed to achieve its intended goals.  Results from this study indicate that Jatropha curcas is unsuitable as a plant feedstock for liquid biofuels in Senegal at this time, due to significant shortcomings in all three key categories examined. The plant is vastly underproductive and requires considerable investment in scientific improvement of yield, pest tolerance and seed oil content; the economic gain is neither adequate to justify smallholder farmers to adopt it as an alternative to existing crops nor for project developers to generate income from fuel on the open market; and supporting policy has not been consistent or favorable enough to carry this emergent industry from nascence to maturity. There are, however, encouraging signs of resilience in two particular case studies that provide insight into how future programs could be structured, most notably in the Sine-Saloum Delta region. Further research should be devoted to specific economic schemes and innovative financing options for community focused biofuel programs.</p>

Abstract Background While known efficacious preventive health interventions exist, the current capacity to scale up these interventions is limited. In recent years, much attention has focussed on developing frameworks and methods for scale-up yet, in practice, the pathway for scale-up is seldom linear and may be highly dependent on contextual circumstances. Few studies have examined the process of scaling up from decision to implementation nor examined the sustainability of scaled-up interventions. This study explores decision-makers’ perceptions from real-world scaled-up case studies to examine how scale-up decisions were made and describe enablers of successful scale-up and sustainability. Methods This qualitative study included 29 interviews conducted with purposively sampled key Australian policy-makers, practitioners and researchers experienced in scale-up. Semi-structured interview questions obtained information regarding case studies of scaled-up interventions. The Framework Analysis method was used as the primary method of analysis of the interview data to inductively generate common and divergent themes within qualitative data across cases. Results A total of 31 case studies of public health interventions were described by interview respondents based on their experiences. According to the interviewees’ perceptions, decisions to scale up commonly occurred either opportunistically, when funding became available, or when a deliberate decision was made and funding allocated. The latter scenario was more common when the intervention aligned with specific political or strategic goals. Decisions to scale up were driven by a variety of key actors such as politicians, senior policy-makers and practitioners in the health system. Drivers of a successful scale-up process included good governance, clear leadership, and adequate resourcing and expertise. Establishing accountability structures and appropriate engagement mechanisms to encourage the uptake of interventions were also key enablers. Sustainability was influenced by evidence of impact as well as good acceptability among the general or target population. Conclusions Much like Kingdon’s Multiple Streams Theory of ‘policy windows’, there is a conceptually similar ‘window for scale-up’, driven by a complex interplay of factors such as political need, strategic context, funding and key actors. Researchers and policy-makers need to consider scalability from the outset and prepare for when the window for scale-up opens. Decision-makers need to provide longer term funding for scale-up to facilitate longer term sustainability and build on the resources already invested for the scale-up process.

In a circular economy (CE) environment, it is important to make good and efficient use of resources and consider that the waste generated in production processes can be a valuable resource. However, the tools and methodologies conventionally used to analyze and evaluate production systems are based on techniques focused on linear production management models, where the primary purpose is to reduce the treatment and management of waste as much as possible and where productive and environmental efficiency are not evaluated simultaneously. Changing the paradigm from a linear to a circular economy requires that a new strategy for production systems be defined, one that makes production processes simultaneously circular and efficient (in terms of quality and productivity). In this context, a holistic vision is needed when implementing CE strategies. Therefore, the main aim of this paper is to provide evidence, through two real case studies in the use of water, that the management of this resource without considering systemic thinking may not be the most circular solution. Main results showed that improvements based on the traditional approach of reducing resource use cannot provide the best results if they are supported only by current process consumption without considering the circularity of resources.
