In the context of the reform of the Armed Forces of the Russian Federation and a significant increase in the proportion of military personnel doing military service under contract, the issues of manning the troops with healthy, physically developed citizens with high moral and business qualities are of paramount importance. Of particular importance in the selection of candidates for military service under the contract is the conduct of laboratory and instrumental studies, professional and psychological selection, determination of the level of citizens’ physical fitness. The Federal Law «On Military Duty and Military Service» defines a two-stage system for medical examination of citizens entering military service under contract, which is necessary as a barrier in order to prevent citizenswho do not meet the necessary requirements for military personnel from entering the Russian Armed Forces. At the first stage (preliminary examination), the military and medical examination of citizens was carried out by specialist doctors working in medical organizations of the outpatient-polyclinic link of municipalities at the place of citizens’ permanent residence. Medical specialists of the regular military medical commission of the military commissariat of the constituent entity of the Russian Federation participated in the second stage (final examination) of the military medical examination. During the five-year period under study, 5,133 citizens (72.9 %) were selected out of 7,043 candidates for military service under contract, who fully met all the criteria for defenders of the Fatherland.

The determination of operation area from en-route alternates for long-range airline aircraft is an important aspect of ensuring safety of the upcoming flight. In the domestic and foreign methodological literature on flight planning, including the guidance material for flight planning systems, there is no single reasonable algorithm for constructing operation areas of long-range aircraft, including the use of the EDTO-ETOPS rules. The lack of methodological materials leads to the «free» values determination of areas of operation by airlines for their long-range aircraft while building routes, in particular, when determining the areas of operation on the route, the decrease in the aircraft weight during fuel combustion is ignored. A big question is also the «initial» mass calculations to determine the value of operation areas. The article identifies shortcomings of existing algorithm for identifying the areas of operation based on the fundamental methods for determining area of operation. Microsoft Excel 2019 has been used to perform a polynomial approximation of the table-specific function of the dependence of operation radius on the mass of a long-range aircraft. Based on the certain equations, more advanced algorithm to determine areas of operation has been developed. The new algorithm pays special attention to the selection of the original value of operation area. The calculations in this article are made for the Boeing 777 as the main type of long-range aircraft operated by airlines in the Russian Federation. The developed algorithm increases the flexibility of the route by increasing the radius of operation areas from en-route alternates and can be used in flight planning systems of airlines.

Введение. Проведен анализ репрезентации концепта свобода в кодексе как ядерном жанре дискурса правового документа. Цель – выявить специфику реализации концепта свобода, заданную модусно-диктумной организацией правового дискурса и спецификой кодекса как его ядерного жанра. Материал и методы. Материалом исследования являются кодексы РФ, а именно Семейный, Трудовой, Жилищный, Гражданский и Уголовный. Выборка материала обусловлена ядерным статусом кодекса в правовом тексте. Являясь одним из основных документов правового дискурса, кодекс наряду с Конституцией РФ отражает основы права. Свобода как ключевой концепт русской культуры по-особому репрезентируется в правовом дискурсе. Методология представлена дискурс- и концепт-анализом: дискурсивные и жанровые особенности определяются с позиции кодекса в жанровой системе правового дискурса, свобода анализируется через сравнение данного концепта в системе русской языковой картины мира в целом (на материале уже проведенных исследований) с правовым дискурсом в частности. Результаты и обсуждение. Обнаружено, что концепт свобода, в отличие от его обыденного представления в русской языковой картине мира, имеет особую небинарную специфику и трансформируется с помощью закона. В обыденном сознании существует оппозиция свобода (воля) / несвобода, в кодексе свобода реализуется посредством разрешительного (то, что можно делать в рамках закона), запретительного модуса (то, что уголовно наказуемо и предписано через несвободу, т. е. арест), а также модуса долженствования (то, что по закону должно быть совершено). Кроме того, свобода в кодексах определяется их тематической сферой: существует свобода семейных, трудовых, жилищных, гражданских и др. отношений. В оппозиции находится то, что делать запрещено и гарантирует несвободу (представлено Уголовным кодексом). Заключение. Свобода в дискурсе правового документа – официально зафиксированная возможность человека действовать в рамках закона. Кодекс как ядерный жанр правового дискурса осуществляет преобразование концепта посредством его модусно-диктумной модификации. В результате определяющим средством для реализации концепта свобода является закон, а также основные концепты каждого выбранного кодекса – семья, труд, жилище, гражданин, наказание.Introduction. The research explored representation of the concept freedom in the Сode as a nuclear genre of legal document discourse. Aim and objectives of the article are to identify the specifics of implementation of the concept freedom, defined by modus-dictum organization of legal discourse and the specifics of the Code as its nuclear genre. Material and methods. The research material consists of the Codes of the Russian Federation, which are Family, Labour, Housing, Civil, and Criminal Сodes. The selection of material is determined in accordance with the nuclear status of this genre in legal text. Being one of the main documents of legal discourse, the Code as well as the Constitution of the Russian Federation, reflects the foundations of Russian law. Freedom, as a key concept of Russian culture, is specifically represented in legal discourse. The methodology includes discourse and concept analysis: we observe discursive and genre features from the position of the Code in genre system of legal discourse. Freedom is analyzed through comparing this concept in the system of Russian linguistic world-image on the whole (based on material from studies already conducted) with legal discourse in particular. Results and discussion. We found that the concept freedom, in contrast to its common representation in Russian linguistic world-image, has a particular non-binary specificity and is transformed through the law. In everyday language, there is an opposition freedom (will)/unfreedom, and in the Code freedom is realized through a permissive (what can be done within the framework of the law), prohibitive modus (what is criminally punishable and prescribed through unfreedom, i.e. arrest), and a modus of obligation (what is required to be done by law). In addition, freedom in the Codes is influenced by their thematic sphere: there are freedom of family, labour, housing, and civil relationships. In opposition is what is prohibited to do and guarantees unfreedom (represented by the Criminal Code). Conclusion. Freedom in the legal document discourse is an officially recorded ability of a person to operate within the confines of the law. The Code as a nuclear genre of legal discourse transforms the concept through its modus-dictum modification. As a result, pivotal for the implementation of the concept freedom is the law, as well as the basic concepts of each selected Code – family, labour, housing, citizen, and punishment.

The article examines the features of the application of federal legislation in terms of limiting its action in certain regions of the Russian Federation. The practice of land and town planning regulation under such restrictions is analyzed. The article studies the components of the structure of the motivational sphere of the personality of employees of the internal affairs bodies of the Russian Federation. A theoretical and methodological analysis of the currently existing approaches to the study of the motivational sphere of a person's life is carried out and only those that are focused, to a greater extent, on the search and description of the dispositional (trait-like) foundations of motivation and the assessment of individual differences in the degree of their severity among employees are highlighted. ATS, to identify their deep motives and values that determine professional behavior and are able to predict it. One of the goals of the work was to create an original psychodiagnostic toolkit aimed at identifying the psychological characteristics of the professional motivation of candidates to enter the service in the internal affairs bodies, employees to be appointed to other positions in the internal affairs bodies and the choice of a certain direction of professional service by them. The novelty of the results lies in the fact that on the basis of the proposed structure and known methods and tests - questionnaires, a «Methodology for studying the professional motivation of candidates to enter the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice of a certain areas of professional service», which includes 12 basic scales: the need for achievement; the need for power; the need for security; the need for ownership; locus of control; hedonism / altruism; ambition; behavioral regulation; corruption resistance; conscientiousness; professional identity «I am a policeman» and a mandatory scale of «social desirability» and atypical responses. The developed methodology can be used in the activities of personnel departments to improve the professional psychological selection of candidates for entering the service in the internal affairs bodies, employees for appointment to other positions in the internal affairs bodies and the choice by them of a certain direction of professional service activity.

Research results, which were conducted in the forest-steppe of the Central Black Earth Region in the years 2000-2016, are presented. They were carried out in order to find new approaches to the selection of parental components in hybridization to make varieties of winter soft wheat with a high level of productivity, resistant to abiotic environmental factors. Agrotechnology - generally accepted in the region, research material- is the crop structure data of variety samples and hybrids from breeding nurseries. The experiments were conducted according to generally accepted methods, statistical analysis of data was carried out using the Statistica 6.1. The contingency was estimated by the Spearman coefficient, the contribution of factor signs to the resultant one was estimated by the method of multiple regression using the coefficient Beta (β). It is established that hybrids of winter wheat are characterized by higher polymorphism, the appearance of favorable transgressions. Their parental forms are selected by morphological and biological features according to the principle of different quality. When selecting high-yielding varieties which are resistant to lodging, it is advisable to make crossing, contrasting in height, forms with different spike lengths. Using the proposed methods, hybrids which are responsive to environmental conditions were made. They were used in the selection of the intensive winter wheat cultivar Alaya Zarya (since 2011 it's included in the State Register of Selective Breeding Results of the Russian Federation in the fifth region). In a number of hybrids, the contribution to the productivity of their elements practically does not depend on the conditions of the growing season, they are the basis for making the Alexia variety for organic farming (it is in State Commission of the Russian Federation on Testing and Protection of Selective Breeding Results).

The article examines the question of choosing the optimal taxation regime in the service sector in con-nection with the abolition from January 1, 2021 of the Chapter 26.3 of the Tax Code of the Russian Federation governing the system of single tax on imputed income. Based on the example of an individual entrepreneur representing hairdressing and cosmetic services, calculations have been made and a comparative analysis of the fiscal burden that has arisen in the case of applying a simplified taxation system, patent system or the transition to payment of professional income tax has been carried out. Corresponding calculations were per-formed under the conditions of 2020 in force in the Moscow region.
