The article analyses how the Local Health Councils(LHC) in the city of Florianópolis gather and produce information; how they use information and communication technology and relate to other councils, civil society organizations and other public agencies. The theoretical approach is based on the concepts of social accountability and citizen engagement. In this qualitative research conducted between 2013 and 2015, the authors applied semi-structured interviews with representatives of Local Health Councils, analyzed documents and used direct observation of meetings of the LHCs and events gathering members of the councils. The conclusion is that the work of the Local Health Councils goes beyond the healthcare issues and it is an important mechanism to approximate the city public administration to the communities. The LHCs have contributed in the engagement of the citizens in coproduction of public goods and health services.

This chapter is significant as it will provide better insights for further research in e-Government, given the high demand for good governance and better delivery of public services. The lessons drawn from Singapore’s e-Government, in terms of how to achieve a balance between technology adoption, citizen engagement and effective public administration, can be further developed into an e-Government model applicable to other neighbouring countries.

The article is devoted to the changes in modern public administration associated with the turn of public management towards customer focus. It is noted that the implementation of this approach will inevitably raise the question of the degree of citizen engagement in the creation of the final design service. The author considers the active involvement of all stakeholders, including research scientists, in the development of these programs to be one of the ways to ensure the population’s loyalty to the actions of the state. The author refers to the experience of experts of the Higher School of Public Administration of the Russian Presidential Academy of National Economy and Public Administration participating in the development of strategies for various territories and sectors of government as well as individual departments in the period from 2016 until present. Additionally, a new approach for organizing group work of stakeholders, which combines all the successful developments connected during the experimentation phase into a single whole, is proposed. This approach is called “Participatory Strategizing and Design”. The approach is based on creating an empathy effect among stakeholders via actions to organize interactions with them. It is emphasized that the change in expectations proposed by this approach can significantly increase the efficiency of projects: considering strategizing as a process, and not as a result, releases significant energy and contributes to the adoption of extraordinary creative decisions.
