This paper presents a system in which the cluster devices are controlled by single-chip microcomputers, with emphasis on the cluster management techniques of single-chip microcomputers. Each device in a cluster is controlled by a single-chip microcomputer collecting sample data sent to and driving the device by driving data received from the same cluster management computer through COMs. The cluster management system running on the cluster management computer carries out such control as initial SCM identification, run time slice management, communication resource utilization, fault tolerance and error corrections on single-chip microcomputers. Initial SCM identification is achieved by signal responses between the single-chip microcomputers and the cluster management computer. By using the port priority and the parallelization of serial communications, the systems real-time performance is maximized. The real-time performance can be adjusted and improved by increasing or decreasing COMs and the ports linked to each COM, and the real-time performance can also be raised by configuring more cluster management computers. Fault-tolerant control occurs in the initialization phase and the operational phase. In the initialization phase, the cluster management system incorporates unidentified single-chip microcomputers into the system based on the history information recorded on external storage media. In the operational phase, if an operation error of reading and writing on a single-chip microcomputer reaches a predetermined threshold, the single-chip microcomputer is regarded as serious fault or not existing. The cluster management system maintains accuracy maintenance database on external storage medium to solve nonlinear control of specific devices and accuracy maintenance due to wear. The cluster management system uses object-oriented method to design a unified driving framework in order to enable the implementation of the cluster management system simplified, standardized and easy to transplant. The system has been applied in a large-scale simulation system of 230 single-chip microcomputers, which proves that the system is reliable, real-time and easy to maintain.

Advancements in internet technology have profoundly changed communication between citizens and government authorities. Concerns management systems and smartphone applications offer new and convenient channels of interaction. In Germany, the “Mängelmelder” platform offers a nationwide service channel for local citizens' concerns. Citizens generally use this communication channel for reporting public infrastructure defects. This paper examines whether the “Mängelmelder” platform – with customized systems can facilitate further citizen participation at the local level in Germany. Analysing different customized systems shows that possibilities for further use depend on the way in which local authorities handle the citizens' input. It could not be proven that offering an open category for citizens' recommendations (in a customized concerns management system) has an impact on further citizen participation. But using digital citizen services, such as concerns management platforms, can indeed facilitate increased citizen participation.

Nowadays many colleges use galaxy network technology as well as computer and Internet technology, give full play to various technical means of information network and make good use of various kinds of various education, scientific research and information resources, develop all kinds of application system and management system, realize network interaction management, and thus fully promote the development of higher education informatization. An intelligent classroom attendance checking system is introduced in this paper. As an important part of campus management system, this system can intelligently complete examining students’ attendance. In addition, this system can automatically collect data information in real time, automatically analyze and process the collected data, report these data using visual interface, and thus intelligently implement SMS notification at the same time. The traditional way is to assess, record and manage the attendance of students by roll call or magnetic card, which not only consumes the time, but also interferes with each other; while RFID student attendance application system is applied to manage the attendance of students using RFID technology, which not only completes the attendance checking conveniently and quickly, but also saves resources.

The article is devoted to the consideration of the formation of an innovative medical cluster in the structure of the region. The importance of cluster policy as a tool for increasing regional competitiveness is emphasized. A classification of the concept of cluster policy is given from the position of the state’s role in stimulating innovation, as well as the formation by cluster participants of an interaction mechanism based on a breakthrough idea. Tendencies in the development of global cluster initiatives in medicine are systematized. The main types of medical clusters existing in the world practice are highlighted and their key characteristics are given. A comparison of the level of development of European and Russian clusters in the biopharmaceutical and medical industries is given. The main features of the innovative medical cluster in the Sverdlovsk region are formulated, its model is presented. The vision of the medical cluster management system is shown.
