The balance of signed structures is defined in complete network. The local and global sign adjust rules in imbalance structure are designed under the first structural theorem. Complete linked network model is built. The convergent process of balance triangles was simulated and the results under local and global sign adjust rules were compared carefully. The impact of network size and nodes’ balance requirement on network global balance ratio are analyzed carefully.

Usually the support environment for network teaching needs establishing in short time for numerous training activities. In order to meet the general requirements of many trainings, a relatively complete network teaching system is designed based on B/S mode and with adoption of ASP.NET and C# etc. key technologies and programming language, achieving the rapid transfer, sharing and communication and effective management of teaching information. To provide a complete network of high quality services to the visually handicapped person it is necessary to have interagency cooperation and coordination of efforts, including interagency supervision of personnel. This cooperation should include participation in training programs, supervision of the paraprofessional in individual case situations, and regularly held interagency administrative staff meetings to evaluate services. It is important that all concerned share the same goals for the welfare of the client.

This work aimed to present the optimum environment number methodology and propose the optimization of the National Sunflower Trials Network, by means of the environments exclusion that do not provide loss of the environmental variability already established. Grain and oil yield data of 16 genotypes evaluated at 16 environments of the National Sunflower Trials Network, obtained from trials conducted out-of-season in 2012 and 2013 were used. An analysis was proposed to establish the optimum environment number for genotypes evaluation, based on genotype performance in the various environmental combinations. The removal or maintenance of environments in the experimental network was dynamic, since different environmental combinations impacted the representativeness of the complete network in a different way. This analysis also provides a graphical view of the impact of the environment removal from the network. Once detected points below the established correlation, the researcher could infer about the network minimum environment number and, suggest through consistent information of several testing years, the environment exclusion.
