At the beginning of the occupation, France, Holland and Belgium found themselves in a similar situation. But when we look at the ratio of victims and survivors during the Holocaust in Western Europe, France and Holland are polar opposites: in France 25 percent of around 320,000 Jews did not survive the persecutions, whereas the ratio in Holland was 75 percent of 140,000. Belgium lies in the middle of the scale – 40 percent dead out of 66,000 Jews. In order to understand the source of these differences, the authors compare the methods applied by the occupation authorities and their anti-Jewish policies, the involvement and the size of the local police forces and German police, as well as the jurisdictional disputes between these formations.

Although partnerships between researchers and police practitioners have increased over the last few decades in some of the largest police agencies in the United States, very few small agencies have engaged in a partnership with a researcher. Of the 18,000 local police agencies in the United States, small agencies with less than 25 sworn officers make up about three quarters of all police agencies. To support future collaborations between researchers and smaller police agencies, like those in Douglas County, Kansas, this article identifies challenges that researchers can address and explores how these relationships can benefit small police agencies across the United States.

Controlling police officers’ discretionary behavior during public encounters has been an important issue in U.S. policing, especially following several high-profile police-involved deaths of racial minorities. In response, body-worn cameras (BWCs) were introduced to enhance police accountability by providing police managers an opportunity to monitor police–public encounters. Although many U.S. local police departments have now implemented BWC programs, evidence of program effects on daily police behavior has been limited. This study therefore focuses on whether officers’ arrest behavior changes when they perceive that BWCs are recording their interactions with the public. By conducting a difference-in-differences analysis using 142 police departments, I found that BWCs have negative and small treatment effects on arrest rates and null effects on the racial disparity between numbers of Black and White arrests. These findings imply that officers may become slightly more cautious in the use of arrests after wearing BWCs, but BWCs do not change their overall disparate treatment of Black versus White suspects. The results further indicate that the effects of BWCs on arrests are prominent in municipalities with high crime rates or a high proportion of non-White residents, which suggests that BWC programs demonstrate different effects according to the characteristics of communities served.

AbstractFiscal equivalence in the public administration of justice requires local police and courts to be financed exclusively by the populations that benefit from their services. Within a polycentric framework, broad based taxation to achieve fiscal equivalence is a desirable principle of public finance because it conceptually allows for the provision of justice to be determined by constituent’s preferences, and increases the political accountability of service providers to constituents. However, the overproduction of justice services can readily occur when the benefits of the justice system are not enjoyed equally. Paradoxically, the same properties that make fiscal equivalence desirable by imposing restraint and control between constituents and local government also create internal pressures for agents of the state to engage in predatory, revenue-generating behavior.

"American citizens are not protected by a law akin to the British firearms Act 1920. These regulations, along with the laws passed in 1936, 1968, and 1988, have protected British citizens for nearly three generations. Quite apart from America, "where buying a handgun is as easy as buying a tooth brush," British society is far more circumspect about private weaponry. To obtain a gun license, potential owners must satisfy local police that they have "good reason" for possessing a gun and that they are "fit to be entrusted with it." One of the guiding philosophies behind British gun restrictions—that personal protection is not a good reason for having a firearm—may seem untenable (possibly quaint) to some Americans. Yet defenseless Britons remain comparatively safe in their homes with a murder rate one tenth of that in the USA.

Success in preventing and responding to criminal behaviours on psychiatric wards may sometimes require cooperation between mental health services and local police services. This is especially so when seeking legal remedies through the criminal justice system. This article describes police perceptions of psychiatric services and psychiatric patients. It also reviews police procedures and factors that influence their response when the police are requested to intervene following an alleged criminal act by an in-patient. A case vignette is used to highlight the causes of tensions and guide the reader through the steps that might be considered when the issue of prosecution arises.
