Predominantly non-etiological conceptions have dominated the field of mental retardation (MR) since the discovery of the genetic etiology of Down syndrome (DS) in the sixties. However, contemporary approaches are becoming more etiologically oriented. Important differences across MR syndromes of genetic origin are being documented, particularly in the cognition and language domains, differences not explicable in terms of psychometric level, motivation, or other dimensions. This paper highlights the major difficulties observed in the oral language development of individuals with genetic syndromes of mental retardation. The extent of inter- and within-syndrome variability are evaluated. Possible brain underpinnings of the behavioural differences are envisaged. Cases of atypically favourable language development in MR individuals are also summarized and explanatory variables discussed. It is suggested that differences in brain architectures, originating in neurological development and having genetic origins, may largely explain the syndromic as well as the individual within-syndrome variability documented. Lastly, the major implications of the above points for current debates about modularity and developmental connectionism are spelt out.

<p>This keynote presentation will discuss several key applications and operational systems in the U.S. National Weather Service (NWS) and how they fit in with the broader mission of providing science-based weather, water and climate services to the nation. In addition, the future evolution of the National Centers for Environmental Prediction (NCEP) and NWS will be discussed as it relates to future goals and priorities related to people, science, technology, operational concepts and practices, and partnerships between government/public sector, the private sector, and academia. Also, in his role as the current President of the American Meteorological Society (AMS), Dr. Farrar will address the theme for the 2022 AMS annual meeting, "Environmental Security: weather, water and climate for a more secure world", which will explore the national and human security impacts from extreme weather and climate events and intersections with health, energy, food, and water security.</p>

The present article is based on the material of a keynote presentation that was delivered at the International Conference From Runes to the New Media and Digital Books, which took place at Alexandru Ioan Cuza University of Iaşi on 30-31 May, 2019. In order to make that material more coherent, the author of that presentation will add supplementary clues and comments, all meant to sustain the idea that the Old Germanic runes – although commonly considered to be just alphabetic signs – have peculiar features that resemble the ones of much earlier historical scripts, and even of prehistoric ones, such as the now much discussed Danube Script. The issues and illustrations of this paper may be of interest not only for linguistic and cultural studies, but also for the domain of European history.

Keynote presentation. The current debates about the future of academic publishing have generated much discussion about the most appropriate way to support financially the widespread circulation of knowledge. Yet there have been debates about this since at least the 1890s. Drawing upon my historical research, I will describe how scholarly publishing has a long history of not making money. Indeed, until the mid-twentieth century, its costs were frequently sponsored (i.e. subsidised) by learned societies, by universities, by government and by private donors. It was only in the early Cold War years, in a time of expanding output of research, that mission-driven publishers began to seriously focus on sales income as a means of covering costs; and then, later, as a means of generating income. Should publishing be treated as mission, or as a means to mission? My talk will seek to untangle the historical relationship between publishing, money-making and scholarly mission.
