This study aims to address the gap in the Natural Flood Management (NFM) evidence base concerning its implementation potential in groundwater-dominated catchments. We generated a typology of 198 chalk catchments using redundancy analysis and hierarchical clustering. Three catchment typologies were identified: (1) large catchments, (2) headwater catchments with permeable soils, and (3) catchments with impermeable soils and surfaces (urban and suburban land uses). The literature suggests that natural flood management application is most effective for catchments <20 km2, reducing the likelihood of significant flood mitigation in large catchments. The relatively lower proportion of surface runoff and higher recharge in permeable catchments diminishes natural flood management’s likely efficacy. Impermeable catchments are most suited to natural flood management due to a wide variety of flow pathways, making the full suite of natural flood management interventions applicable. Detailed groundwater flood maps and hydrological models are required to identify catchments where NFM can be used in a targeted manner to de-synchronise sub-catchment flood waves or to intercept runoff generated via groundwater emergence. Whilst our analysis suggests that most chalk groundwater-dominated catchments in this sample are unlikely to benefit from significant flood reductions due to natural flood management, the positive impact on ecosystem services and biodiversity makes it an attractive proposition.

The emerald ash borer (EAB) has caused extensive damage and high mortality to native ash trees (Fraxinus; sp.) in North America. As European countries battle with the deadly pathogen Hymenoscyphus fraxineus (ash dieback) affecting European ash (Fraxinus excelsior), there is concern that the arrival of EAB will signal the demise of this much-loved tree. While Europe prepares for EAB it is vital that we understand the social dimensions that will likely influence the social acceptability of potential management measures, and experiences from the USA can potentially guide this. We draw on differing sources including a literature review, documentary analysis, and consultation with key informants from Chicago and the Twin Cities of Minneapolis and St. Paul. In this paper, we focus on EAB management responses that involve chemical applications, tree felling and replanting, and biological control, and assess their likely social acceptability to stakeholders based on the perceived risks and benefits. Benefits involve protecting specific ash trees and slowing the spread of EAB across the landscape. Risks include collateral harm from insecticide use on human and environmental health, financial costs and liabilities, and the effectiveness of each approach. Biological control and replacing ash with other species are likely to be largely acceptable across contexts and stakeholder groups but pre-emptive felling and insecticide application could be more problematic if seeking widespread social acceptance. Based on our observations from the evidence collected we offer suggestions for approaching EAB management in Europe with a focus on improving prospects of social acceptability. Strong engagement will be necessary to establish the relevance and reason for using different management approaches and to build awareness and trust.

Purpose This study draws upon the cultural values model, institutional theory and comparative capitalism to investigate differences in organizations’ approach to stakeholder management across country boundaries. Design/methodology/approach The authors developed a multi-dimensional scale, following the stakeholder culture framework (Jones et al., 2007) to identify differences in the prevalent stakeholder cultures in the USA, Italy and Japan. Data were collected in form of a questionnaire from managers of 530 companies in the USA, Italy and Japan. Findings Results show that there are important differences in the extent to which different stakeholder cultures exist in each of these three countries, and that the prevalence of stakeholder culture types in each country is influenced by the country’s cultural values and institutional arrangements. Originality/value Understanding stakeholder management beyond the conventional firm level to a wider institutional setting has important implications for the dissemination of corporate social responsibility (CSR) practices across cultures. Developing an understanding of how organizations’ stakeholder management approaches are embedded in the context of the institutional arrangements that exist in a particular country will lead to CSR practices that are better suited to the specific national context. It may also help in a more widespread acceptance of these concepts and practices.

Purpose – In the USA and Europe, agricultural nonpoint source (NPS) pollution continues to be among the chief impediments to achieving water quality standards. While the implementation of technology-based water pollution control tools has resulted in evident point source pollution abatement, NPSs continue to threaten surface water and groundwater. The purpose of this paper is to draw from environmental policy literature to identify regulatory tools and management approaches that specifically target agricultural NPS pollution and the factors that drive or impede their implementation and enforcement. This paper utilizes the policy tool framework to help characterize the widespread policy problem, distinguishing its unique set of hurdles from other environmental problems. Design/methodology/approach – Discussion of agricultural NPS pollution management approaches is based on a thorough review of relevant environmental policy and environmental economic literature as well as case studies from the USA and Europe. Analysis is based on the policy tool framework. Findings – This study finds that controlling numerous diffuse sources of agricultural pollution requires an integrated approach that utilizes river basin management and a mix of policy instruments. Additionally, findings suggest that transitioning from voluntary mechanisms to more effective instruments based on measurable water quality performance relies predominantly on three factors: first, more robust quality monitoring data and models; second, local participation; and third, political will. Originality/value – This research provides important information for regional and national policymakers in areas where there is increasing pollution and regulatory mandates. Identifying conditions of effective water quality policy is applicable and will be of direct use to agencies charged with pollution control.

PurposeTraditional “hierarchical” and “network-centric management” approaches often associated with the management of well-defined construction projects lack the adaptability to cope with uncertainty, standardised practices and the required conformance to industry standards. The purpose of this paper is to propose an integrative “holonic” methodology for the management of megaprojects in the construction industry, which incorporates both adaptability and conformance to standards, and to illustrate the associated benefits of such a methodology.Design/methodology/approachA multi-case study comprising three cases delivered in the USA and Australia, namely the Adelaide Desalination Plant (ADP), the Seattle–Tacoma International Airport, and the Olmsted Locks and Dam Replacement project were utilized to demonstrate the key features of the hierarchical, network-centric and holonic approaches to managing megaprojects.FindingsThe case studies demonstrate incorporating the holonic approach into the management of complex construction projects results in increased management effectiveness and project success. The proposed “holonic” methodology provides the potential to efficiently manage megaprojects navigating through high degrees of uncertainty.Practical implicationsThe adoption of the holonic view by project management (PM) practitioners will help them manage megaprojects that are characterised by greater complexity. Second, the proposed methodology enables the discipline of PM to evolve in alignment with rapidly unfolding global transformation trends.Originality/valueThis paper demonstrates the application of the “holonic” methodology to the domain of the management of construction megaprojects. Such an approach is needed as construction projects become increasingly more complex across the world due to technological, political and social uncertainties, larger scale, changing environmental and safety regulations, and the growing involvement of human factors germane to this research.

While there have been a number of international initiatives centred around hydrological sciences and technical approaches, the social, economic, environmental, and legal and institutional aspects of flood management have been dealt with sporadically and in a limited manner. WMO and the Global Water Partnership have established the Associated Programme on Flood Management (APFM) to address these issues and developed a concept of Integrated Flood Management (IFM) in 2002. This article is the result of the integrated flood management approaches through pilot projects and multi-disciplinary approaches launched by the initiative since the establishment of the IFM concept. This approach seeks to integrate land- and water-resources development in a river basin, within the context of Integrated Water Resources Management (IWRM) and aims at maximizing the benefits from floodplains and at the same time reducing loss of life from flooding. This approach identified the key elements of IFM and recommended that these can be put in place by: adopting a basin approach to flood management; adopting a multi-disciplinary approach in flood management; reducing vulnerability to and risks from flooding; enabling community participation; and preserving ecosystems; and addressing climate change and variability, supported by enabling mechanism through appropriate legislation and regulations.
