The paper assesses the potential of cooperation between Russia and the countries participating in the EAEU in the agri-food sector. It is revealed that the share of agricultural organizations and food industry enterprises participating in joint projects to carry out research and development is much lower than in other industries. The weak interest of Russian enterprises in innovation activity has been noted. At the same time, in the agri-food sector, certain changes have emerged in the area of intensification of innovation activity. To this end, the study assessed the potential for cooperation in innovation in the agri-food sector. The reasons for the low rate of the digital transformation of the agri-food sector and the factors involved in these processes have been analyzed.

There is consensus on the positive relationship between research and development, innovation and productivity, however there are other variables related to the topic that are important to identify. At the national level, studies on innovation are scarce, so it is necessary to go deeper into it. This research focused on identifying the factors that determine innovation in the productive sectors of Panama. An extensive bibliography on innovation in the productive sectors was reviewed at global and national levels. The food industry database of the Agro-industrial Production and Research Center was analyzed and case studies were carried out in national companies. The study found that the main factors that drive innovation in companies are: workforce skills, investment in R & D, market orientation, use of ICTs, links between public and private players, company size, networking, university-government-business interaction, and innovation subsidies. In the case studies conducted in Panama, the key factors that explain innovation in agro-industries are the following: investment in machinery and equipment links with supplier companies, customers and competitors, and demand or market orientation. Keywords: Innovation, research and development, productive sector

ArgumentWe expand upon the notion of the “credibility cycle” through a study of credibility engineering by the food industry. Research and development (R&D) as well as marketing contribute to the credibility of the food company Unilever and its claims. Innovation encompasses the development, marketing, and sales of products. These are directed towards three distinct audiences: scientific peers, regulators, and consumers. R&D uses scientific articles to create credit for itself amongst peers and regulators. These articles are used to support health claims on products. However, R&D, regulation, and marketing are not separate realms. A single strategy of credibility engineering connects health claims to a specific public through linking that public to a health issue and a food product.
