The author was a participant-observer in the Iwata Prefecture's Emergency Operations Center during the response to the Tohoku-oki earthquake and tsunami. He provides his observations, analysis, and recommendations for the response phase, with an emphasis on command and control and information management. Issues addressed include (1) national coordination, (2) multiple hazard operations, and (3) coordinated relief operations.

Many of the emergency operations centers that take the initiative in commanding and controlling on disaster response still rely on inefficient manual information processing even though they have ICT systems at hand. This paper reports on 3-year functional exercises in a local government using ICT to improve information processing.

This paper discusses the design, implementation, and evaluation of a prototype speech recognition interface to the Theater Air Planning (TAP) module of Theater Battle Management Core Systems (TBMCS). This effort was in support of a Kenney Battlelab Initiative proposal submitted to the Command and Control Battlelab at Hurlburt Field, FL to assess the operational benefits of speech recognition for data entry applications in a Joint Air Operations Center environment. Several factors contributing to the design of the “TAPTalk” speech interface included interviews with subject matter experts, speech system selection, grammar development, and integration into TAP, which required only minor modification of existing software. Results from the two week operational assessment with sixteen subjects from the Command and Control Training and Innovation Group, numbered Air Forces, Navy, and Marine Corp indicated that the Theater Air Planning process could be accomplished significantly faster with no increase in error rates. Subjectively, the sixteen planners unanimously agreed that the TAPTalk speech interface was a valuable addition to TAP and would recommend its inclusion in a future upgrade. Recommendations for further improving the TAPTalk system are discussed.

The COVID-19 pandemic has necessitated emergency management offices and organizations across Canada to activate their Emergency Operations Center (EOC) in a virtual capacity due to government restrictions limiting in-person activities and with the goal of reducing the spread of the virus. The aim of this exploratory research paper is to document the personal experiences of Canadian emergency management professionals working in a Virtual EOC (VEOC) environment during the COVID-19 response, including challenges and benefits they experienced, as well as lessons identified. Based on a sample of 81 emergency management professionals and using an inductive coding approach, the survey results illustrate both technological and nontechnological challenges and benefits. The findings highlight the need to incorporate three main elements into VEOC planning and operations: technology, processes, and people.

The article covers the problem issues of the formation of Mobile Emergency Operations Center of the General Inspectorate of Emergency Situations of the Republic of Moldova. In the paper determined the key objectives assigned to the Situational Center, as well as the peculiarities of the developing organizational structure of the information interoperability of the Center’s employees, the providing subsystems’ composition, and the directions aimed enhancing efficiency.
