A devastating earthquake hit the city of Bam in the south of Iran at 5:26 a.m. local time, Friday, 26 December 2003. Based on the government of Iran's February estimate, the earthquake caused more than 43,000 deaths, 30,000 injuries, and left 70,000 homeless. It caused extensive damage to residential and commercial buildings and emergency response facilities. Essential buildings usually play a very important role in emergency response, but this was not the case in the Bam earthquake. Damage to the fire station, hospitals, and municipal and communications buildings caused serious problems in emergency response soon after the earthquake. This paper studies the performance of essential buildings during the Bam earthquake.

An earthquake with a moment magnitude of 6.5 hit the city of Bam in southern Iran at 5:26 am local time, Friday, 26 December 2003. According to the Iranian government's estimate, the earthquake caused more than 43,000 deaths, 30,000 injuries, and left 70,000 people homeless. It caused extensive damage to residential and commercial buildings and emergency response facilities. In contrast to the human loss and suffering and extended building damage, lifeline systems, although damaged, performed much better. Transportation systems and facilities (roads, bridges, railways, and the airport), although slightly to moderately damaged, became generally operational shortly after the earthquake to support emergency response and recovery efforts. The main reason for the good seismic performance of the transportation facilities was that most of them were located outside the zone that was heavily damaged. Another reason was that they were newer facilities and in general, seismic engineering aspects considered in their design and construction were more exact than those in residential buildings in Iran.

The Bam earthquake of 26 December 2003 ( Mw 6.5) occurred at 01:56:56 (GMT, 05:26:56 local time) near the city of Bam in the southeast of Iran. Two strong phases of energy are seen on the accelerograms. The first comprises a starting subevent with right-lateral strike-slip mechanism located south of Bam. The mechanism of the second subevent was a reverse mechanism.

Purpose The purpose of this paper is to develop a methodology for knowledge discovery in emergency response service databases based on police occurrence reports, generating information to help law enforcement agencies plan actions to investigate and combat criminal activities. Design/methodology/approach The developed model employs a methodology for knowledge discovery involving text mining techniques and uses latent Dirichlet allocation (LDA) with collapsed Gibbs sampling to obtain topics related to crime. Findings The method used in this study enabled identification of the most common crimes that occurred in the period from 1 January to 31 December of 2016. An analysis of the identified topics reaffirmed that crimes do not occur in a linear manner in a given locality. In this study, 40 per cent of the crimes identified in integrated public safety area 5, or AISP 5 (the historic centre of the city of RJ), had no correlation with AISP 19 (Copacabana – RJ), and 33 per cent of the crimes in AISP 19 were not identified in AISP 5. Research limitations/implications The collected data represent the social dynamics of neighbourhoods in the central and southern zones of the city of Rio de Janeiro during the specific period from January 2013 to December 2016. This limitation implies that the results cannot be generalised to areas with different characteristics. Practical implications The developed methodology contributes in a complementary manner to the identification of criminal practices and their characteristics based on police occurrence reports stored in emergency response databases. The generated knowledge enables law enforcement experts to assess, reformulate and construct differentiated strategies for combating crimes in a given locality. Social implications The production of knowledge from the emergency service database contributes to the government integrating information with other databases, thus enabling the improvement of strategies to combat local crime. The proposed model contributes to research on big data, on the innovation aspect and on decision support, for it breaks with a paradigm of analysis of criminal information. Originality/value The originality of the study lies in the integration of text mining techniques and LDA to detect crimes in a given locality on the basis of the criminal occurrence reports stored in emergency response service databases.

Analysis of urban sprawl is an issue that has been continuously attracting attention in the planning and research community. This paper presents the results of an analysis of the growth of the city of Madurai. Madurai is a city in the south part of Tamilnadu, commonly referred to as Temple City with many historical cultural places being safeguarded. The population of Madurai has grown tremendously and hence the need for more build up area has increased during the past 12 years. In our study, we analyze the development of urbanization in terms of Landuse, Landcover between 2007 and 2019 using GLR and PMR values. The growth of population is directly proportional to the value of the land which is evident by the growth in GLR and PMR values. GLR is the guideline value from the government sector for a land while PMR is the privilege market rate for the same land.


Subject The potential for violence in Ghardaia Significance Violent clashes took place on July 8 in the oasis city of Ghardaia in the south of Algeria, between the region's two major communities, the Arabs and the Berbers. Clashes between the two groups have occurred sporadically since the 1970s. However, the most recent ones were the most violent so far: 23 people died and dozens were injured. The government deployed 8,000 troops in the city, but the escalating violence has raised concerns about the government's ability to resolve the conflict. Impacts More violence in Ghardaia would damage the government's reputation, undermining its ability to solve domestic crises. This would lead to a further loss of credibility at home and abroad. It could also cause concerns among oil investors, at a time when Algiers is looking to increase its hydrocarbons production.

Regarding the importance of nonstructural elements in the vulnerability of buildings and their seismic safety level, on one hand, and the extensive damage to some of these elements in the 26 December 2003 Bam earthquake, on the other, this paper reviews the particular features of nonstructural elements in Iranian buildings and then presents the results of a thorough survey of their behavior and the damage they sustained in the city of Bam. Finally, based on the results of this survey, some recommendations are made that will be useful for modification of the “Guidelines for the Seismic Retrofit of Existing Buildings,” which is the only official reference on this topic used currently in Iran.

In 1870 the Government of the day had behind it the stronger party in the country; and among its followers in Parliament were the two members for the City of London. Pass a quarter of a century, and come to the Government brought into power by the general election of 1895. Exactly the same two things may be said of it; it too had behind it the stronger party in the country; it too numbered among its followers in Parliament the members for the City of London. Only, whereas the Government of 1870 was Liberal, the Government of 1895 was Conservative. That quarter of a century had witnessed the transfer of the City of London's political allegiance from Liberalism to Conservatism; and therein the City's opinions corresponded to those of the business and moneyed classes generally. So it was, not only in the south of England, but also in the Midlands and Lancashire; though not yet at all to the same extent in Yorkshire, the north-east coast, or Scotland.

After declaring a state of emergency on 20 July, 2016 as a response to the failed coup attempt of 15 July, 2016, the Turkish government launched a nation-wide academic purge, especially targeting the Academics for Peace. This group of academics signed a peace petition in January 2016 to address civilian deaths in the South-Eastern part of the country and to urge the government to take responsibility and restart the peace process. Having the largest number of peace petitioners among Turkey’s provincial universities, Kocaeli University was the first to dismiss all 19 of the peace academics from their positions on 1 September, 2016. Already active in defending the universal values of academia in other venues, these dismissed peace academics founded the Kocaeli Academy of Solidarity in pursuit of an alternative academy that aims to bring together university students, NGO members and ordinary citizens in the city in a cooperative understanding of education and research. After weekly seminars over eight months, a summer school of five days, and with applications in for funding its projects, particularly amongst others the School of Life, Kocaeli Academy for Solidarity has a strong determination to demonstrate a new democratic model of education and research.

The purpose of this study was to determine the role, program as well as the constraints of food security, agriculture and fisheries in the City of South Tangerang. The method used is qualitative research, namely the interview method and using documentation from the South Tangerang City Food, Agriculture and Fisheries Service Office and the interview method for unstructured questions to four farmer group leaders. The research results from the non-constraints of agriculture in the city of South Tangerang are the role of the South Tangerang City Food, Agriculture and Fisheries Service in making programs in the fields of food, agriculture, livestock and fisheries in increasing the productivity of the city of South Tangerang. The agricultural constraints of the city of South Tangerang are temporary agricultural land, there is no adequate irrigation, the decline in theyounger generation in participating in farmer groups, far buying fertilizers and seeds, lack of meetings between farmer groups and the government, regulations not understood by the head of farmer groups, capital carried out privately due to farmer groups that have not been incorporated, and the integration of marketing of crops to farmers through the latest technology because the purchasing system still comes to the harvest place and buys. Keywords : Food Security, Land conversion, Irrigation, Livestock Production, Fisheries, Participating Farmer Group Abstrak Tujuan penelitian ini adalah untuk mengetahui peranan, program sekaligus kendala ketahanan pangan, pertanian, dan perikanan Kota Tangerang Selatan. Metode yang dilakukan adalah penelitian kualitatif yaitu dengan metode interview dan menggunakan dokumentasi dari Dinas Ketahanan Pangan, Pertanian, dan Perikanan Kota Tangerang Selatan dan metode interview pertanyaan tidak terstruktur kepada empat ketua kelompok tani. Hasil penelitian dari non-kendala pertanian Kota Tangerang Selatan adalah adanya peran dari Dinas Ketahanan Pangan, Pertanian dan Perikanan Kota Tangerang Selatan dalam membuat program di bidang pangan, pertanian, peternakan dan perikanan dalam meningkatkan produktivitas Kota Tangerang Selatan. Kendala pertanian Kota Tangerang Selatan adalah lahan pertanian sementara, tidak ada irigasi yang memadai, menurunnya generasi muda dalam berpartisipasi dalam kelompok tani, jauhnya membeli pupuk dan bibit, kurangnya pertemuan antara kelompok tani dan pemerintah, regulasi yang tidak dipahami oleh ketua kelompok tani, permodalan yang dilakukan secara pribadi disebabkan kelompok tani yang belum berbadan hukum, dan belum terintegrasinya pemasaran hasil panen ke petani melalui tekonologi terbaru karena sistem pembeliannya masih datang ke tempat panen dan memborong. Kata Kunci : Ketahanan Pangan, Konversi Lahan, Saluran Irigasi, Hasil Ternak, Perikanan, dan Partisipasi Kelompok Tani
