Heritage Place Building Theory, Heritage Impact Assessment and the Role of the Sacred Dimension

Heritage properties increasingly face a number of core challenges to their management and conservation. Heritage Impact Assessment (HIA), especially that which focuses on UNESCO’s notion of outstanding universal value, effectively identifies threats posed by some of these challenges. However, heritage is not only a potential or actual recipient of negative impacts. Through heritage enterprises—private, non-profit or public entities whose missions include heritage education, management and/or conservation—heritage also impacts its place, that is, the set of relations that includes location, activities, values, objects and contextual communities. Heritage Place Building Theory (HPBT), a participatory approach that comprises four place building orientations and five analytical dimensions, facilitates the development of a reciprocal (bi-directional) HIA protocol, which is better suited to addressing and transforming core challenges to heritage management and conservation. In this article, HPBT and its relevance to a reciprocal HIA are presented and explained. Furthermore, a new, sixth HPBT dimension—the sacred—is defined and explored through a preliminary assessment of two heritage enterprise examples.

Heritage management at the local level benefits heritage properties and serves the public interest. By using comparative and interpretative analyses, we argue for the use of the “heritage community” term in current heritage management, and analyse what this expression brings for the role of local authorities. We upgrade this definition with attributes that characterize heritage communities. The paper presents the evolution of the concept of participatory heritage management in the context of the Operational Guidelines for the Implementation of the World Heritage Convention. It tests the relevance of the participatory approach in the heritage field against the theory of social systems. Conclusions comprise principles defining the role of local authorities in facilitating direct participation of heritage communities in heritage management.

The special role of non-governmental non-profit organizations (NGOs) is defined as a link between the general public and government agencies. The importance of participation of NGOs in the EIA procedure and public environmental review is noted.

The notion of stakeholders is becoming increasingly significant in heritage management activities and planning. It is commonly argued that individuals, groups, organizations, environs, societies, institutions, and even the natural environment can be potential stakeholders. However, most of the case heritage sites are impacted and concerned by particular stakeholders such as the local community, regional government, and NGOs. Every project has stakeholders who can influence or be influenced by the project in a positive or negative manner.  Mahasthangarh and its environs are a potential heritage site of South Asia that helps understand the chronological history and cultural development of Bengal Civilization. Like many other heritage sites in Bangladesh, Mahasthangarh faces serious threats and challenges which are damaging and waning its outstanding universal value of tangible and intangible heritage. Since site managers involve potential key stakeholders to enhance the sustainable heritage management, planning, reduce the possibility of conflict, increase the stakeholders’ ownership through regular communication, raising awareness, educational activities, and building campaigns, and to augment the community’s trust in heritage management; without the effective role of stakeholders, the outcomes are precarious and can be catastrophic. The paper will demonstrate the possibilities of using the roles of stakeholders as potential tools for safeguarding and managing the heritage site by using Mahasthangarh and its environs as a case study.

With the enactment of the Education System Act no 20 of 2003 (better known as the Sisdiknas Act), the State has determined that educational institutions should have a legal umbrella in the form of a legal entity, or better known as the Legal Entity Education. As a non-profit organization, the Foundation is the right legal entity that becomes a place for educational institutions, especially private schools. Therefore, of course, Notary has a very crucial role in making notary deed in the form of establishment and deed of change, such as example how in making the right basic budget and not multi interpresatasi for stake holders in the foundation. The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.

The role of non-profit organizations is leveled, which can become a serious help in solving economic problems, in particular, the problems of recycling and processing of secondary raw materials, the placement of industrial waste and household garbage, and landscaping of large megacities. The main financial burden in the field of “green economy” falls on States and large enterprises. Meanwhile, we cannot ignore the important role of non-profit organizations that can not only draw attention to environmental problems to the public, but also offer their own measures to solve environmental problems. In this regard, it becomes relevant to consider the participation of non-profit organizations in the implementation of environmental projects by attracting “green Finance”.

Payment for ecosystem services (PES) is a market-based policy approach intended to foster land use practices, such as forest conservation or restoration, that protect and improve the benefits from healthy, functioning ecosystems. While PES programs are used globally, they are an especially prominent environmental policy tool in Latin America, where the vast majority are payment for hydrological services (PHS) programs, which incentivize the conservation and restoration of ecosystems associated with water production and clean water for clearly defined water users. As a market mechanism, PHS approaches involve a transactional relationship between upstream and downstream water users who are connected by a shared watershed. While existing literature has highlighted the important role of non-state actors in natural resource management and program effectiveness, few studies have explored the role of stakeholder participation in the context of PHS programs. Building on the collaborative learning approach and the Trinity of Voice framework, we sought to understand how and to what extent PHS program stakeholders are engaged in PHS design, implementation, and evaluation. In this paper we explored (1) the modes of stakeholder engagement in PHS programs that program administrators use, and (2) the degree to which different modes of stakeholder participation allow PHS stakeholders to have decision power with which to influence PHS policy design and expected outcomes. To better understand the role of stakeholder participation, and the different ways participation occurs, we used a comparative multiple-case study analysis of three PHS program administration types (government, non-profit, and a mixed public–private organization) in Mexico and Colombia that have incorporated stakeholder engagement to achieve ecological and social goals. Our analysis draws on institutional interviews to investigate the modes of stakeholder engagement and understand the degree of decision space that is shared with other PHS stakeholders. Across all cases, we found that the trust between key actors and institutions is an essential but underappreciated aspect of successful collaboration within PHS initiatives. We conclude with recommendations for ways in which program administrators and governmental agencies can better understand and facilitate the development of trust in PHS design and implementation, and natural resources management more broadly.

Abstract Prior research suggests that partisanship can influence how legislators learn from each other. However, same-party governments are also more likely to share similar issues, ideological preferences and constituency demands. Establishing a causal link between partisanship and policy learning is difficult. In collaboration with a non-profit organization, this study isolates the role of partisanship in a real policy learning context. As part of a campaign promoting a new policy among local representatives in the United States, the study randomized whether the initiative was endorsed by co-partisans, out-partisans or both parties. The results show that representatives are systematically more interested in the same policy when it is endorsed by co-partisans. Bipartisan initiatives also attract less interest than co-partisan policies, and no more interest than out-partisan policies, even in more competitive districts. Together, the results suggest that ideological considerations cannot fully explain partisan-based learning. The study contributes to scholarship on policy diffusion, legislative signaling and interest group access.
