AbstractIn this paper I am concerned with a problem for communicative theories of punishment. On such theories, punishment is justified at least in part as the authoritative censure or condemnation of crime. But is this compatible with a broadly liberal political outlook? For while liberalism is generally thought to take only a very limited interest in its citizens’ attitudes (seeing moral opinion as a matter of legitimate debate), the idea of state denunciation of crime seems precisely to be focused on the attitudes expressed in action. In this paper I analyse the elements of the communicative theory of punishment, assessing the extent to which they can be considered anti-liberal. I argue that, understood in a certain way, the communicative theory, though in some sense communitarian, is compatible with at least one central and attractive non-perfectionist strand in liberalism.

Chapter 5 is the first of the three chapters of Playing Fair that make the case for fair play as the basis for a compelling justification of legal punishment. As it was with the discussion of political obligation, so it is necessary to begin this part of the book by clarifying key terms and confronting fundamental challenges to the enterprise of justifying punishment itself. The chapter thus begins with the questions of what is punishment and what are its proper aims. The latter question is usually answered by reference to retributivism and/or deterrence, and I try to place fair-play theory in this context by linking it to communicative theories of punishment while distinguishing it from Jean Hampton’s expressive version of retributivism. The chapter concludes with responses to those who would, for various reasons, abolish punishment altogether.

AbstractIn her recent book The Limits of Blame, Erin Kelly argues that we should rethink the nature of punishment because delivering blame is, contrary to the widely held view, not among the justifiable aims of a criminal justice system. In this paper, firstly, I discuss her case against criminal blame. Kelly argues that the emphasis on blame in the criminal justice system and in public discourse is one of the main causes of the stigma and exclusion faced by those convicted for a crime. This claim might appear puzzling and, while she provides other convincing arguments against criminal blame, Kelly does not extensively defend this particular argument. To offer support for this view, I reflect on the often overlooked distinction between moral blame and criminal blame to show how the latter, unlike the former, is exclusionary and stigmatising. Secondly, I address the claim put forth by Kelly that blame should play no role in the criminal justice system at all. In light of her argument about the optional nature of moral blame, I explore the possibility that the state should leave open to victims the option to blame criminal wrongdoers in restorative justice conferences. I argue that in such contexts blame would not have the same exclusionary features of criminal blame in traditional settings and that it could serve some valuable aims articulated by communicative theories of punishment, such as the restoration of moral relationships.

Affective polarization is a defining feature of 21st century American politics—partisans harbor considerable dislike and distrust of those from the other party. Does this animus have consequences for citizens’ opinions? Such effects would highlight not only the consequences of polarization, but also shed new light onto how citizens form preferences more generally. Normally, this question is intractable, but the outbreak of the novel coronavirus allows us to answer it. We find that affective polarization powerfully shapes citizens’ attitudes about the pandemic, as well as the actions they have taken in response to it. However, these effects are conditional on the local severity of the outbreak, as the effects decline in areas with high caseloads—threat vitiates partisan reasoning. Our results clarify that closing the divide on important issues requires not just policy discourse but also attempts to reduce inter-partisan hostility.

A digital government is relevant topic. It is associated with hopes for improving the institutions of public policy and administration. Russia has adopted programs for the development of the digital economy. So that, there is planned the transition to digital government in Russia. The transition to digital government is accompanied by several challenges such as control, centralization, excessive control, etc. An important factor in the success of responding to these challenges is the attitude of citizens to the digitalization of public services. This article presents empirical materials from a sociological study conducted in two regions of the Russian Federation: St. Petersburg and the Leningrad region. The sample size was 300 respondents. The study is the empirical basis for a multistage study conducted by the author as part of the research team of St. Petersburg State University in the period from 2017 to 2020. The article presents the empirical material of the study and analysis on its basis of the attitudes of Russian citizens in relation to the implementation of new management models in a transforming social, economic and political environment. Since the article is based primarily on original empirical material, the presented references to other theoretical and practical works are informative

The aim of this research is to develop some concepts of web3 for the education technology specialist, to present a proposed training program for web3 technology, to define the concepts and technology of web3. There is a statistically significant difference at the level (0.05) between the average scores of education technology specialists in the pre and post applications to test the web3.0 concepts in favor of the post application. In light of the significance of the differences using the "T" tests, the square of ETA (2η) was calculated using the equation Eta square (2 η) to find the magnitude of the effect of the independent variable (training program) in the dependent variable (development of web3.0 concepts), and by calculating the value of the square of ETA (2)) (Al-Amiri, 2006, 233), reached (0.98), which indicates that the training program has a significant impact on the acquisition of some concepts of web3.0, where this value shows that the training program contributed (98%) of the total variance In developing these concepts,It is a large percentage indicating the effectiveness of the training program in developing web3.0 concepts for the target research sample, which is the education technology specialist (if the effect size = 0.2 is the effect is weak, and if the impact size = 0.5, the effect is moderate, and if the impact size is = 0.8 The effect is significant), (Asr, 2003). From the above it is clear that the training program contributed to the development of the targeted web3.0 concepts for education technology specialists, as it found a difference between the median of the pre and post applications to test the concepts of the web3.0 in favor of the post application at the research group, which averaged (51,85) compared to (16) , 75) for pre-application, with a large effect size of (0.98) according to the ETA square measure (2η) of the effect size.
