This article analyses the positions on the role of collective bargaining of international organisations dealing with economic and employment issues. A stylised framework is developed that looks at each international organisation’s mission, expert knowledge and structure (at political and technical levels). The analysis concludes that most of the international organisations under review remain anchored to their missions and mainstream economic analyses, with the exception of the OECD (partially) and the ILO. In contrast, the European Commission has a quite different nature, being part of a fully-fledged polity. The article concludes that the more nuanced position on the role of collective bargaining emerging from international organisations includes some important elements. In particular, the recognition of its potential for social inclusion and cohesion may support national measures that promote collective bargaining.

What kind of professional experts dominate within the European Commission—lawyers, economists or others? Driven by the notion that the role of professional experts is shaped by organizational features, the article examines how different kinds of expertise are inscribed in the Commission’s recruitment system and organizational structure. The analysis shows that while economics may have overtaken law as the most common educational background in the Commission, neither the recruitment system nor the departmental structure appears to encourage the development of economic expertise. The proportion of staff hired through economics competitions has dropped markedly, and there are few specialized units for economic analysis in the organization. More generally, the Commission’s hiring policies and organizational hierarchy do not seem conducive to strong expert roles. The picture that emerges is that of an organization where expert knowledge is neither tied to a particular profession nor firmly rooted in the departmental structure.

Four dams on the lower Snake River in Washington State generate hydropower and allow for regional agriculture and barge shipping to Portland OR. However, the dams impede the migration of local salmon populations (Oncorhynchus spp.), which are in steep decline, and drastically impact the populations of salmon and orca whales, for whom salmon are a primary food source. For years, environmental groups have argued for breaching the dams; other interests counter that the dams are too critical to the economy of the region to lose; and federal agencies assert that the dams can remain and salmon populations will recover with mitigation techniques. Scientific and economic analyses, litigation, and elected officials’ efforts have not been able to move the issue towards a solution. Readers will examine the interests of primary actors in the issue, how they influence the policy process, the role of scientific and economic analyses, and possible approaches for resolving the issue.

Public policy formation and implementation for career guidance provision are complex issues, not least because in most countries career guidance is a peripheral part of legislation for education, employment, and social inclusion. Policy solutions are compromises by nature. Regulations and economic incentives are the main policy instruments for career guidance provision, but there is often incoherence between the intentions of the regulations and the economic incentives provided for policy implementation. The intermediary organizations that serve to implement policy add significant variability to policy effects. International bodies and organizations have shown significant interest in the role of career guidance in education and employment policies through the undertaking of policy reviews, the formulation of recommendations for career guidance, and, in some cases, providing economic incentives to support their implementation. However, there is a dearth of evaluation studies of policy formation and implementation at the national level.

In a resolution adopted on 1 February 2018, the European Committee of the Regions noted that a legislative proposal of the European Commission concerning a Regulation that changes the rules governing the EU regional funds for 2014-2020 did not comply with the principle of subsidiarity. Accordingly, the Committee considered challenging the legislative proposal before the Court of Justice if the proposal was formally agreed upon. Although at a later stage the European Commission decided to take into account the Committee’s argument and amended the proposal accordingly, such a context offers the chance to investigate more in detail the role of the Committee of the Regions in the legislative process of the EU and, more in particular, its role as a watchdog of the principle of subsidiarity. This paper aims to shed light on a rather neglected aspect of the EU constitutional practice, such as the potential of the Committee of the Regions to contribute to the legislative process, and answer the question of whether this Committee is the right body to guarantee compliance with the principle of subsidiarity.

There are few studies which report on the personnel practices in the American states. A survey of state compensation analysts in the Summer of 1987 elicited information concerning the use of compensation controls in state government. Results indicate that with the exception of wage and salary surveys, data concerning compensation controls is rarely collected. Initial analysis indicates that the role of the legislature and the existence of collective bargaining may have an impact on the number of controls used.

In the context of rising inequality between capital and labour and among wage-earners in Europe, this state-of-the-art article reviews the literature concerning the relationship between collective bargaining and inequality. It focuses on two main questions: (i) what is the relationship between collective bargaining, union bargaining power and inequality between capital and labour? and (ii) what is the relationship between collective bargaining, union bargaining power and wage inequality among wage-earners? Both questions are discussed in general terms and for single- and multi-employer bargaining systems. It is argued that collective bargaining coverage and union density are negatively related to both types of inequality. These relationships are however qualified by four additional factors: who unions represent, the weight of union objectives other than wages, the statutory minimum wage, and extensions of collective agreements by governments.
