Gender Differences in the Relationship between Paid Employment and Informal Care

This paper analyses the circumstances under which providing informal care has an adverse impact on paid employment, using data from the 1990 General Household Survey which identified 2,700 informal carers. The relationship between informal caring and employment participation is complex and differs by gender and marital status. Paid employment is lowered for adults providing care within their household. The effect is greater for women than for men, and varies with the closeness of the kin relationship between carer and care-recipient. Women caring for a handicapped child are least likely to be in full-time work. Care for a spouse depresses both men's and women's employment. The effect of caring for a co-resident parent is least for married men and greatest for married women. The assumption that women's increased labour force participation will reduce their availability as informal carers for elderly parents is largely unfounded. This care is mainly for elderly parents living in another household, and is associated with reduced hours of employment but not lower overall rates of employment. The norm of combining paid work and informal caring results in very high total hours of informal and paid work.

ABSTRACTThis paper systematically reviews empirical research published between 2006 and 2016 on the relationship between informal care-giving to elders and labour force participation (LFP). It does so in the context of Organisation for Economic Co-operation and Development policy responses to population ageing. In this context, conclusions regarding the LFP and care-giving relationship should at least be applicable to the sub-population of working-aged individuals who are most likely to provide informal elder care. Currently, these are women in mid-life and the recipients of their care are mostly extra-residential parents. The review's key conclusion is that mid-life women care-givers of elderly parents are significantly likely to reduce their working hours and also to work fewer hours relative to their non-care-giving counterparts. In drawing this conclusion, the review shows that studies finding only modest care-giving effects on LFP either do not adequately control for care-giving intensity or their conclusions apply to sub-populations less likely to be affected by policies addressing population ageing.

There is a wide differentiation in the level of female entrepreneurship across European Union countries. The literature emphasises the importance of various intrinsic (i.e. education, experience, human capital, access to capital resources) and extrinsic (i.e. influencing the level of entrepreneurship) factors. The purpose of this article is to empirically analyse the relationship between the level of female self-employment and the economic and social determinants of female labour force participation for 19 EU member states. This article uses panel data techniques to empirically analyse the relationship between the female self-employment and the following: gross domestic product per capita, female unemployment rate, total fertility rate, crude marriage rate, people at risk of poverty or social exclusion by age, gender wage gap (median) for full-time employees, masculinization index. Simple statistical methods and Pearson correlation coefficient were used in this paper. An econometric model was created to verify the factors affecting the level of female self-employment. Statistical data collected by Eurostat and the OECD were used to conduct the analyses. Due to limited data availability, the study covers the years 2010–2018. Gretl and Excel were used to conduct the analysis.

This study investigated parents' experiences and their views on labour force participation, child care arrangements, and parental leave policies. Participants were 60 families with five-year-old children, selected randomly from 14 schools in the greater Wellington region. This paper focuses on parents' employment experiences, with some reference to parental leave. Many mothers had participated in part-time paid work, and the percentage in full-time paid work increased to 19% by the year the children were four to five years of age. Each year from the child's birth up until school entry, over a third of the fathers were working 50 hours or more per week. A high incidence of participation in the early childhood education and care services was evident. There was a relatively low uptake of parental leave among mother and fathers who were in the paid workforce the year the children were born. Some of the main themes addressed in this paper are: diversity and change, the need for flexibility in workplaces, the impact of long hours of paid work on families, financial constraints, and gender roles.

SummaryThe relationship between female labour force participation, and other socioeconomic factors, and the probability of having a third birth is examined, using British data collected in the 1980 Women and Employment Survey, by hazard regression modelling with time-varying covariates. The results demonstrate the strong association between demographic factors, e.g. age at first birth and birth interval and subsequent fertility behaviour. Education appears to have little effect. Surprisingly, women who have spent a higher proportion of time as housewives have a lower risk of having a third birth. This finding is in sharp disagreement with the conventional expectation that cumulative labour force participation supports lower fertility. These findings are briefly compared with similar research carried out in Sweden.

AbstractThe relationships between paid work and informal care are critical to understanding how paid work is made possible. An extensive source of childcare in the UK is the intergenerational care grandparents provide. Using data from the UK's Millennium Cohort Study, a nationally representative sample of children born in 2000, biprobit and instrumental variables (IV) analysis of mothers’ participation (given the social construction of caring responsibility) identifies a significant causal effect of grandparents’ childcare in that it:(i)raises the labour force participation of mothers with a child of school entry age on average by 12 percentage points (the average marginal effect);(ii)raises the participation of the group of mothers who use grandparent childcare by 33 percentage points compared to the situation if they did not have access to this care (the average treatment effect on the treated).Thus grandparent-provided childcare has a substantial impact on the labour market in the UK, an impact that may not be sustainable with forthcoming changes to the state pension age. Grandparents’ childcare increases the labour force participation of lone and partnered mothers at all levels of educational qualifications but by different degrees. Grandparents’ childcare enables mothers to enter paid work rather than extending their hours of paid work.

ABSTRACTThis paper examines care management, or ‘managerial care’, a type of informal care for older adults that has been relatively neglected by researchers. While previous research has acknowledged that care-giving may involve tasks other than direct ‘hands-on’ care, the conceptualisation of managerial care has often been vague and inconsistent. This study is the first explicitly to investigate managerial care amongst a large sample of carers. In our conceptualisation, care management includes care-related discussions with other family members or the care recipient about the arrangements for formal services and financial matters, doing relevant paperwork, and seeking information. The study examines the prevalence of this type of care, the circumstances under which it occurs, its variations by care-giver characteristics, and its impact on the carers. We drew from the Canadian CARNET ‘Work and Family Survey’ a sub-sample of 1,847 full-time employed individuals who were assisting older relatives. The analysis shows that managerial care is common, distinct from other types of care, a meaningful construct, and that most care-givers provide both managerial and direct care. Care management includes both the orchestration of care and financial and bureaucratic management. Providing managerial care generates stress amongst women and interferes with work amongst men, and the aspect that generates the greatest personal and job costs amongst both men and women is the orchestration of care.

The global financial crisis (GFC) of 2008 made it clear that traditional indicators of labour market activity such as headline unemployment, labour force participation and earnings in full-time employment can only partially explain the health of the labour market. In this article we argue the need for a nuanced approach that takes into fuller consideration issues related to hours of work and part-time earnings. Selected industry sectors show stark differences in labour market outcomes when these issues are examined.
